TO THE BOARD
NOTICE IS HEREBY GIVEN that a Petition for Annexation of territory hereinafter
described has been presented to the Board of Trustees of the Town of Eaton, Colorado and found
to be in apparent compliance with the applicable provisions of law and The Board has adopted a
Resolution to set a public hearing to be held at Eaton Town Hall on November 19, 1998 in the
Auditorium at 223 First Street in Eaton, Colorado to determine if the proposed annexations complies
with the applicable requirements of law.
The Resolution adopted by the Town Board for such purpose is in words,letters, and figures
as follows:
RESOLUTION NO. 98-3
BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE TOWN OF EATON:
1. That annexation proceedings be initiated upon a Petition for Annexation of the following
described territory to the Town of Eaton,which Petition appears to be in substantial compliance with
the applicable provisions of Chapter 31, Article 12, Colorado Revised Statutes.
Description of territory proposed for annexation:
Ewegan Annexation: Approximately 80 acres east of town
located 1 of a mile east of the intersection of East Collins
Street and Christensen Avenue (Weld County Road 74 &39)
with Weld County Road 74 as the north boundary of the
property.
2. Therefore, 7 o'clock p.m. on November 19, 1998 is hereby established as the time, and
the Town Hall at 223 First Street in Eaton, Colorado as the place, for a public hearing to be held
before the Town Board to determine if the proposed annexation complies with Sections 31-12-104
and 31-12-105, C.R.S. or such parts thereof as may be required to establish eligibility under Part 1
of Chapter 31, Article 12 of said statutes.
PASSED, APPROVED AND ADOPTED the 15th day of October, 1998.

IMPACT REPORT
EWEGAN ANNEXATION
The proposed Ewegen Annexation contains about 76 acres, all of which is
planned for residential use. It is assumed, for purposes of this report,that 250-300
homes would be built. The property lies about half a mile from the present town
boundary at the corner of Weld County Roads 74 and 39. Weld County Road 74 would
border the property on the north.
This report is provided as per state statute and contains information on the impact
the proposed development may have on the current infrastructure of the Town of Eaton.
WATER
The town buys treated water from the North Weld County Water District through
two master meters. Our contract includes a maximum flow of 2 million gallons of water
per day or a total of 730 million gallons per year. During the last three years the town
purchased an average of 139,500,000 gallons per year or 19%of system capacity. Peak
flows are currently at 1,382,400 gallons per day or 69%of capacity.
With the remaining lots in Hawkstone and the new Kamm Annexation the
average yearly usage would approach 30%. Peak flows would come very close to the
present maximum daily usage of two (2) million gallons.
As with all annexations, raw water rights will have to be dedicated to the town in
sufficient quantities to serve this new area. The developer would also be responsible for
extending the water mains from Weld County Roads 74 and 39 to the property.
SEWER
The property slopes to the south and east so it would appear that most of the
sewage flow would have to be collected at the southeast corner and pumped to Weld
County Road 74 to a point very near the northwest corner of the property before it could
flow by gravity to the treatment plant.
Buildout of 250- 300 homes would put the treatment plant very near capacity
when combined with anticipated flows from the Kamm Annexation,East Eaton, and
Hawkstone.
Tap fees collected on each permit would be added to an existing fund to be used
for plant expansion.
Main extensions from Weld County Roads 74 and 39 and pump stations would be
the responsibility of the developer.
STORM DRAINAGE
Like the sewer most of the storm drainage would flow to the southeast corner where
detention facilities could be built. By ordinance , the developer would be required to
submit a drainage plan, which would include storm sewer lines and detention ponds.
Once these improvements are completed and approved they become the responsibility of
the town to maintain.
STREETS
The east half of Weld County Road 39 from the cemetery north to Weld County Road
74 would become the town's responsibility, as would all of Weld County Road 74, at
least to the middle point of the north boundary line of the property. These roads,together
with the streets within the development,would add two to three miles to the existing
street system.
SCHOOLS
Enrollment in the Eaton School District has been very stable over the last 4 — 5 years.
Projections for the 1998—99 school year show a slight decline in total enrollment of
nearly 1%. Total capacity for all grades is 1,500 students with 1,338 students projected
for the 1998—99 year or 89.2%of capacity. Each dwelling unit in the school district
yields .67 students. Together with the Kamm Annexation the 250-300 homes in the
Ewegen Development could add 350 students,which would fill the system to over
capacity.
The town and school district have recently signed an agreement where each dwelling
unit is assessed a fee to be used by the school to acquire land for future expansion.
(Currently that fee is $681/dwelling unit.)
The school district has completed a strategic plan and is currently in the process
of implementing that plan as follows:
1) The Eaton School District is reviewing both short term and long term facility
needs as outlined in our Strategic Plan that was adopted in March of 1997.
2) Currently they are looking at expanding the Galeton Elementary School with two
classrooms that would not only enhance current shortages in facilities but also
allow the district to accommodate larger classes that are currently moving through
the elementary system.
3) In addition, they are in their first year of a 3-year grant to remodel/restore the
historic 1928 high school building. The District along with the Colorado
Historical Society is starting on the interior and exterior restoration at the high
school this summer. This will be a combined project that will be completed in the
year 2000.
4) An update of technology within the district is also being reviewed. The District is
looking at getting into place the infrastructure and technology needed in order to
prepare students for an information-based global society.

5) The Eaton School District is monitoring annual student enrollment, building
trends within the District, and other factors to determine the needs of the District
in order to best serve the students within the community.
