BOARD OF SOCIAL SERVICES
WELD COUNTY, COLORADO
JANUARY 20, 1997

The Board of County Commissioners of Weld County, Colorado, met in regular
session as the Board of Social Services in full conformity with the laws of the
State of Colorado at the regular place of meeting in the Weld County Centennial
Center, Greeley, Colorado, January 20, 1997, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following
members were present, constituting a quorum of the members thereof:
Commissioner George E. Baxter, Chair
Commissioner Constance L. Harbert, Pro-Tem
Commissioner Dale K. Hall
Commissioner Barbara J. Kirkmeyer
Commissioner W. H. Webster
Also present:
County Attorney, Bruce T. Barker
Acting Clerk to the Board, Carol A. Harding
Director of Finance and Administration, Don Warden
MINUTES:
WARRANTS:
Commissioner Hall moved to approve the minutes of the Board of Social
Services meeting of January 15, 1997, as printed. Commissioner Kirkmeyer
seconded the motion, and it carried unanimously.
Don Warden, Director of Finance and Administration, presented the warrants
for approval by the Board in the amount of $13,024.28. Commissioner Hall
moved to approve the warrants as presented by Mr. Warden. Commissioner
Kirkmeyer seconded the motion, which carried unanimously.
NEW BUSINESS: CONSIDER AMENDMENT TO AGREEMENT FOR 1996 CHILD SUPPORT
ENFORCEMENT COOPERATIVE REIMBURSEMENT AGREEMENT WITH
COUNTY ATTORNEY: Bruce Barker, County Attorney, stated this amendment
increases the total of said agreement to $122,500, which is the actual amount
incurred in 1996. He explained this is due, in part, to hiring a new attorney
during 1996. Responding to Commissioner Webster, Mr. Barker stated these
funds pay the salary of one attorney in his office. Mr. Warden further explained
to Commissioner Webster that the County receives approximately $120,000 per
year for AFDC reimbursements and 65 percent is reimbursed by the Federal

Government as a "bounty." Commissioner Kirkmeyer moved to approve said
amendment and authorize the Chair to sign. Seconded by Commissioner
Harbert, the motion carried unanimously.
CONSIDER 1997 CHILD SUPPORT ENFORCEMENT COOPERATIVE
REIMBURSEMENT AGREEMENT WITH COUNTY ATTORNEY: Mr. Barker
explained this is the 1997 amount for the Child Support Agreement. He said it
is based on the amount expended in 1996, although he does not expect to
expend the full amount. Commissioner Kirkmeyer moved to approve said
agreement and authorize the Chair to sign. Seconded by Commissioner
Webster, the motion carried unanimously.
CONSIDER CHILD AND ADULT PROTECTION AGREEMENT FOR LEGAL
SERVICES WITH WELD COUNTY ATTORNEY AND AUTHORIZE CHAIR TO
SIGN: Mr. Barker stated this agreement covers the two attorneys who work at
Social Services on dependency and neglect cases. Total amount for 1997 is
$138,257. Commissioner Kirkmeyer moved to approve said agreement and
authorize the Chair to sign. Seconded by Commissioner Hall, the motion carried
unanimously.
Let the minutes reflect that the above and foregoing actions were attested to
and respectfully submitted by the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:35 a.m.
