USE BY SPECIAL REVIEW QUESTIONAIRE
The following questions are to be answered and submitted as part of the USR application. If a question
does not pertain to your use, please respond with "not applicable", with an explanation as to why the
question is not applicable.
1. Explain, in detail, the proposed use of the property.
2. Explain how this proposal is consistent with the intent of the Weld County Comprehensive Plan.
3. Explain how this proposal is consistent with the intent of the Weld County Zoning Ordinance and
the zone district in which it is located.
4. What type of uses surround the site? Explain how the proposed use is consistent and compatible
with surrounding land uses.
5. Describe, in detail, the following:
a. How many people will use this site?
b. How many employees are proposed to be employed at this site?
c. What are the hours of operation?
d. What type and how many structures will be erected (built) on this site?
e. What type and how many animals, if any, will be on this site?
f. What kind (type, size, weight) of vehicles will access this site and how often?
g. Who will provide fire protection to the site?
h. What is the water source on the property? (Both domestic and irrigation).
What is the sewage disposal system on the property? (Existing and proposed).

6. Explain the proposed landscaping for the site. The landscaping shall be separately submitted as
a landscape plan map as part of the application submittal.
7. Explain any proposed reclamation procedures when termination of the Use by Special Review
activity occurs.
8. Explain how the storm water drainage will be handled on the site.
9. Explain how long it will take to construct this site and when construction and landscaping is
scheduled to begin.
10. Explain where storage and/or stockpile of wastes will occur on this site.

ANSWERS TO USR APPLICATION
1. The property is t o be used for as site for a portable ready-mix batch plant. That will
produce 9 cu. yds of ready-mix per batch. The material to be used in preparation for the
end product is sand, gravel., add mixtures, flyash, cement, and water.
The plant is a portable Con-E-Co plant that will provide a batch every 3 to 5 minutes.
None of the materials used in production of concrete will be mined at the site. Materials
will be purchased elsewhere from producers and distributors. Sand and gravel will be
stockpiled in piles no larger than 50 feet in diameter.
The plant will load the dry material and water into trucks equipped with appropriate drums
for this purpose where mixing will take place. The trucks will then deliver the product to
its destination.
2. This proposal is submitted with the intent that it be reviewed by Weld County to assure
that it is consistent with the Weld County Comprehensive Plan.
3. In our understanding this proposal is consistent with the Weld County Zoning
Ordinance, and the Zone District as provided by the Weld County M. U. D. which has
created the zoning for the area where the batch plant is to be located. This area is
Commercial-Industrial in the M.U.D.
4. Present uses that surround the site are agricultural, sand and gravel mining operations,
and proposed residential and commercial-industrial uses. A ready-mix concrete plant is
consistent with the zoning and will provide concrete to our own residential development,
and to other developments as they occur in the general area.
Concrete production for our use makes it important that the source be close to our
development. The development of the area around the batch plant assures that future needs
have access to concrete in proximity to those developments.

period. It will operate 24 hours a day 7 days a week during the peak period.

There will be two buildings in this site in addition to a control and dispatching office.

0 Cement mixing and delivery trucks will be 10-15, and will access the site on a
continuous basis for maintenance, storage, and loading up of mixture.. The trucks are
Kenworth Construction trucks, Style W900S, with weights of from 75,000-80,000
pounds.
g) Mountain View Fire Protection District will provide protection to the site
h) Little Thompson Water District will provide water to the site.
i) Existing sewage disposal is a septic system.
j) None.
6. Alpha Engineering from Fort Lupton has prepared the attached landscaping plan.
7. Site may be reclaimed to its original state.
8. Storm water drain will be contained by the site's detention pond.
9. Construction and landscaping may begin in April or May 1999.
10. Temporary storage will be on site, and wastes will be recycled into road base or other
appropriate use.
RECLAMATION
The Ademar Concrete Ready Mix Plant is located on a site
off t-25 Frontage Road approximate 1/2 mile South of Weld County
Road 28. The site is designated AA Commercial/Industrial .on the
Weld County M.U.D. Plan. The property was used as an irrigated
meadow and contains 3.4 acres.
The site has been graded, and a berm has been built on the
West side and I-25 Frontage Road.
When the batch plans is vacated, the land will be reclaimed
to its original use which is meadow, but retaining its commercial/
Industrial designation.
The berm containing top soil removed during the grading for the
batch plant site will be spread over the site, and the small pond
on the South-east corner of the property will be filled.
The concrete pad for the plant will be torn-out and disposed of
in a evironmentally sound manner. Grass will be planted, and
access to the property will be removed if required. Drains, water-
lines and other infrastructure will be removed as necessary.
LANDSCAPING
Landscaping will be accomplished by seeding the harm and excess
ground not used by the batch plant with grass. Trees will be planted
around the perimeter of the site. A sprinkler irrigation system will
be installed to water the grass and trees.
TRASH & WASTE
Trash will be removed on a monthly basis and waste concrete
will be recycled in a timely and cost effective basis.

Dear Sir:
The Ademar Ready Mix Batch Plant will over time develop to 25-30 trucks
employing as many drivers and two maintenance personnel for a total of 25 to 37 people.
In addition there will be two batch person controlling the command module that will
produce the concrete.
It is anticipated that there will be at least five administrative personnel to support
the plant activities.
In all, the plant when fully developed will have approximately 45 people on the
payroll.

Dear Mr.Jerman,
The purpose of the request for a Special Use Permit is for establishing a concrete ready-mix batch plant.
The material to be used is sand,gravel,aggregate,flyash,and cement. None of these materials will be mined
at the site. All materials will be purchased from sources nearby,and the cement and flyash will be acquired
from distributors. The batch-plant will mix the materials which will be loaded unto trucks where they will
be mixed into concrete.
Our company plan is to market,and sell the ready mix product to the Department of Transportation
(Colorado),local residential ,commercial and residential development in the area,and to agricultural
interests who may need the product for agricultural infrastructure.
The product(ready-mix)will be shipped out,and there will be no dumping in the site.
