RE: APPROVE GRANT APPLICATION FOR COMMUNITY RESOURCE OFFICERS AND
AUTHORIZE CHAIR TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Grant Application for Community
Resource Officers from the County of Weld, State of Colorado, by and through the Board of
County Commissioners of Weld County, on behalf of the Weld County Sheriff's Office, to the
U. S. Department of Justice, with terms and conditions being as stated in said application, and
WHEREAS, after review, the Board deems it advisable to approve said application, a
copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Grant Application for Community Resource Officers from the
County of Weld, State of Colorado, by and through the Board of County Commissioners of
Weld County, on behalf of the Sheriff's Office, to the U. S. Department of Justice be, and
hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said application.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 27th day of October, A.D., 1999.

The Weld County Sheriffs Office is requesting grant funding under the COPS UHP to increase
our present grant by two additional officers commencing on January 1, 2000. We did apply for
the original two officers for fiscal year 1999 and were recently approved under COPS/UHP
Grant 1999UMWX3225. If approved, this will bring our count of Community Resource Officers
under the COP/UHP grant to a total of four full time officers.

RF: Retention Plan
Dear Sir:
The Weld County Sheriff's Office conducted a long-term analysis for the Operations Department
over the next ten years. The analysis supported the addition of two Community Resource
Officers to increase the total manpower staff for 1999 and an additional two Community
Resource Officer starting in year 2000. The Sheriff's Office has taken this request through the
budget process beginning in July of 1998. The attached spreadsheets were prepared and
reviewed by the County Commissioners and the Finance Director during the Budget Hearings.
Although these spreadsheets only projects both federal and county cost for the three year period,
the Finance Director did explain that starting the forth year for each of these respective grants
and from than on, the cost to retain these officers would be the responsibility of the Sheriff's
Office budget through general funds. I have also attached Appendix D from the "Long-Term
Analysis 1998-2010, Operations Department, Weld County Sheriff's Office, completed by
Administrator Rick Dill on June 1, 1998. This document reflect the progressive plan on which
we will analyze on a yearly basis. This plan reflects not only our intent to hire Community
Resource Officers but to retain these officers.
