HomeMy WebLinkAbout952363.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO NOVEMBER 20, 1995 TAPE #95-46 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Centennial Center, Greeley, Colorado, November 20, 1995, at the hour of 9:00 a.m. ROLL CALL: MINUTES: CERTIFICATION OF HEARINGS: ADDITIONS: CONSENT AGENDA: COMMISSIONER COORDINATOR REPORTS: PUBLIC INPUT: WARRANTS: The meeting was called to order by the Chairman and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Dale K. Hall, Chairman Commissioner Barbara J. Kirkmeyer, Pro-Tem Commissioner George E. Baxter Commissioner Constance L. Harbert Commissioner W. H. Webster Also present: County Attorney, Bruce T. Barker Acting Clerk to the Board, Shelly Miller Finance and Administration Director, Don Warden Commissioner Baxter moved to approve the minutes of the Board of County Commissioners meeting of November 15, 1995, as printed. Commissioner Webster seconded the motion, and it carried unanimously. Commissioner Harbert moved to approve the hearings conducted on November 14, 1995, as follows: 1) Violation Hearings. Commissioner Kirkmeyer seconded the motion, which carried unanimously. There were no additions to the agenda. Commissioner Baxter moved to approve the consent agenda as printed. Commissioner Webster seconded the motion, and it carried unanimously. No reports were given. No public input was offered. Don Warden, Director of Finance and Administration, presented the fallowing warrants for approval by the Board: General Fund Handwritten Warrants: Payroll Fund $ 356,449.94 $ 5,848.06 Commissioner Kirkmeyer moved to approve the warrants as presented by Mr. Warden. Commissioner Harbert seconded the motion, which carried unanimously. 952363 BC0016 BUSINESS: NEW: SECOND READING OF ORDINANCE NO. 118-M, IN MATTER OF AMENDING PERSONNEL POLICY HANDBOOK: Commissioner Harbert moved to read said ordinance into the record by title only. Commissioner Kirkmeyer seconded the motion, which carried unanimously. Bruce Barker, County Attorney, suggested the addition of "SUBSECTION III, FOLLOWING SUBSECTION JOB SHARE EMPLOYEE..." concerning working after retirement. He read the additional language to be added on Pages 3, 4, and 5 of said ordinance. Mr. Barker stated the second change is an addition of a sentence at the end of the last paragraph on Page 8, under "SECTION VI, SUBSECTION UNPAID FAMILY AND MEDICAL LEAVE POLICY:" as follows: "Leave for adoption, birth or foster care expires twelve (12) months from the date of the birth or placement." Mr. Warden explained staff has worked with the Retirement Board regarding the policy for retirees working in various departments, which now is coordinated and clarified in this policy. No public testimony was offered. Commissioner Harbert moved to approve said additions and approve Ordinance No. 118-M on second reading as entered into the record by Mr. Barker. Commissioner Kirkmeyer seconded the motion, which carried unanimously. RESOLUTIONS AND ORDINANCES: t KITES 4.. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Acting Clerk to the Board. Barker Acting Clerk to the Board, Shelly Miller Director of Finance and Administration, Don Warden MINUTES: Commissioner Webster moved to approve the minutes of the Board of Social Services meeting of November 15, 1995, as printed. Commissioner Kirkmeyer seconded the motion, and it carried unanimously. WARRANTS: Don Warden, Director of Finance and Administration, presented the warrants for approval by the Board in the amount of $28,527.37. Commissioner Baxter moved to approve the warrants as presented by Mr. Warden. Commissioner Webster seconded the motion, which carried unanimously. NEW BUSINESS: CONSIDER SIXTEEN LOW-INCOME ENERGY ASSISTANCE VENDOR AGREEMENTS WITH VARIOUS ENTITIES AND AUTHORIZE CHAIRMAN TO SIGN: Richard Rowe, Social Services Department, explained these agreements are for the 1995-96 program year and are consistent with those from last year. Commissioner Harbert moved to approve said agreements and authorize the Chairman to sign. Commissioner Baxter seconded the motion, which carried unanimously. CONSIDER WELD COUNTY 1996 COMPENSATION PLAN TO COLORADO DEPARTMENT OF HUMAN SERVICES, MERIT SYSTEM, AND AUTHORIZE CHAIRMAN TO SIGN: Mr. Warden stated he met with Judy Griego, Social Services Director, and Pat Persichino, Personnel Director, concerning this plan, and there are no changes from last year with the exception of the compensation amount. He explained employees will be getting a 4.5 -percent increase rather than a 4.4 -percent increase, which other Weld County employees will receive. Mr. Warden answered questions from the Board concerning the 2.5 -percent increase for all employees on January 1, 1996, and the 5 -percent increase for employees between Steps 7 and 11 on their anniversary date. He noted the increases eventually balance out. Commissioner Harbert moved to approve said plan and authorize the Chairman to sign.
