Special Review Permit for a junkyard and salvage yard
The Weld County Public Works Department has reviewed this proposal; the following requirements are
recommended to be a part of any approval:
COMMENTS:
WCR 18 and WCR 81 are designated on the Transportation Plan Map as local gravel roads. On my field
investigation, both roads appear to be in good shape and are maintained by Weld County.
The site is partially screened by a mature wind break. The applicant is indicating two accesses to the parcel. The
main access appears to be used for both business and residential pusposes. There are two abandoned vehicles
blocking most of the west portion of the circle drive which is covered with weed growth.
REQUIREMENTS:
I would recommend that the west portion of the circle drive be closed since it is not being utilized
The applicant should identify, on the plat, visitor or customer parking. No off-site parking, staging, or unloading of
vehicles shall be allowed on WCR 18.
The applicant is indicating that drainage would flow to a borrow pit along the west side of the property. All water
should be captured and retained and not allowed to leave the site.
The circulation plan should be identified, on the plat, to show access through the facility. This could be identified
with flow arrows, lanes, streets, or alleyways.

CASE NO.: USR-1193 NAME: Novotny, Gary & Mary
Environmental Protection Services has reviewed this proposal; and has a concern about a past violation
of illegally burning of truck parts. The following conditions are recommended to be part of any
approval:
1) All liquid and solid wastes shall be stored and removed for final disposal in a manner
that protects against surface and groundwater contamination.
2) No permanent disposal of wastes shall be permitted at this site.
3) No burning of wastes shall be permitted at this site.
4) Waste materials shall be handled, stored, and disposed in a manner that controls fugitive dust,
blowing debris, and other potential nuisance conditions.
5) Fugitive dust shall be controlled on this site.
6) The maximum permissible noise level shall not exceed the residential limit of 55 db(A)as
measured according to 25-12-102, Colorado Revised Statutes.
7) The Environmental Protection Services Division of the Weld County Health Department was
unable to find a septic permit for the septic system located at 39592 Weld County Road 18.
Any existing septic system(s)which is not currently permitted through the Weld County Health
Department will require an I.S.D.S. Evaluation. In the event the system(s) is found to be
inadequate, the system(s) must be brought into compliance with current Individual Sewage
Disposal System regulations.
8) The applicant stated that there are no employees at this time but in the future there may be two
. employees. When employees are hired,the septic system shall be reviewed by a Colorado
Registered Professional Engineer. The review shall consist of an observation of the system and
a technical review describing the system's ability to handle the proposed hydraulic load. The
review shall be submitted to the E.P.S. Division of the W.C. Health Department. In the event
the system is found to be inadequately sized or constructed the system shall be brought into
compliance with current Regulations.
9) Adequate toilet facilities shall be provided for the employees. The applicant stated the
bathroom facilities in the house would be available to the employees.
10) All pesticides, fertilizer, and other potentially hazardous chemicals must be stored and handled

in a safe manner. Reference 25-8-205.5 Colorado Water Quality Control Act and Rules and
Regulations thereof.
11) Prior to recording the plat, the applicant shall submit a waste handling plan to the
Environmental Protection Services Division of the Weld County Health Department. The plan
shall include at a minimum, the following:
1) A list of wastes which are expected to be generated on site(this should include expected
volumes and types of waste generated).
2) A list of the types and volume of chemicals expected to be stored on site.
3) The waste handler and facility where the waste will be disposed(including the facility
name, address, and phone number).
