HomeMy WebLinkAbout971999.tiffRESOLUTION RE: APPROVE COMMUNITY DEVELOPMENT FUNDING PROGRAM APPLICATION AND AUTHORIZE CHAIR TO SIGN - DACONO, FIRESTONE, FREDERICK WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Community Development Funding Program Application from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Planning Services and the towns of Dacono, Frederick, and Firestone, to Greeley -Weld Economic Development Action Partnership, with further terms and conditions being as stated in said application, and WHEREAS, after review, the Board deems it advisable to approve said application, a copy of which is attached hereto and incorporated herein by reference. This agreement addresses criteria for annexations, land use development, and economic Issues. The IGA sets forth the need to further develop and address specific transportation, infrastructure, and design related standards for the region. This agreement also stipulates the need to regionally coordinate land use fees and procedures. On August 6, 1997, the Department of Local Affairs approved grant funding in the amount of $15,500 to assist in the establishment of the IGA standards. The proposed EDAP funding will be combined with the funding received from the Division of Local Affairs and will be used to develop regionally coordinated land use design, development and possible economic standards. WhytsproJectneeded7 In November of 1995, Weld County adopted a revised Comprehensive Plan. This plan took 1.5 years to complete. During this same time, the municipalities of Dacono, Firestone, and Frederick also completed their own comprehensive plans. Shortly after adopting these comprehensive plans, Weld County undertook another planning task designed specifically to study, plan and develop land use goals and standards in the Mixed Use area (see attached). Through this effort, this region quickly emerged as one of the fastest growing areas in our state, and the need to plan beyond jurisdictional boundaries became apparent Growth was occurring with no unified method of preserving agricultural land, maintaining energy efficiency, coordinating regional transportation or governmental services. However, with competing communities attracting similar development, standards are often lessened to increase the possibility of competition. The region is left with minimum design standards and services. Additionally, as communities continue to annex in a haphazard fashion, communities are left with a lack of, or duplication of governmental services. 971999 Psi aa9 Regional coordination between participating governments is the only way to maintain a high quality environment with consistent and functional communities. This spring a coordinated Intergovernmental Agreement was adopted by three communities and the county, and as the final step in this Intergovernmental Agreement process between Frederick, Firestone, Dacono and Weld County, a development plan needs to be established to coordinate multi-jurisdicitional growth development and land use planning. The proposed project will entail funding for a staff person to develop this plan and ensure its adoption by participating communities. The staff person will function as a planning liaison between all the entities involved and work within the established procedures of each jurisdiction to institute a land use plan with agreed upon regional standards and goals. Cite work force numbers and projections. Weld County has 12,210 oil and gas wells, there is a heavy concentration of wells in this area, estimated to over 4,500 wells. Based upon severance tax data, 218 direct producer employees work in Weld County. It is anticipated that over 300 more will be drilled in 1997. What are the specific goals of the project? The project is needed to finalize the regional land use coordination of southwest Weld County. The specific goals are: To ensure the successful outcome of the attached Intergovernmental Agreement. 1. To establish consistent regional land use standards. 2. To ensure regional cooperation of utilities and infrastructure provisions. 3. To allow growth to pay for it3elf in terms of initial coordinated costs through regional cooperation, good design and functional efficiency. 4. To ensure that annexation patterns are well planned and directly correlated with municipal service areas. 5. To recognize the infill of communities as a far more efficient land use pattern than urban sprawl. 2. How were the cost estimates arrived at? The Small towns do not have available resources for th< study due to other program and capital fiscal demands. All the towns have extremely high mill levies. 5. Due to the nature of oil and gas ownership no requests have been made of the industry. 6. The development of the Intergovernmental Agreement has taken two years to complete with monthly meetings attended by all jurisdictions. As part of the Intergovernmental Agreement tax revenue sharing issues have been investigated and discussion of these issues are occurring. Additionally, the plan specifically requests investigation into coordinated !ant use fees. Thus far, in the process, there have been numerous public meetings generating support of this project.
