SUBJECT: Sand Land, Inc. Special Review
Sheri, I have reviewed the above proposal and offer the following comments:
RIGHT-OF-WAY Projected traffic along this portion of State Highway (SH) 66 indicates the need for
a 150 feet total right-of-way(ROW), 75 feet either side of the highway centerline. Additional
width to meet the projected need should be protected by reservation or preferably, dedication as
permitted by County regulations.
ACCESS I have met with a representative of Sand Land, Bradford James,to discuss some of the access
issues for th s proposal. The existing Weld County Road (WCR) 17 connection to the state
highway does not have very good sight distance to the west. Mr. James has proposed that the
county road be relocated to improve this situation. CDOT would support that change and have
discussed a couple of options with Mr. James. I believe that these discussions with the applicant,
the County, and the State should continue.
Projected traffic volumes and vehicle type may warrant highway improvements such as a right
deceleration lane and left turn lane. A traffic study should be conducted to determine if and what
improvements are necessary
My comments are based upon the submittal as received February 7, 1999. Thank you for the opportunity
to review the Sand Land proposal.

This is a request to review a site specific development
plan and request for Use By Special Review for Open Cut
Gravel mining and Batch Plant in the A (Agricultural)
zone district .
Located in Pt . NE4 29, NW4 and N2 SW4 28 - 4N - 67W
South of and adjacent to Hwy 66 and adjacent to WCR 17
on the east and west .
Prime Farmland: Soils on the site include sizeable acres of
Altvan loam 0-1 % slopes, and Nunn clay loam 0-1% slopes . Both
are considered prime agricultural soils when irrigated. These
sites are presently irrigated cropland.
Water Quality: Proposed mining plan states compliance with water
quality requirements of the Colorado Water Quality Control
Commission. Applicant states precipitation runoff sources will be
both channelled into mining and settling ponds, and in some cases
will be intercepted by the Last Chance and Seep Irrigation
Ditches . The potential for detrimental impacts to down ditch
water users exists from this potential runoff source .
Noxious Weed Control: Noxious weed control is not directly
mentioned in the provided materials . Applicant should coordinate
and seek approval for a noxious weed management plan through the
Weld County Vegetation Management Dept . .
Soils Limitations: N/A
Summary Comments: This proposal further fragments traditional
historic agricultural production in the SW part of Weld County.
The site ' s irrigated cropland is primarily prime agricultural
land. Also, the sites proximity adjacent to the St . Vrain Creek
and the Colorado Dairy near the confluence with the South Platte
River creates the potential for major cumulative impacts to the
area watershed if the mining and reclamation plan are not
carefully implemented.

RE: Supplemental Comments from the Town of Platteville: Sand land, Inc., USR-
1219
Dear Ms. Lockman,
One of ten key community infrastructure issues identified in the Comprehensive Plan
background analysis report dated September 22, 1998 was the need to provide a safe,
well maintained transportation system for the residents of Platteville.
State Highway 66, which intersects US Highway 85 on the south end of town links
Platteville to Interstate 25 —nine miles to the west, it is the primary east—west route to
Platteville from the neighboring communities of Loveland, Greeley, Longmont and Fort
Collins.
Less than 20% of Platteville residents work in Platteville. It is a bedroom community
for the North Front Range. Sand Land, Inc.'s site specific development of an open cut
gravel mining operation and batch plant is going to have a significant impact on the
transportation needs of the residents in Platteville and surrounding area.
With the mission of the upper front range 2020 Regional Transportation Plan being, "To
provide a balanced multi-modal transportation system that maximizes public input,
fosters cooperation, and meets the transportation needs of all segments of the
population in the Upper Front Range Region," Please answer these questions as part
of the application process.
What specific Transportation Systems Management strategies have been presented
aimed at increasing the capacity and safety of the existing transportation system without
building new through lanes?
When was the last documented Traffic Impact Analysis completed for the transportation
corridor between Weld County Road 13 and US Highway 85?
How will the necessary state/local funds be found to support transit improvements along
the transportation corridor between Weld County Road 13 and US Highway 85?

your reference. Has the information contained in the project description been carefully
reviewed and what bearing does it have on Sand Land, Inc. site development plan and use

PROJECT DESCRIPTION
Design and construct minor widening to add paved shoulders, provide 6
acceleration and deceleration lanes at intersections, and generally improve the
roadway geometry on SH 66. Right-of-way would be acquired for future "major
widening" from two to four lanes.

ENVIRONMENTAL ASSESSMENT (EA)
Likely to be a "Categorical Exclusion" (not a formal EA)
Currently, this portion of SH 66 lacks paved shoulders (unlike the portion from
1-25, west) . The existing shoulders vary in width but are generally 4 feet
wide; a 3-mile portion has only 2-foot shoulders. Current standards would call
for these shoulders to be widened and paved to a width of 8 feet. The •
embankments off the edge of the shoulder have steep slopes and do not meet
current design standards. Some adjustments of horizontal and vertical
curvature will be needed, especially on a hill near the St. Vrain River •
crossing where SH 66 intersects with Weld CR 17 . At this intersection and
several others, adding right-hand and left-hand turning lanes is likely to be
necessary. Weld CR 17 connects SH 66 with Johnstown.
Making these improvements is becoming urgent, given the increasing volumes of
traffic on SH 66 and on intersecting county roads, partially due to growth and
development in the immediately surrounding rural area. This highway also
serves growing volumes of commuter traffic between metropolitan areas in
northern Colorado.
Truck traffic (280 to :30 daily) is approximately 6 to 7 .5% of the Average
Daily Traffic, a moderately high percentage in comparison to other State I [
Highway routes . This route serves as a farm-to-market highway, including I',€
grain elevators in Platteville and a multi-county sugar beet receiving station
)n Weld CR 13 . A large cattle feedlot and a dairy are located just west Weld i Il
JR 17 and St. Vrain Rver, approximately midway between 1-25 and Platteville. 'i

