The meeting which focused on the Towns goal of updating our plan was very informative and will be extremely helpful to us in completing this project. As you requested the Town of Berthoud has enclosed information for you to review pertaining to the proposed process and the Town of Berthoud's Planning Commissions Goals and Objectives. To restate why the Town of Berthoud is requesting Weld County's participation we offer the following. In the Fall of 1997 the Town of Berthoud bonded for approximately $5 million. Of the$5 million, approximately $2 million was identified for improvements to our existing wastewater plant including a new digester and a new sewer line, lift station and pumping station for the I-25/State Highway 56 interchange. The Town of Berthoud knows that when this line is constructed, the I- 25/State Highway 56 area will experience increased pressures for development and in order for the Town to plan for this growth we propose working with Weld County to adopt a Land Use Plan for this area. The Town of Berthoud has reviewed your plan for the MUD Area and believes that your plan for that area is what should be the goal for the Town of Berthoud to develop with your input for this area. While the Town of Berthoud does not have the resources available to complete an exact replica of this plan we would hope that we could at least define Urban Growth Areas, and a conceptual Land Use map that would identify general uses (i.e. Residential, Commercial and Industrial)which would allow the Town and County to begin a process of working together towards an agreed upon vision. The final goal of this process would be that the Town of Berthoud and Weld County sign an Intergovernmental Agreement and adopt this Land Use Plan or at the very least come to an agreement on standards to be used in this area should property develop within the County that the Town could not annex at that time. The Town's staff and Commissioners are excited about the potential for the Town and both Counties to work together on this important process and I look forward to hearing from you soon. m.Cp /4/ 2d N)t Oilqy 980229 The meetings for this update are held on the first Thursday of each month and last for two hours. The starting time has been 6:00 p.m. and may be moved to 7:00 p.m. to allow for others to make the trip to Berthoud. Each meeting is held in the Town of Berthoud Library Meeting Room and directions to the facility will be enclosed in your packet.. Each week prior to the meeting the Town of Berthoud will mail information to each participant and enclose the agenda for the meeting. All of our meetings are open to the public and each agenda is published in the Berthoud Recorder one week in advance. I hope this information is helpful to you and the Weld County Commissioners and the Town of Berthoud hopes that you will send a representative to participate in our discussions. Establish a list of Goals and Objectives—The Planning Commission must create and adopt a list of goals and objectives that will guide this process from start to finish. 2. Definitions-- All terminology that is vital to the success of the plan must be defined. Examples include Urban Growth Management Area,Area of Influence, Planning Area, Urban, Rural, Prime Farm Land,etc. 3. Establish the Planning Area Boundaries—The Planning Area Boundaries must be defined by the Planning Commission so staff can gather information for these areas. This defined area will establish a beginning point for our process. 4. Division of Planning Area into Study Areas-- To do a thorough job of classifying and completing the proposed land use map for the planning area it is important to have areas defined that are manageable. The Planning Commission must divide the map into workable sections so that we can complete one area at a time. 5. Data Collection— What types of information do we need to collect and review to base our decisions on? Suggested items include: location,size and capacities of water and sewer lines (Both Town and Lithe Thompson), ditches, roads, prime farmland,trails,parks,open space, municipal building sites,land uses,the regional plan and population projections. Location of utilities, gas,electric,fiber optics, natural areas,floodplains,wildlife habitats, FEMA flood plain maps,traffic counts on major arterials and collectors and school boundaries. Recognize and define established boundaries of other municipalities including Johnstown, Mead, Loveland, Larimer County and Weld County (i.e.County Boundaries,Town Limits, UGMA, Planning Areas and Areas of Influence) and existing land uses in the area. 6. Create Overlays of the Variables-- Create individual overlays for each type of data(existing residential development,water&sewer lines,etc.)that we have collected. This will allow the Planning Commission and staff to identify prime areas for preservation and areas appropriate for development. 7. Define and Identify"Area's"-- After the Planning Commission and staff have reviewed the information gathered and assessed the potential impact on the areas surrounding the Town the Planning Commission should then determine the boundary lines for the Urban Growth Management Area(s)the Area of Influence and the Planning Area. s. Defining "Fixed Land Uses"-- The Planning Commission will need to determine where "Fixed Land Uses° (i.e. parks,trails,open space and other items as required by state statues) will be located in the future. These items will be identified and marked as a general location on the Land Use Map. 9. Establish Sighting Requirements and Standards for"Fixed Land Uses"— The placement and sighting of fixed land uses will be very controversial and to prevent anyone from perceiving that these items were sighted on a whim,the Planning Commission must establish standards and guidelines that will be followed when making site selections. to. Sight Axed Land Uses-- The Planning Commission will need to sight the individual elements identified in the previous meetings on the Land Use Map based on the accepted criteria established in#9. it. Landowners input— For this plan to be successful and accepted by the County Commissioners the Town must involve the people who will be most impacted by their property being classified in our land use plan. This will mean inviting the landowners of the property within each study area to come and participate in determining what they would like their property to be conceptually"zoned". Staff will explain how we would propose handling this process. 12. Prepare Rough Drafts for Each Study Area-- As we complete the process for each Study Area we should prepare a rough draft and allow for additional public input and comments. After the review of the comments the Planning Commission should incorporate any changes deemed necessary by 2J3rds of the Planning Commission and submit the rough draft for review by the County in which this area is located. 13. Public Meeting/Adoption of the Plan-- After review and comment by the Town Board and County,the Planning Commission should hold a public meeting on the adoption of the Plan. 14. Town Board Adoption— After adoption by the Planning Commission the Plan should be sent to the Town Board for Adoption. While this is not required by State Statue,the Town Board as a representative body of the Town should adopt this by Resolution or Ordinance. is. County Adoption-- After adoption by the Town Planning Commission and the Town Board the Plan should be sent to the County Commissioners for adoption.
