RE: APPROVE INSTALLATION OF TRAFFIC CONTROL DEVICES ON WELD COUNTY
ROAD 54 BETWEEN WELD COUNTY ROADS 43 AND 45
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Weld County Department of Public Works has recommended to the Board
that"35 MPH"and "45 MPH"speed limit signs be installed on Weld County Road 54 between Weld
County Roads 43 and 45, to ensure safety to the traveling public, and
WHEREAS, the Board has determined that said traffic control devices are necessary for
the protection of the general public.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Department of Public Works be, and hereby is, directed to install
"35 MPH" and "45 MPH" speed limit signs on Weld County Road 54 between Weld County
Roads 43 and 45, for the safety of the general public, and said signs shall conform to the State
manual and specifications.
The above and foregoing Resolution was, on motion duly made and seconded, adopted by
the following vote on the 1st day of April, A.D., 1996.

Subject: Speed Limit Change on WCR 54
The County has been asked to reduce the posting of the speed limit on WCR 54 between WCR 43
and WCR 45. A study has been completed on this section of road, which indicated eight accidents
have occurred from July 1994 to present. The mode speed is 40 MPH, and the 85th percentile is
42.5 MPH. This section of road is a high volume arterial road. The speed limit in this one-mile
stretch of road is implied at 55 MPH; however, one-half mile of it has curved, possibly dangerous,
road. The curved section is currently controlled with curve signs and speed advisory signs to slow
traffic down. The 35 MPH has been determined as a safe speed limit for the road conditions.
The only exception recommended is the portion of road from approximately 1600 feet east of 1st
Avenue to WCR 43. This portion is suggested to be posted at 45 MPH to keep the flow of traffic
uniform. This section of road is currently posted at 30 MPH.
All the above recommendations are suggested to insure the safety of the traveling public. All
signing will conform to the Manual on Uniform Traffic Control Devices. Please see the supporting
documentation attached.

Location: WCR 54 between wcr 43 & wcr 45
STUDY
A survey of vehicle traffic was conducted with HISTAR unit number 2286.
The survey was done in the east lane on WCR 54 Between Wcr 43
& Wcr 45, Co in Weld county. The survey lasted for 48 hours and began
on Tuesday,February 6, 1996 at 10:00am and ended on Thursday,February
8, 1996 at 10:00am. Data were recorded in 60 minute
time periods. The total recorded volume of traffic showed 810
vehicles passed through the location with a peak volume of 42 on
Wednesday,February 7, 1996 at 4:00pm and a minimum volume of 0 on
Wednesday,February 7, 1996 at 3:00am.

Chart 1 lists the values of the speed bins and the total volume for
each bin.

Half of the vehicles were traveling at 35.8 mph or lower speed. The
average speed for all classified vehicles was 38.08 mph with 1.11
percent exceeding the posted speed of 55 mph. The mode speed for
this traffic study was 40 mph and the 85th percentile was 42.3 mph.

Most of the vehicles were passenger cars with a total count of 745.
This represents 96.91 percent of the classified vehicles. The truck
percentage is 3.09 percent of the classified vehicles.
HEADWAY
During the peak time period, on Wednesday,February 7, 1996 at 4:00pm
the average headway between the vehicles was 85.71 seconds. The
slow period occurred on Wednesday,February 7, 1996 at 3:00am and
the headway between the vehicles 0 seconds (No vehicles recorded).
WEATHER

The roadway surface temperature over the period of the study varied
between 23 degrees Fahrenheit and 78 degrees Fahrenheit. The
HI-STAR analyzer determined that the roadway surface was DRY 100.00
percent of the time.
