USE BY SPECIAL REVIEW QUESTIONAIRE
Lightning Wireline, Inc.
1) PROPOSED USE OF THE PROPERTY
Applicant will L se the property for parking trucks, equipment storage, and shop& office space for
small oilfield service company. Lightning Wireline runs tools, logs and surveys in oil and gas
wells, and also provides oil well swabbing and abandonment services.
2) CONSISTENT WITH WELD COUNTY COMPREHENSIVE PLAN
The Weld County Comprehensive Plan encourages industrial/commercial development adjacent
to existing incorporated municipalities. The property under review is adjacent to the town of
LaSalle, and falls within the Weld County Urban Growth Boundary. Applicant feels existing county
roads are adequate to meet expected vehicle traffic, and that no upgrading will be necessary.
Property falls in Low Impact to Wildlife area per Division of Wildlife 1996 survey. 4A" District
Comprehensive Plan Goal #1 is to preserve prime farmland for agricultural purposes. This
proposal removes no agricultural land from service. Goal#2 allows commercial or industrial uses
directly related to agriculture. The proposed operation is an oil and gas service facility,
supporting oil and gas production, a use allowed by right in the A District.
3) CONSISTENT WITH WELD COUNTY ZONING ORDINANCE
a) No prime agricultural land will be removed from service.
b) Oil and gas support and service facilities are a permitted Use by Special Review in the A
District. Applicant believes the proposed use is consistent with intent of permitted A-District uses,
and that the proposed use is consistent with existing surrounding land uses, and will be
compatible wits future development in the area.
c) Applicant believes that the health, safety, and welfare of the inhabitants of the surrounding
neighborhood and the county will not be impaired. No explosives are used in Applicant's
business.
d) Adequate water service exists to serve the planned use and provide adequate fire
suppression.
e) Adequate sewer service will require construction of a septic system and leach field for the
office trailer.
0 Adequate ps thing space exists to serve workers and visitors.
g)Access off WCR 39 is safe and adequate to handle anticipated traffic volume.
h) Proposed use will comply with Colorado noise, air quality and water quality regulations.
i) No light source will shine directly onto adjacent properties.
j)The proposed use will not raise surrounding air temperatures and will not involve surface runoff
from the property.
4) CONSISTENT WITH SURROUNDING USES
Surrounding uses are currently pasture (north & east), oil & gas production (north & east), Weld
County fuel storage tanks (north), irrigated crop land (south) and railroad switching yard (west &
south). Nearest residential units are over 500' away. Applicant believes this application is
consistent with surrounding uses.
5) DETAILED USE DESCRIPTION
a) Currently I he company plans on employing seven people at this location.
b) Future staffing at this location is expected to be a maximum of fifteen people.
c) Employees will arrive at this location at 7:00 AM, receive daily assignments, and leave in
vehicles to job sites in the county, returning in the afternoon. The yard is unoccupied most of
the day. Nighttime and weekend operations are expected to be infrequent. One existing
residence is the principal residence for the property. One existing residence will be occupied
by the on-site facility manager. The third trailer (proposed office trailer) will be the accessory
use for the USR.

d) No major construction is anticipated at this time. Applicant will use existing structures.
Property was purchased with two existing occupied mobile holes. Applicant has applied for a
building permit to use a third mobile home on the site as an office trailer. Applicant plans to
apply for building permits to run a water line and a septic system to the office trailer. Future
plans include 50'x 100' shop building,which will be applied for at a later date.
e) No animals will be kept on the site, except possibly domestic dogs and cats in the residential
mobile homes currently permitted and approved as dwellings on the site.
0 The following vehicles will access the site:
1) %ton pickup trucks: 3 vehicles, each making average two trips per day.
2) 1-ton wireline units: 2 vehicles, each making average one trip per day
2) Serii-trailer haul truck: 1 vehicle, average two trips/week, hauling either a backhoe,
cementing unit or Caterpillar dozer. This equipment spends most of the week in the
field
3) International 3,000 gallon water truck: 1 vehicle, average 1 trip per week. This unit also
sper ds most of the week in the field.
4) Swab rigs (small mobile well service rigs): 2 units, average 1 trip per week. These
units also spend most of the time in the field.
5) Forklift and 1-ton yard truck: daily usage
g) L.aSalle Fire Protection District will provide fire protection to the site.
h) The property has a 50-gpm water well permitted and operational on the property. In
addition,the property has an operational irrigation well equipped with a valve and fitting suitable
for fire department use.
i) Two mobile homes currently occupied on the property have approved septic leach fields.
Applicant pksins to apply for a third septic leach field for the proposed office trailer. No additional
septic is planned for the property at this time.
j)Applicant proposes to park other equipment used in his business on the site:
Trailers, pipe, tools, and oilfield production equipment. All equipment is operable and
used in Applicant's business. All rolling stock has current Colorado tags. No commercial
storage is anticipated.
6) LANDSCAPING
No landscaping is planned for the site. Applicant will install chain-link or strong-bam tin fence on
north and east sides. Site is already fenced on west side. Existing trees on west side of property
provide screening from WCR 39. Applicant will gravel existing yard area and will control weeds
and fugitive dust emissions.
7) RECLAMATICN
Reclamation at termination of USR would require removal of proposed office trailer and hauling
out Applicant's equipment. No additional reclamation should be needed.
8) STORM WATER DRAINAGE
No additional construction or paving is anticipated on the site. Site is flat. No runoff is anticipated.
9) CONSTRUCT ON TIMING
Construction of water hookup and septic system for office trailer should start immediately after
approval and should take approximately two weeks to complete. Timing of application for building
permit for future 50'x 100'shop building is unknown.

10) WASTE STORAGE
No wastes will be stockpiled on this site. Applicant will use commercial trash disposal service and
commercial scrap metal removal service. Unsightly equipment will be stored in shop or existing
enclosed storage buildings.
