COLORADO Change of zone from agricultural to estate for a
five-lot minor subdivision
The Weld County Public Works Department has reviewed this proposal; the following requirements are
recommended to be a part of any approval:
COMMENTS:
The applicant is submitting the change of zone, which would be the second step of the minor subdivision.
REQUIREMENTS:
In step 3 of the minor subdivision, I will be looking for documentation of the following items:
I will be looking for documentation of a final drainage plan, signed and stamped by a professional engineer, and
an Improvements Agreement according to the policies regarding Collateral for Improvements for the minor
subdivision. Both of these items should be submitted for approval to the Weld County Public Works Department
prior to the final hearing and recording of the final plat.

Re: Intermill Minor Subdivision
CGS Review No. WE-98-0031
Dear Ms. Dunn: -
In response to your request, I reviewed the additional material on Intermill Minor sent to
CGS. The applicant has reconfigured the plat, and a Preliminary Subsurface and
Percolation Investigation was performed by Foundation Soils & Engineering (April
1998).
1) Plat. The revised plat is a more workable layout, with the petroleum storage tank and
wellhead now split between lots 4 and 5. This ensures that no one homeowner is
excessively burdened by required building setbacks.
2) Groundwater. FS&E drilled five boreholes on site and collected samples for
geotechnical analysis. Drilling showed groundwater to be present at depths between 3
and 8 ft below ground level (bgl). Groundwater was not encountered in boring no. 5,
although bedrock is present at this location at 3 ft bgl. FS&E recommend engineered
septic systems for lots where groundwater or bedrock was encountered, which is
appropriate.
At test hole locations nos. 3 and 4, groundwater was found at 3 ft bgl. In these areas
basement construction is not recommended. If subgrade construction is considered at test
hole locations nos. 1 and 2, perimeter drains should be included in the hole design, as
stated in the subsurface soils report. Dewatering equipment should be on site during
foundation excavation.
3) Soil. Three swell-consolidation tests were performed on two soil and one bedrock
sample. Very little volume change was indicated in these samples, which suggests that in
general, the materials will provide suitable subgrade for spread footing foundations.

I am concerned about the upper soils in boring no. 2, where a blow count of 4 per 12 in
was reported. This suggests low-density soils that may be prone to hydrocompaction. I
recommend that the soils be tested for swell-consolidation before construction begins at
this location.
Shallow bedrock at boring no. 5 location means that excavation in this area will be more
costly.
In summary, the subsurface investigation provides a preliminary preview of conditions
that may be expected on site. The chief concern is the presence of shallow groundwater
and the limitations this condition may place on home and leach field design. The
recommendations stated in the FS&E report should be followed to ensure the success of
the project. Please call me if there are any questions.
