Weld County Centennial Center First Floor Assembly Room The Weld County Board of Health met November 26, 1996, at 9:00 a.m. in the First Floor Assembly Room of the Weld County Centennial Center. Those present included: Board Members: Ben Slater, Chair; Donna Meier, Vice Chair; Melvin Brown, Mary Ellen Stoll, Lanny Clary, and Constantin Skoumbourdis. Others: Judy Nero, Administrative Office Manager, Weld County Health Department; Sheri Hannah-Ruh, Health Promotion, Weld County Health Department; Jeffery L. Stoll, Director, Environmental Protection Services, Weld County Health Department; Char Davis, Consumer Protection Program Supervisor, Weld County Health Department; Pam Smith, Environmental Protection Specialist, Weld County Health Department; and Victor Sainz, District Engineer, Colorado Department of Health and Environment. APPROVAL OF AGENDA A motion was made by Constantin Skoumbourdis to approve the agenda with the exception of Sara Teter not giving a presentation because of illness. Ben Slater, Chair seconded the motion, and the motion was carried unanimously. APPROVAL OF MINUTES Melvin Brown approved the October 22, 1996, meeting as submitted. Constantin Skoumbourdis seconded the motion, and the motion was carried unanimously. ADMINISTRATIVE REPORT Judy Nero gave a report of the revenue & expenditure summary from January 1, 1996 to October 31, 1996. Judy also spoke in John Pickle's absence regarding a contract for monograms. She also, spoke about a diabetes contract from the Colorado Department of Health and Environment. Sheri Hanna-Ruh gave a presentation on Weld County Tobacco Prevention Program. Jeff Stoll gave a brief report on the yearly licensing for food establishments, septic cleaners and installers, ambulance, and water contracts. He spoke about E-coli and the environmental specialists checking to make sure stores remove all ODWALLA drinks. Char Davis, Consumer Program Supervisor gave a presentation regarding Personal Care Boarding Homes in Weld County. NEW BUSINESS SLUDGE APPLICATIONS Wes Moser & Sons DS900001, DS920001, and DS920002 was presented by Pam Smith, Environmental Health Specialist. John Moser represented Wes Moser & Sons. There was no public opposition. A motion was made by Mary Ellen Stoll to approve the Sludge Applications as presented. Constantin Skoumbourdis seconded the motion, and the motion was carried unanimously. 1. If Weld County roads are damaged beyond normal wear and tear by the sludge hauling equipment of the applicant or the applicants contractor, the applicant will repair the road damage to the satisfaction of the Department of Public Works. The Department of Public Works will be the one to determine when this is warranted. 2. Upon notification by Weld County, the applicant will cease hauling operations, or direct his contractor to cease hauling operations, until the roads are repaired to the satisfaction of the Department of Public Works. Hauling operations will not be allowed to resume until the condition of the road allows heavy hauling without damage being done to the roads. :1,1970483 Liquid Waste Management D5940017 (renewal) was presented by Pam Smith, Environmental Health Specialist. Jay Holmes represented Liquid Waste Management. There was no public opposition. A motion was made by Constantin Skoumourdis to approve the Sludge Application as presented. Lanny Clary seconded the motion, and the motion was carried unanimously. Staff recommendations are as follows: 1. If Weld County roads are damaged beyond normal wear and tear by the sludge hauling equipment of the applicant or the applicants contractor, the applicant will repair the road damage to the satisfaction of the Department of Public Works. The Department of Public Works will be the one to determine when this is warranted. 2. Upon notification by Weld County, the applicant will cease hauling operations, or direct his contractor to cease hauling operations, until the roads are repaired to the satisfaction of the Department of Public Works. The applicant will be allowed to continue to apply to frozen or snow covered ground as long as the sludge is applied in a responsible manner and no run-off or other nuisance conditions arise as a result of the practice. Slim's Sanitation SS910016 (renewal) was presented by Pam Smith, Environmental Health Specialist. Tom Cope and Richard Kline represented Slim's Sanitation. There was no public opposition. A motion was made by Constantin Skoumbourdis to approve the Sludge Application as presented. Lanny Clary seconded the motion, and the motion was carried unanimously. 1. Tommy & Juaita Rice (SP-9600201) 605 WCR 7, Erie, Colorado -- A motion was made by Mary Ellen Stoll to approve the Engineer Design as presented. Constantin Skoumbourdis seconded the motion, the motion was carried unanimously. Brian & Tammy Hegwood (SP-9600528) 33150 WCR 61 3/4, Colorado -- A motion was made by Mary Ellen Stoll to approve the Engineer Design as presented. Constantin Skoumbourdis seconded the motion, the motion was carried unanimously. Scott & Terri Owen (SP-9600545) West of 21469 WCR 3, Colorado -- A motion was made by Mary Ellen Stoll to approve the Engineer Design as presented. Constantin Skoumbourdis seconded the motion, the motion was carried unanimously. Constantin Skoumbourdis seconded the motion, the motion was carried unanimously. Victor Sainz, District Engineer gave a brief report on National Hog Farms. VARIANCES: Navor Bejarano (SP-9600510) 640 South McKinley, Colorado -- A motion was made by Constantin Skoumbourdis to approve the Variance Request as presented. Mary Ellen Stoll seconded the motion, the motion was carried unanimously. The I.S.D.S. Regulations will be reviewed at the January 1997 Board of Health hearing. Constantin Skoumbourdis made a motion to adjourn the meeting. Mary Ellen seconded the motion, and the motion was carried unanimously.
