HomeMy WebLinkAbout982394.tiff • MEMORANDUM TO: Monica Daniels-Mika DATE: October 6, 1998 FROM: Trevor Jiricek, Health Department SUBJECT: Denver Regional Landfill, USR#972 Yesterday, Monday, October 5, 1998, I spoke with Joe I3enco of the Denver Regional Landfill (DRL), concerning his letter dated September 24, 1998. I thought it would be useful to record our conversation for the file. I informed Mr. Benco that both you and I had met on Friday October 2, 1998, to discuss his letter. I also informed him that we both conducted a thorough review of the files pertaining to the DRL, and based upon that file review it is our opinion that the DRL committed to an enclosed flare in the DRL's Design and Operations plan (D&O Plan), dated September 1991. As you recall, page 32 of the D&O Plan states that "Gas collected from the landfill may be used as a heating or fuel source, or may be flared to the atmosphere by a totally enclosed flare." Mr. Benco and I discussed that an open flare has the potential to pose a visual impact for a great distance and the that the County's concerns are from an aesthetic, visual, and land use perspective, rather than a technical view point. We also discussed the process that the DRL would have to go through to amend the permit to allow for an open flare.
