Subject: Del Camino East Phase II
This request is for a both a residential and commercial PUD, located south of and adjacent to
County Rd 22; approximately '/2 mile west of WCR 11. The site size covers 155 acres, with 120
acres being developed and the other 35 acres remaining open space. There are no revegetation
plans included with this request. We would recommend that the Natural Resources Conservation
service be contacted to help with a revegetation plan.
The soils found on this site are all classified as having a high to severe wind erosion hazard. This
classification is found in the Boulder County soils survey book. The soils engineers did not
acknowledge the severe limitations of the shrink -swell factor in the Nunn soils that the Boulder
County Soil survey book shows.

Soil name and description

The Vona soil is a deep, well drained soil. It is
formed on high terraces from alluvial material. The
surface is a sandy loam, as is the subsoil. The

The Olney soil is a deep, well drained soil. It is
formed on smooth plains in mixed outwash deposits. The
surface is a fine sandy .loam. The subsoil is sandy clay
loam. The underlying material is a calcareous fine
sandy loam. The soils have moderate permeability.
Their available water holding capacity is moderate.
Roots penetrate to 60 inches or more. Runoff is slow
and the erosion hazard due to wind is severe.

moderately slow permeability_ Their available water
holding capacity is high.. Roots penetrate to 60 inches
or more. Runoff is slow and the erosion hazard due to
wind is moderate_

Thank you for referring the Del Camino East Phase II Change of Zone to the School District for review. The
projected student impact upon the St. Vrain Valley School District, based upon the development of 260 single-
family modular lots on approximately 60 acres is a total of 109 students. If this total number of units
counted by the District is reduced due to creating covenants restricting school age children, these numbers
would be reevaluated. Students in this area would attend Frederick Elementary, and Frederick Middle/Senior.

While this development will surely occur over an undetermined period of time, there are also other
developments in these attendance areas that have already been approved. This development alone wiil continue
to add to the capacity concerns already at the elementary school level. The District is on record as not opposing
growth so long as the growth is planned and is manageable from a student enrollment stand point.
As the volume of development increases in this area, the District is becoming extremely concerned about our
ability to provide the same quality education for these new students that we are providing students in other
areas of the District due to increasingly overcrowded school facilities. The District typically opposes
development that contributes to overcrowding. However, with the implementation of an agreement for cash -
in -lieu of land and/or acceptable covenants the District would not be in opposition to this project.

In response to your request and in accordance with Senate Bill 35 (1972) I visited this property
to review the plat. A Geologic and Preliminary Geotechnical Investigation for Eldorado
Industrial Park performed by CTL/Thompson (December 1994) was included in the submittal.
My comments are listed below.
1) Oil and Gas Development. I question the developer's statement in the application that no
conflicts are anticipated with adjacent users. There are two petroleum storage tanks on the
perimeter of the site that are unobtrusive, but the preliminary plat shows easements for future
development of drill pads and construction of gas lines. Home owners in the residential area and
those that have home businesses may object to the noise and heavy equipment associated with
drilling and production. The three pads are centrally located on the plat.
The Colorado Oil and Gas Conservation Commission regulations state that oil and gas operations
must be at least 350 feet from "high density" residential or commercial areas (defined as 36 or
more building units in a 1000 -ft radius.) This offset should be clearly shown on the plat.
2) Drainage. The drainage plan was not included in the referral, but should discuss historic
versus developed flows, and disposal of storm water runoff. If runoff is to be directed to the
existing Godding drainage, it should be confirmed that the riparian and wetland vegetation will
not be adversely affected.

Likewise, improvements that would narrow the flood plain boundaries should not impact the
existing wetlands located in this area. This issue will be reviewed by the Army Corps of
Engineers in their evaluation of flood plain revisions.
3) Subsurface Drainage. CTL/Thompson noted the presence of shallow groundwater (6 to 15.5
feet below ground surface) in each of the 12 borings drilled on site. The most shallow levels
were found in the northeast part of the site, which is slated for residential development, and thus
is the most likely area for subgrade construction in the form of basements. The recommendation
made in the geotechnical report on the inclusion of foundation drains in building design should
be followed.
4) Soil. The onsite soils are windblown clays with a moderate potential for expansion and
consolidation when wetted. Soil conditions may accommodate conventional foundation methods,
but I advise that samples be collected from each building envelope for geotechnical analyses for
use in building design. CTL/Thompson has made recommendations on this subject in their
report.
In summary, the chief item of concern is the proximity of oil and gas operations to residential
development, the issues being noise, traffic and safety. I recommend that the developer present
more detailed discussion on operation scenarios and buffer zones before the preliminary plat is
approved. With regard to groundwater and soil, the recommendations in the geotechnical report
should be followed to ensure the success of the project. Please contact me if I can be of further

I have reviewed the application and change of zone and have the following comments:
On the PUD district plat map, Sheet 1 of 1 under the typical cross section detail, Local street,
(business/industrial), the applicant has indicated a 22 feet wide driving surface with four foot gravel
shoulder. Under Detail B, Local street (residential), the applicant has indicated a 24 foot driving
surface with a three foot concrete pan on both sides. This proposed cross section allows for no
parking on the street. The applicant must address overflow parking. These cross sections should
reflect the Local Employment and Residential Cross Sections in the Mixed Use Development Plan.
On the Weld County Road (WCR) 22 typical cross section, the applicant has matched the existing
road cross section. The applicant has indicated two inches of asphalt over eight inches of base
course material. In the Road Improvements and Maintenance Agreement states in item No. 3 that
the improvements to the asphalt road will be three inches thick with ten inches of aggregate base
course Class 6. This does not match the typical cross section. The pavement and base thicknesses
should be designed in accordance with standard pavement design procedures, taking into
consideration traffic and existing soil conditions.
Traffic Study: Traffic projection studies have recently been completed in the Mixed Use
Development Area based on build out level of anticipated development. With this anticipated
development, there will be a major increase in traffic, far beyond the ability of the present roadway
system's ability to provide an acceptable level of service. With the anticipated widening of I-25 and
the development along the outer roads, it will not be possible to increase the outer road's capacity
by widening. In order to provide north -south capacity, a four -lane road, spaced approximately one-
half mile both east and west of I-25 will be necessary.
Because this development proposal will generate a significant amount of traffic, the applicant should
provide a traffic analysis performed by a qualified traffic engineer. The analysis should identify
traffic generated by the development as well as the roadway improvements needed to mitigate the
increased traffic. Section 2.7 of the proposed Mixed Use Development Plan contains a guideline for
the preparation of a traffic study.

The applicant should also include in the sight design and construction the improvements identified
in the traffic study. Where arterial roads are proposed, the future alignment should be designed to
a 45 MPH design speed, taking into consideration future extensions of the arterial. The future
arterial right-of-way width of 110 feet should be dedicated with the recording of this plat. Also,
Road 22 has been identified as a two-lane collector with painted median by the Mixed Use
Development Plan. The traffic study should take Road 22 into consideration as well.
