During our tenure on the Weld County Solid Waste Advisory Board, we were given the charge to make
recommendations for updating the environmental chapter of the Weld County Comprehensive Plan. For
several months we spent a great deal of time and effort developing a chapter that would more specifically
address solid waste and other environmental issues. Our committee was comprised of a diverse group of
volunteers including representatives from landfill operators, recyclers, a composter, City planners, County
Health Department personnel, and a County agricultural agent. Many issues required extensive
conversations and research in order for us to reach understandings and to develop wording acceptable to
the affected parties. Although our chapter was not incorporated into the plan, it was our understanding that
the many ideas and action steps generated by the committee, specific to solid waste, would be implemented
by the Weld County Health Department. We still have an active interest in these important issues and
would appreciate an update on the following items.
1. The status of the chapter which was not accepted as part of the comprehensive plan but was to be
incorporated into the Weld County Health Department's overall environmental plan. Some of the specific
topics included pay-as-you-throw charges to encourage waste reduction, composting, timelines to limit or
exclude recyclables or compostables from our landfills, guidelines for measuring what is going into county
landfills, and educational outreach for these and other solid waste issues.
2. The role of Weld County as a leader in the area of solid waste issues needs to be clarified and staff
directed to act accordingly. Weld County is in a position to set solid waste standards and goals for the
Denver area, Boulder County, Larimer County, and other areas who look to us to solve their solid waste
problems. We urge you to demonstrate vision, wisdom, and leadership in deliberations on solid waste
issues and to set standards that will provide adequate solid waste solutions for County residents. These
solutions could provide income for the county while at the same time protecting our valuable environment
and agricultural base for many years to come.
