Loveland, Colorado 80537 July 27, 1997 Weld County Board of County Commissioners 915 Tenth Street Greeley, Colorado 80632 Dear Board Members: Request the boards consideration for Weld County to pave the remainder of Weld County Road (WCR) 15 between US Highway 34 and WCR 54 . Paving the 1 . 8 mile stretch of road would improve the safety at the intersection of US 34 and WCR 15 by providing improved alternative travel to Colorado State highway 402, I25, Loveland, Johnstown and Berthoud. With the increased traffic, and now the higher speed limit (65 MPH) , on US highway 34, it has become more of a hazard for north bound WCR 15 traffic to either cross US 34 or make a left turn onto US 34 . Although the wide shoulder can be used for a right-hand turn onto US 34, there is no acceleration lane accommodating a left-hand turn. Paving WCR 15 from the entrance to Indianhead Estates, south to WCR 54, which actually becomes Colorado State highway 402 at I25, would offer both the residence along WCR 15 and Indianhead Estates the opportunity to avoid turning onto US 34 . This would provide an alternate route for those traveling south toward Johnstown, Milliken, Denver, Longmont, or Loveland. Highway 402 is a direct route to the south side of Loveland, goes right by the Loveland Hewlett-Packard plant and provides easy access to downtown Loveland. However, because of the gravel and often washboard road many people avoid this alternate route . Diverting some of the traffic south on WCR 15 would also help reduce traffic across the I25 US 34 intersection where there is an increased hazard from traffic to and from the outlet mall and businesses at that intersection. There are approximately 65 family units in Indianhead estates . Eleven new lots were just sold and building has zat 419 3/44y e_C L5& c Pit) 980258 n ,, began. On the average, there are two licensed drivers in each unit; about 130 drivers . There are approximately nine family units along WCR 15; an additional 18 drivers . The two feedlots, at or near Weld County Rd. 54 and 15, and their employees also use this road. There are people in Indianhead estates working in the Denver area, at Hewlett-Packard in Loveland, or locations south of US 34 . Many people in the sub-division do business in Johnstown (i . e. , doctor, dentist, banking and shopping) . The sub- division is in the RE5J school district where parents and children participating in school activities travel to the Johnstown/Milliken schools . There is a need for the people of Indianhead estates to travel south. To do so without entering US 34 would improve the safety of not only those entering US 34 but also those east and west bound on US 34 . In addition to the residential traffic, this roadway also has heavy Ag use for support of two feedlots at or near WCR 54 . Some of these vehicles, cattle and feed trucks, also use US highway 34 . No major construction obstacles exist on this straight stretch of roadway. Although we are not engineers, we believe the roadbase to be in good condition and wide enough for paving. On January 12, 1998, the Board of Weld County Commissioners approved the Public Works Department's Work Plan for 1998. Included in the plan is a two-year phase project for the paving of WCR 15. In 1998, the Public Works Department will develop plans, acquire right-of-way, relocate utilities, work with the railroads on grade crossings, work with landowners on irrigation issues, and replace the bridge over the irrigation canal. The final grading, drainage work, base course, and paving is scheduled for 1999.
