The meeting was called to order by the Chairman, Richard Kimmel, at 1:30 �i. THE DO/1,13.D ; Tape 485 Also present Shani Eastin, Todd Hodges, Gloria Dunn, Current Planners, Monica Daniels -Mika, Long Range Planner, Department of Planning Services; Lee Morrison, Assistant County Attorney; Trevor Jiricek, Supervisor, Weld County Health Department; Sharyn Frazer and Jill Boshinski, Secretaries. The summary of the last regular meeting of the Weld County Planning Commission held on August 15, 1995, was approved. Election of officers was the first order of business. Jack Epple moved to re -appoint Richarr mel as Chairman. Shirley Camenisch seconded the motion. The Chairman asked the secretary to poll the members of the Planning Commission for their decisio, Garrison - yes; Marie Koolstra - yes; Jack Epple - yes; Zachary Allely - yes; Arlan Marrs - yes; Sn Camenisch - yes. Motion carried unanimously. Zachary Allely moved to appoint Ann Garrison as Vice -Chairperson. Jack Epple seconded the motion. 4. CASE NUMBER: USR-1090 (Continued from August 15, 1995, meeting). APPLICANT: Preston Christian Ranch, c/o Ellen C. Korthuis REQUEST: A Site Specific Development Plan and a Special Review permit for a private school, church and multiple dwelling units in the A (Agricultural) zone district. LEGAL DESCRIPTION: The SE4 SW4 of Section 17, the E2 NW4 of Section 20, T2N, R62W of the 6th P.M., Weld County, Colorado. LOCATION: West of and adjacent to Weld County Road 75-1/2; approximately 1/2 mile north of Weld County Road 18. 5. CASE NUMBER: USR-1091 APPLICANT: Hirsch Dairy REQUEST: A Site Specific Development Plan and a Special Review permit for a 2000 head dairy in the A (Agricultural) zone district. LEGAL DESCRIPTION: Part of Section 24, T7N, R67W of the 6th P.M., Weld County, Colorado. LOCATION: North of and adjacent to Weld County road 78; approximately 1/4 mile east of Weld County Road 23. It was unanimously decided that the order of business would be changed. Items 4 and 5 would be heard first and Items 1-3 would follow. CASE NUMBER: USR-1090 (Continued from August 15, 1995, meeting). She explained surrounding property owner notification and sign posting would occur once this application has been rescheduled. Jack Epple moved Case Number USR-1090, Preston Christian Ranch, c/o Ellen C. Korthuis, be continued indefinitely. Shirley Camenisch seconded the motion. The Chairman asked if there was anyone in the audience who wished to speak for or against this application. No one wished to speak. The Chairman asked the secretary to poll the members of the Planning Commission for their decision. CASE NUMBER: USR-1091 APPLICANT: Hirsch Dairy REQUEST: A Site Specific Development Plan and a Special Review permit for a 2000 head dairy in the A (Agricultural) zone district. Todd Hodges explained USR-1091, Hirsch Dairy, be continued until the October 17, 1995, meeting because new information the Department of Planning Services received would have to be sent to referral agencies. The Chairman asked if there was anyone in the audience who wished to speak for or against this application. Numerous surrounding property owners had concerns and asked the Planning Commission to deny this application now because it was an undue hardship to keep missing work to attend these meetings that keep getting continued. Lee Morrison stated this motion would be for a continuance not approval or denial. Ann Garrison explained to the audience that information submitted in writing to the Department of Planning Services would become a permanent part of the record. Jack Epple moved Case Number USR-1091, be continued until October 17, 1995. Ann Garrison seconded the motion. The Chairman asked the secretary to poll the members of the Planning Commission for their decision. APPLICANT: Pine Lake Village Mobile Home Community, c/o Charles Pittock REQUEST: A Site Application for increasing capacity to a septic system. LEGAL DESCRIPTION: Part of the NW4 of Section 17, T7N, R67W of the 6th P.M., Weld County, Colorado. LOCATION: South of State Highway 14 and west of State Highway 257. Gloria Dunn explained the applicant wants to increase capacity to the existing septic system to include 20 more units to the existing thirty-four. Charles Pittock explained this expansion would provide more affordable housing in Weld County. Ann Garrison moved the Site Application for Pine Lake Village Mobile Home Community, c/o Charles Pittock be forwarded to the Board of County Commissioners with the Planning Commission's recommendation for approval. Zachary Allely seconded the motion. The Chairman asked the secretary to poll the members of the Planning Commission for their decision. Motion carried unanimously. CASE NUMBER: Z-494 (Continued from July 6, 1995, regular scheduled meeting). APPLICANT: John and James Martin REQUEST: A Change of Zone from A (Agricultural) to E (Estate). LEGAL DESCRIPTION: The SE4 NW4 and SW4 of Section 12, T1 N, R66W of the 6th P.M., Weld County, Colorado. LOCATION: North of and adjacent to Weld County Road 10; approximately 1/2 mile west of Weld County Road 37. Gloria Dunn gave an overview of the history of this application. She stated there would be seven lots to the east of the Speer Canal and the remaining lots would be on the west. Each lot would have a septic system and there would be seven interconnecting wells for domestic water. Gloria Dunn stated there were concerns with the water having sodium and methane and with road accesses. Other concerns came from referrals that were sent out to Farmers Reservoir and Irrigation Company, Platte Valley Soil Conservation, Colorado Geological Survey and Colorado Oil and Gas Conservation. The Department of Planning. Services recommends denial of the request. Planning commission members stated comments and concerns regarding the application. The Chairman asked if there was anyone in the audience who wished to speak for or against this application. Numerous surrounding property owners had questions and concerns. Don Carroll from Public Works addressed issues on accesses from county roads and Trevor Jiricek, Supervisor, Weld County Health Department answered quality of water conditions. Marie Koolstra moved that Case Number Z-494 be denied. Jack Epple seconded the motion. The Chairman asked the secretary to poll the members of the Planning Commission for their decision.
