1. How is this proposal consistent with the Weld County Comprehensive Plan?
Uses of the areas surrounding the property to which this proposal applies include
agricultural, large business, and small business operations. This proposal does not
remove active farm land and is for a small, home business, making it consistent with
the current uses of this part of Weld County.
2. How does this proposal meet the intent of the zone district it is located in?
This property is zoned agricultural, but surrounding properties have varied uses,
including many non-agricultural activities. See question 4.
3. How is this use compatible with future development as stated in the Weld County
Comprehensive Plan? If yes, how ?
Weld County has has not notified the owners of this property that the current use of this
area will, or is being considered for, change. This question is not applicable.
4. What type of uses surround this site? Is this use compatible with surrounding uses?
Commercial waste/garbage disposal facilities including Laidlaw, Sanifill, Construction
Recycling, and Columbine Iron, sewage-injection disposal farms, auto-wrecking yards,
dairies, small and large engine repair facilities, a golf driving range, woodworking and
furniture businesses, utility trailor sales lots, manufactured home distributors, vehicle
storage, miniature horse and llama properties, standard horse properties, farms
producing corn and wheat, and residences. Yes.
5. Is this property located within a Flood Hazard zone, Geological Hazard zone, or
Airport Overlay zone -san (sic) does it meet these special requirements?
No. This question is not applicable.
6. What efforts have been made to conserve productive agricultural land?
This property is not active agriculturally. This question is not applicable.
7. How will public health, safety, and welfare be protected?
Training activities will be conducted inside a building. Student dog owners will keep
their dogs under control at all times when entering or leaving the building, and when in
the classroom. The hobby kennel has a large, privacy-fenced yard. No dogs will be left
unattended outside the training facility or home, nor will they be allowed to roam. All
dogs are handled with proper equipment and supervision.

8. What will the site be used for?
A dog training school open year-round that offers obedience, agility, puppy
kindergarten, and conformation classes to the public and a private Skye Terrier hobby
kennel; the hobby kennel produces one Skye Terrier litter approximately every four
years. Hobby kennel dogs are surgically debarked by the veterinarian for the kennel,
James Cook D.V.M, Lafayette, Colorado
9. How close is this site to other residential structures?
Less than 500 hundred feet to the Hilltop Egg Farm to the north and the Bates property
to the south. No residences exist on the agricultural lands to the east and west.
10. How many people will be employed at this site and what hours will they work?
This property and proposal has no employees. Classes are conducted or supervised
by the two owners of the property. Classes will be conducted between 6:30 p.m. and
9:30 p.m. Monday through Friday and a limited number of weekends between 7:00 a.m.
and 5:00 p.m..
11. How many people will use this site?
Classes will be 8-10 people on average, including instructors.
12. What type, and how many animals, if any, will be on this site?
20 dogs or less will reside in the hobby kennel. Students will have their dogs on the
property only during class and will remove them at the completion of class.
13. What type and how much, if any, operating and processing equipment will be
utilized on this site?
This proposal require no operating or processing equipment. This question is not
applicable.
14. What type and how many structures will be erected (built) on this site?
This proposal requires no additional structures. This question is not applicable.
15. What kind (type, size, weight) of vehicles will access this site and how often?
1 passenger vehicle for each person attending class. The hobby kennel owns four
passenger vehicles kept on the property daily.

No. This question is not applicable.

Brite'n Best Rubbish of Brighton provides garbage service weekly.

This proposal will use existing structures. This question is not applicable.

with the site.
Landscaping is complete and mature. This question is not applicable.

