HomeMy WebLinkAbout972383.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO NOVEMBER 12, 1997 TAPE #97-28 ROLL CALL: MINUTES: ADDITIONS TO AGENDA: CONSENT AGENDA: PRESENTATIONS: The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Centennial Center, Greeley, Colorado, November 12, 1997, at the hour of 9:00 a.m. The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner George E. Baxter, Chair Commissioner Constance L. Harbert, Pro-Tem Commissioner Dale K. Hall Commissioner Barbara J. Kirkmeyer Commissioner W. H. Webster Also present: County Attorney, Bruce T. Barker Acting Clerk to the Board, Esther E. Gesick Director of Finance and Administration, Donald D. Warden Commissioner Webster moved to approve the minutes of the Board of County Commissioners meeting of November 10, 1997, as printed. Commissioner Kirkmeyer seconded the motion, and it carried unanimously. There were no additions to the agenda. Commissioner Harbert moved to approve the consent agenda as printed. Commissioner Hall seconded the motion, and it carried unanimously. RECOGNITION OF SERVICES - PENNY AXTON, WELD COUNTY JUVENILE COMMUNITY REVIEW BOARD: Chair Baxter read the certificate recognizing Penny Axton, who was present, for her services on the Weld County Juvenile Community Review Board. RECOGNITION OF SERVICES - BOB DREILING, WELD COUNTY FAIR BOARD: Chair Baxter read the certificate recognizing Bob Dreiling, who was not present, for his services on the Weld County Fair Board. 972383 BC0016 RECOGNITION OF SERVICES - GEORGE KENNEDY, WELD COUNTY FAIR BOARD: Chair Baxter read the certificate recognizing George Kennedy, who was not present, for his services on the Weld County Fair Board. RECOGNITION OF SERVICES - TIM CROISSANT, WELD COUNTY FAIR BOARD: Chair Baxter read the certificate recognizing Tim Croissant, who was not present, for his services on the Weld County Fair Board. RECOGNITION OF SERVICES - MARY ELLEN LABLANC, WELD COUNTY FAIR BOARD: Chair Baxter read the certificate recognizing Mary Ellen LaBlanc, who was not present, for her services on the Weld County Fair Board. RECOGNITION OF SERVICES - RYAN PFANNEBECKER, WELD COUNTY FAIR BOARD: Chair Baxter read the certificate recognizing Ryan Pfannebecker, who was not present, for his services on the Weld County Fair Board. COMMISSIONER COORDINATOR REPORTS: Commissioner Kirkmeyer stated two bills are to be presented at the next Legislative Session concerning Welfare Reform. If passed, the first bill will reduce welfare program costs by 75%; the second by 68%. PUBLIC INPUT: WARRANTS: No public input was offered. Donald Warden, Director of Finance and Administration, presented the following warrants for approval by the Board: All Funds $98,453.72 Commissioner Webster moved to approve the warrants as presented by Mr. Warden. Commissioner Kirkmeyer seconded the motion, which carried unanimously. BUSINESS: NEW: CONSIDER DIVISION OF CRIMINAL JUSTICE STATEMENT OF GRANT AWARD AND AUTHORIZE CHAIR TO SIGN: Nancy Haffner, District Attorney's Office, stated the grant period began October 1997, and will continue through December 1999. Ms. Haffner added the grant award is in the amount of $12,491 which is a deficit; therefore, the District Attorney's Office will be seeking other funds. Mr. Warden stated the budget already covered the difference. Commissioner Harbert moved to approve said grant award and authorize the Chair to sign. Seconded by Commissioner Kirkmeyer, the motion carried unanimously. Minutes, November 12, 1997 972383 Page 2 BC0016 CONSIDER CANCELLATION OF DECEMBER 3, 1997, BOARD MEETING: Commissioner Hall moved to cancel the December 3, 1997, Board Meeting. Commissioner Webster seconded the motion, which carried unanimously. CONSIDER ACCEPTANCE OF CERTIFICATION OF NOVEMBER 4, 1997, ELECTION RETURNS: Bruce Barker, County Attorney, stated these Election Returns of the Coordinated Election held in Weld County on November 4, 1997, involved the Martin Brothers PUD. Commissioner Kirkmeyer moved to approve said election returns. Commissioner Harbert seconded the motion, which carried unanimously. PLANNING: CONSIDER REQUEST TO PRE -ADVERTISE SECOND AMENDED USR #1002 - NORTH AMERICAN RESOURCES COMPANY: Gloria Dunn, Department of Planning Services, stated Bill Crews, North American Resources Company (NARCo), is requesting to preadvertise the Board of County Commissioners Hearing. In response to Commissioner Kirkmeyer, Ms. Dunn stated it typically takes three to four weeks for an item to get from the Planning Commission to the Board of County Commissioners. In reference to his letter dated November 6, 1997, Mr. Crews noted the three main reasons for the request are: Peak gas use and processing during the winter months; The plant is located in a remote area where they do not expect any objections to the proposed amendment; and NARCo will be working with the Department of Public Works to address concerns about the east entrance. Mr. Crews added with the preadvertisement, NARCo would be able to recover lost time. Commissioner Webster moved to approve said pre -advertisement. Commissioner Harbert seconded the motion, which carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the consent agenda. No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Acting Clerk to the Board.
