RE: APPROVE HEALTH DEPARTMENT APPLICATION FOR SMART GROWTH
PROGRAM
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Application for Smart Growth
Program from the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Health Department, to the Governor's Smart
Growth Regional Partnerships, with terms and conditions being as stated in said application, and
WHEREAS, after review, the Board deems it advisable to approve said application, a
copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Application for Smart Growth Program from the County of Weld,
State of Colorado, by and through the Board of County Commissioners of Weld County, on
behalf of the Health Department, to the Governor's Smart Growth Regional Partnerships be, and
hereby is, approved.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 29th day of July, A.D., 1998.

SUBJECT: Smart Growth Grant Proposal
The attached grant proposal is a request for $ 50,000 from the Governor's Smart Growth Regional
Partnerships: Grants for Innovation and Collaboration. The Smart Growth Program emphasizes innovation
and aims to address growth related issues. While waste isn't mentioned specifically in the grant application
materials, we feel that waste in Weld County is a very pertinant growth issue, as Weld County landfills
figure prominantly in the future planning for much of our region as the recipient for waste from the growing
Front Range region.
Our proposal's primary objective is to get solid waste and waste diversion (such as recycling and
composting) measured in Weld County. This project would help us better define and then meet our
Environmental Protection Services Strategic Plan objective:
"Reduce by the year 2,000 waste genration by 50%,through resource conservation, recycling and materials
reuse, and pollution prevention."
A significant portion of the money, being requested, would be used to pay a 3/4 FTE over 15 months.
Partners in the proposal include the City of Greeley,Northern Colorado Recycling, and of course the North
Front Range Solid Waste Action Group. These partners would help oversee,direct and even house the FTE.
The primary job of this interim personnel would be to implement a survey of Weld County waste and waste
product(composting,recycling,etc.)facilities. EPA's new measurement materials will be utilized, although
we may modify them to make them most appropriate for our locale. Once the survey was implemented,data
would be analysed and reported on. Finally the part time personnel would work on holding several
facilitated meetings and events to present the information. In the events there would also be much emphasis
on getting feedback from elected officials and other stakeholders. Part of the measurement would also
include resources for and reporting by our primary curbside recycler,Northern Colorado Recycling.
I think this would be a good project for the Front Range region, and hope that you and the funding body will
agree.

Abstract
Weld County receives waste that is generated from the whole Front Range area now. Weld
County waste facilities also figure prominently in the future plans of many surrounding
jurisdictions (Denver Regional Council of Governments, Boulder County, Larimer County, and
our own Weld County). Thus waste is a major "growth" issue for Weld, an issue which has an
impact zone much wider than the county boundaries.
This Smart Growth application is a joint proposal and, if funded, will be carried out by the Weld
County Health Department, the City of Greeley, and Northern Colorado Recycling. The
proposal involves waste minimization and more specifically measuring waste generation and
existing minimization efforts in Weld County and Weld County waste facilities. Objectives
regarding waste minimization are a part of Weld County Health Department's Environmental
Protection Services Strategic Plan, as well as planning documents guiding the City of Greeley.
What has been missing for these objectives is the data to provide baseline information as well as
data based programming. The data is vital to this area of planning for future growth.
This project would employ a three quarter time Environmental Specialist for approximately 17
months to implement a survey, analyze and report on the results, then hold facilitated discussions
with elected officials and other stakeholders. Data would primarily come from the survey, but
there is also a component gathering information directly from collection of recyclables (by
Northern Colorado Recycling). The data combined with personal input from community leaders
and stakeholders will help to formulate practical and acceptable plans for meeting waste
objectives. The facilitated sessions will invite leaders from Weld and adjacent areas.
We are requesting $ 65,000.00 for the project, and 25 %matching is required($16,250).
Matching is not required to be cash and so the partners have agreed to come up with matching
through in-kind resources, such as: office overhead, office supplies, materials, staff time; etc.
The part time temporary project FTE would be managed through the County, but would be
housed in both the City and the County offices, and would meet with an advisory committee
involving all three partners every other month.
Because Weld County is a major player in waste for the growing Front Range region,this project
has a regional impact. The partners involved have a good history of working together, and
completion of the project is very probable if the project receives funding. The completion of this
project should then help to meet objectives for minimizing waste and the negative impacts from
waste in Weld County, and because of the use of data and group facilitation the project should be
a model project for others inside Colorado as well as elsewhere in the United States.