Environmental Protection Services has reviewed this proposal for an Open Cut Gravel Mining and
Batch Plant. The application states that all proposed structures will be temporary and that all sanitary
facilities will be port-a-pottys. However,the application also states the time period for this project will
be continuous over 20 - 30 years and that there will be approximately 20 employees (this does not
include visitors) on the site. We do not consider this use to be temporary. Our primary concern is a
lack of hand washing facilities. Hand washing following use of toilet facilities is necessary to prevent
the spread of disease. It is one of the basic principles of public health. Additionally, Section 3.1 of the
Weld County Individual Sewage Disposal Regulations states, in part, that "the owner of any structure
where people live, work, or congregate shall insure that the structure contains an adequate, convenient,
sanitary toilet and sewage disposal system..." As a result,we will be recommending that the scale house
or some other structure (equipped with toilet and hand washing facilities, and a septic system) be
located on the property so that it is available to all employees. It should be noted that hand washing
facilities also appear to be required by OSHA Regulations (29 CFR 1910.141).
We have several recommended standards and conditions. We have separated them into conditions of
approval and development standards. Recommended conditions of approval are as follows:
1) An Air Pollution Emission Notice(A.P.E.N.) and Emissions Permit application must be submitted
to the Air Pollution Control Division, Colorado Department of Public Health and Environment.
A copy of the .A.P.E.N. shall be submitted to the Weld County Health Department.
2) A NPDES Permit shall be obtained from the Water Quality Control Division of the Colorado
Department of Health for any proposed discharge into State Waterways.
3) A dust abatement plan shall be submitted to the W.C. Health Department for approval prior to
operation.
Recommended development standards are as follows:
7 1) All liquid and solid wastes shall be stored and removed for final disposal in a manner that protects
against surface and groundwater contamination.
/ 2) No permanent disposal of wastes shall be permitted at this site. Weld County Planning Dept.

3) Waste materials shall be handled, stored, and disposed in a manner that controls fugitive dust,
blowing debris, and other potential nuisance conditions.
4) The maximum permissible noise level shall not exceed the industrial limit of 80 db(A.) as measured
according to 25-12-102, Colorado Revised Statutes.
5) Portable toilets may be utilized on the site which are temporary locations of equipment, such as a
crusher, etc. for up to six months at each location.
6) The facility shall operate in accordance with the approved dust abatement plan at all times. The
facility shall have sufficient equipment available to implement the dust control as required by the
W. C. Health Department.
7) The applicant shall remove, handle, and stockpile overburden, soil, sand and gravel from the
facility area in a manner that will prevent nuisance conditions.
8) The scale house or other structure shall be located so that it is accessible by all employees of the
site. It shall be equipped with a restroom with the appropriate number of toilets (per the Unified
Building Code), hand washing facilities, and a septic system. The septic system shall be designed
by a registered professional engineer, in accordance with the Weld County Individual Sewage
Disposal Regulations.

COLORADO
The Weld County Public Works Department has reviewed this proposal. This project falls primarily under the
purview of the Weld County Use by Special Review (Mining Operations) Standards. Our requirements are as
follows:
1. WCR 17: VVCR 17 is designated on the Transportation Plan Map as a local gravel road which
requires 60 feet of right-of-way at full build out. This road is maintained by Weld County. Pursuant
to the definition of SETBACK in the Weld County Zoning Ordinance (Ordinance 89, as amended),
the required setback in an agricultural zoned mining area is 25 feet from the right-of-way to the edge
of the slope. The applicant shall enter into a Road Maintenance and Improvements Agreement to
upgrade and pave WCR 17 between the existing access and State Highway 66 (haul route) due to
the impact of heavy truck traffic. The cross section shall reflect two 12-foot driving lanes with a six-
foot gravel shoulder. Thickness of asphalt shall be determined through soils investigations.
Improvements will be required at the entrance to the site shall consist of paving through both
radiuses at the entrance to the site and directly south. WCR 17 shall be the designated haul route
with no truck traffic allowed south of the entrance. Improvements to the approach from WCR 17 to
State Highway 66 shall consist of realigning WCR 17 at 90° to the highway to accommodate truck
traffic and widening and paving radiuses to accommodate turning.
2. Proposed Realignment of WCR 17: According to Exhibit F, Reclaiming Plan Map, the applicant
is indicating that WCR 17 will be relocated along the existing abandoned railroad grade. The Town
of Firestone claims ownership of this proposed relocation parcel. This parcel was acquired through
a grant trading rails for trails. It has been determined that this is not a viable plan.
3. Dust Abatement: There are two houses within the facility being excepted out of the proposed mining
operation. Dust suppressant should be placed adjacent to these homes.
4. Storm Water Drainage Study: A storm water retention facility should be provided to retain storm
water runoff from a fully developed site from a 100-year storm. The drainage facility should be
designed to release the retained water at a quantity and rate not to exceed the quantity and rate of
a five-year storm falling on an undeveloped site. If the proposal is to discharge into the Last Chance
Ditch or seep ditch, the applicant should provide written permission to discharge its storm water at
these locations.
5. State Highway 66: The applicant is proposing a new access to State Highway 66. Please contact
Gloria Hice-Idler or Tess Jones at the Greeley office of the Colorado Department of Transportation
to obtain a new access to the state highway system.
