The Weld County Council met in regular session in full conforhiity with the Weld County
Home Rule Charter at Weld Centennial Center, 915 10th Street, Greeley, CO, Tuesday,
December 21 , 1999, 6:30 p.m.
ROLL CALL: The meeting was called to order by President Dan Oster. Vice President
Al Roberts, Councilman Dwaine Kurtz, Councilman Rob Masden and Councilwoman
Joyce Smock were present, constituting a quorum of the members. Also present:
Council secretary Bev Thomas.
APPROVAL OF MINUTES: Councilwoman Joyce Smock made a motion that the
November 16, 1999 Council minutes be approved. The motion carried.
APPOINTMENTS: President Dan Oster will attend the January 10, 2000 Elected
Officials meeting.
CORRESPONDENCE: The Council reviewed the correspondence.
COORDINATOR REPORTS:
County Road Grading
President Dan Oster reported on a complaint he had received, and a situation familiar
to him, in the area south east of Kersey. He said County road graders are creating
ever-increasing height on road crowns on Weld County roads 57, 55, 50, 48 46 which
cuts the road below the level of driveways. Council coordinator for Public Works,
Councilman Masden, will check with Mr. Dave Becker regarding this problem.
President Oster said that Mr. Dave Becker should be commended because, in general,
the County roads are very well maintained. Councilwoman Joyce Smock asked that
Coordinator Rob Masden ask why the County roads are getting narrower.
UNFINISHED BUSINESS:
Coroner's Office Follow-Up Report
President Dan Oster reported on a visit with Coroner Scott Anthony the first week of
December. Mr. Oster felt that the Coroner was positive about his job and the concerns
about the Coroner had been resolved.
Clerk and Recorder's Office Follow-up
It was reported by President Oster that the County Clerk and Recorder is very positive
about the management firm reviewing her department and also about the department's

new computer equipment. Councilwoman Joyce Smock reported that she had talked
with Commissioners Geile and Hall regarding the review of the Clerk and Recorder's
office.
NEW BUSINESS:
Date and Location of January 2000 Council Meeting
Vice President Roberts made a motion that the Council meet the third Tuesday of
January 18, 2000 for its January meeting at 6:30 p.m. in room 350 of the Weld County
Centennial Center. The motion carried.
President Dan Oster acknowledged the Weld County Public Health Department and the
Planning Department for their diligence in making possible the county-wide effort to
facilitate adequate housing for the Pluma family who recently took in six orphaned
children.
Payment of the Bills
Vice President Roberts made a motion that the bills be paid as listed:
Mileage for President Dan Oster $22.68
Mileage for Vice President Al Roberts $14.04
Mileage for Councilman Rob Masden $15.12
Mileage for Councilwoman Joyce Smock $32.40
Postage for Bev Thomas $26.07
The motion carried.
ADJOURNMENT: The meeting was adjourned at 7:20 p.m.

RE: Regular 2000 Meetings of the Weld County Council
WHEREAS, Section 13-4-(3) of the Weld County Home Rule Charter
specifies that regular meetings of the Council shall be held at least monthly on a
day or days to be determined by the Council by Resolution:
NOW, THEREFORE, BE IT RESOLVED, that the regular meetings of the
Weld County Council shall be held the third Tuesday of each month during the
calendar year of 2000 unless an appropriate notice of change has been written
and posted in the Board of County Commissioners' offices and notice given to all
Council members as required in the Rules of Procedure for the Weld County
Council.
The above and foregoing Resolution was, on motion duly made and
seconded, adopted by the following vote on the 18th day of January 2000.