22. Explain the need for the proposed use (activity) in Weld County?
For the dog training classes, few dog training schools exist or continue in business
serving Fort Lupton, Greeley, Fort Collins and other communities in Weld County and
the northern Denver metropolitan area. This is also true for other counties and towns
surrounding Weld County. For the hobby kennel, less than 100 Skye Terriers are born
yearly in the United States. The hobby kennel has been recognized throughout the
world for over 26 years as experts and protectors of the Skye Terrier breed, which is
predicted to be extinct within 25 years. The owners of the proposed business and
hobby kennel will attend the 100th Jubilee show of the Skye Terrier Club of Great
Britain in September, 1996, on the Isle of Skye, Scotland, as honored guests of that
Club, and are general members and Board Members of the four United States Skye
Terrier clubs.
23. Who wil provide fire protection for this site?
The fire protection district specified by the tax information for 1204 Weld County Road
7, Erie, Colorado provides services.
24. Who will provide water to this site?
Left Hand Water company, Niwot, Colorado.

The home and proposed training building have eaves. The grounds of the property

Dear Mr. Hammers ,
As requested , we observed the Onsite Wastewater System (OWS) located
at the subject site. The purpose of our visit was to evaluate the
condition of the existing OWS and to provide recommendations for the
addition of a proposed office restroom.
Record Information: A file search at Weld County Health Department was
performed. We understand the OWS was installed in the late 1970's .
The OWS was sized for 4 bedrooms ( 600 gallons per day (GPD) ) and
consists of a 1500 gallon septic tank and 1600 square feet (SF) of
field. Records indicate the OWS was inspected in November, 1988 and
approved for continued use. No percolation test results or subsurface
data was located.
Site Observations: On November 21 , 1996 , we visited the site and have
the following observations and comments:
1 . The septic tank appears to be a two compartment 1500 gallon
concrete tank and appeared in good condition.
2 . According to Weld County records the field is 1600 SF. We
believe the field to be 20 by 80 feet for an area of 1600 SF.
3 . No odors from the OWS were detected.
4. No effluent surfacing from the field was observed.
5. Vegetation over the field was moderate and slightly greener
than surrounding vegetation.
6 . Drainage over and around the field appeared adequate.
7. No standpipes in the drain fields were found.
8 . Drainage around the septic tank was adequate.
Conclusions and Recommendations: The tank and field appear to be in
good condition. Our evaluation indicates the OWS can be sized for a

5 bedroom residence based on septic tank capacity and a 4 bedroom
residence based on field area. We understand the existing residence
has 3 bedrooms with a the fourth bedroom having been converted to an
office.
An office with a restroom for a dog training school is proposed as
indicated on Fig. 1 . The restroom is to be used by dog owners only to
avoid the need to use restroom facilities at the residence. No load-
ing from dog washing or waste will be introduced into the OWS. Class-
es consist of eight students per class, two classes per day, six days
per week.
Average daily loading for an office worker is 15 gallons per person
per an eight hour day. Since owners will be using the facilities for
only two hours daily, we recommend using 15/4 or 3 .75 gallons per
person per day for an additional average daily flow of 3 .75 X 8 = 30
GPD. As the OWS is sized for 600 GPD and is being used as a 3 bedroom
residence for a loading of 450 GPD, we believe the OWS can accommodate
an additional 30 GPD. An ejector pump is proposed to provide access
from the office/restroom to the existing OWS, as indicated on Fig. 1 .
Limitations: As noted, there was no evidence of malfunction and the
field appears to be functioning satisfactorily. The field appears to
be capable of a 600 GPD loading. However, this report is not to be
interpreted as a guarantee , or a prediction, the OWS will continue to
function satisfactorily in the future. There are too many variables
and unknowns. These variables include: a. the amount of water and
wastes discharged to the system; b. past care, maintenance, and age of
the system; c. rainfall and weather conditions; d. subsurface ground
water and soil conditions at the site; e. how the system was used in
the weeks immediately preceding our site visit; and f. system instal-
lation.
Since the components of the OWS are located beneath the ground sur-
face, the physical conditions of all pipes could not be observed. The
septic tank and field construction, bacterial matting within the en-
tire field, and absorption capacity of the field were not determined.
File information indicates the size of the tank and field, but we did
not verify construction of the OWS is in compliance with current State
and County regulations or was in compliance at the time of construc-
tion.
