RESOLUTION RE: APPROVE SUBMITTAL OF APPLICATION FOR FEDERAL ASSISTANCE FOR RUNWAY EXPANSION PROJECT FROM GREELEY-WELD COUNTY AIRPORT TO FEDERAL AVIATION ADMINISTRATION WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with an Application for Federal Assistance for FY 97 Airport Improvement Program for the Runway Expansion Project from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Greeley -Weld County Airport, to the Federal Aviation Administration/ADO, commencing April 1997, and ending December 1997, with further terms and conditions being as stated in said application, and WHEREAS, after review, the Board deems it advisable to approve said application, a copy of which is attached hereto and incorporated herein by reference. Compatible Land Use. -The Sponsor has taken the following actions to assure compatible usage of land adjacent to or in the vicinity of the airport: No land use conflicts currently exist which are associated with airport operations. As part of the Master Plan, the City of Greeley and Weld County have assured the Airport Authority and the FM that appropriate measures would be taken to assure land use compatibility with surrounding land uses. In support of compatible land use, Weld County has enacted a zoning overlay. The overlay is adopted with Weld County Zoning Ordinance Section 51, Ordinance 89, September 7, 1982; and as amended and depicted with Ordinance 89 and an Airport Overlay Map dated June 1994. 2. Defaults. - The Sponsor is not in default on any obligation to the United States or any agency of the United States Government relative to the development, operation, or maintenance of any airport, except as stated herewith: None 3. Possible Disabilities. - There are facts or circumstances (including the existence of effective or proposed leases, use agreements or other legal instruments affecting use of the Airport or the existence of pending litigation or other legal proceedings) which in reasonable probability might make it impossible for the Sponsor to carry out and complete the Project or carry out the provisions of Part V of this Application, either by limiting its legal or financial ability or otherwise, except as follows: None 4. Land. - (a) The Sponsor holds the following property interest in the following areas of land* which are to be developed or used as part of or in connection with the Airport, subject to the following exceptions, encumbrances, and adverse interests, all of which areas are identified on the aforementioned property map designated as Exhibit "A": The Sponsor has acquired interests in property required for the construction of new Runway 16/34. With AIP 3-08- 0028-07, the Sponsor has acquired Parcel 23, Parcel 24, Parcel 27 as shown with the attached Exhibit A. In addition the Sponsor has acquired an interest in Parcels 22, 26, 28, and 29 and is expected to complete these acquisitions during the grant period. PART IV PROGRAM NARRATIVE (Attach - See Instructions) FAA Form 5100-100 (5-73) SUPERSEDES FAA FROM 510-0-10 PAGES 1 1HRU 7 Page FAA AC 75-0232 970785 GREELEY-WELD COUNTY AIRPORT GREELEY, COLORADO PROGRAM NARRATIVE The proposed project consists of those items of development listed below under A. Description and Purpose of Project and B. Method of Accomplishment. All items of development under this project will be accomplished on existing airport property. A. Description of Purpose of Project Grant Item 1. The Sponsor is in the process of acquisition of land for the construction of new Runway 16/34. The runway was included in the Airport Layout Plan last updated May 16, 1995. With Airport Improvement Project No. 3-08-0028-07, Parcels 23, 24, and 27 were acquired. Item one of the project is to reimburse the Sponsor for land acquisition of Parcel 22 (24.952 acres), Parcel 26 (75.138 acres), Parcel 28 (34.282 acres), and Parcel 29 (64.494 acres). Grant Item 2. Prior to the construction of the runway, existing utilities and irrigation structures will be relocated. At new Runway 16/34 several utilities cross the proposed runway alignment. Natural gas pipelines at County Roads 62, and 64 1/2 will be relocated. A sewer force main will be relocated. Several overhead electrical lines will be terminated or relocated. Telephone lines will be reburied. Oil and natural gas collection pipelines will be abandoned. Domestic water systems will be relocated. Existing irrigation facilities which lie within the expected Part 77 Airspace surfaces will be relocated to a distance of 550 feet from the runway centerline. An existing irrigation pipeline will be relocated to cross the runway alignment. Existing irrigation ditches will be moved to areas outside 550 feet from the runway centerline. Drainage ditches will be excavated to provide temporary drainage for the site. Grant Item 3. The existing Harris Aviation hangar facility will be relocated to a point outside the planned approach surface to Runway 34. Designs and estimates to accomplish the relocation will also be completed with this improvement project. The hangar will be relocated to a area 1,500 feet west of its' current location. B. Method of Accomplishment Grant Item 1. The sponsor has been in negotiations for the acquisition of all parcels of land required for the construction of the new runway. Negotiations for Parcels 22, 26, 28, and 29 are nearly complete. The Sponsor has acquired surface possession of these parcels. Deposits were made to the escrow accounts for each parcel of land. Actual "Transfer of Title" and "Final Settlement," for Parcels 22, 26, 28, and 29 are pending. 970785 Grant Item 2. For the construction of embankments for the new runway, it will be necessary to relocate or lower existing utilities along the current alignments of County Roads 62, 64, and 64 'h. Natural gas transport pipelines will be lowered to provide clearance for excavation of runway structures. The existing sewer main in CR 62 will be lowered below the expected drainage for the new runway. Overhead electric lines will be buried or rerouted to not interfere with the airspace requirements for the runway. Natural gas and oil collection pipelines will be cleared and abandoned within the project limits. Domestic water pipelines will be relocated to areas outside the project limits. Various irrigation structures and ditches that lie within the project limits will be relocated to areas 550 feet or greater from the runway centerline. Existing irrigation ditches will be relocated to serve lands east of the runway within the project limits. Irrigation drainage will be conveyed along lands west of the runway. An irrigation pipeline crossing the runway will be conveyed past the runway with a new pipeline. Grant Item 3. This item is the relocation of the Harris Aviation hangar. Engineering estimates will be completed to investigate the best method to relocate the facilities contained in this hangar.
