HomeMy WebLinkAbout950042.tiffRESOLUTION RE: APPROVE GRANT APPLICATION FROM HEALTH DEPARTMENT TO GREELEYAREA FOUNDATION FOR IMMUNIZATION ACTION PLAN AND AUTHORIZE CHAIRMAN TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a grant application from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of Department of Health, to the Greeley Area Foundation, for an Immunization Action Plan, with further terms and conditions being as stated in said application, and WHEREAS, after review, the Board deems it advisable to approve said application, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the grant application from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of Department of Health, to the Greeley Area Foundation for an Immunization Action Plan be, and hereby is, approved. For example, Eagle Destribution Company has donated refreshments for children attending immunization clinics. Albertsons's has donated incentives (e.i., free video rentals. bags of chocolate chip cookies) for children attending clinics at their store. GOJO Sports, North Colorado Medical Center, and Weld County Rotary and Kiwanis Clubs have donated T-shirts to be given to all Weld County children fully immunized by age two. (The T-shirts are an incentive for parents to have their children immunized.) The 1993 - 94 Retrospective Kindergarten Immunization Survey showed that only 52.3% of Weld County children were fully immunized by age two. (In order to be considered fully immunized, a child needs to have had 3-4 DTP,(diptheria, tetanus, pertussis) immunizations, 3 polio immunizations, 1 MMR.)(measles, mumps, rubella) imm- unization, 3-4 Hib (Haemophilus influenzae b - a major cause of meningitis) immunizations, and 3 Hepaticis B immunizations by age two.) It is especially important that children under two be fully immunized because they are at greatest risk of getting the diseases the immunizations prevent. In addition, they are likely to have serious medical complications from the diseases. For example, 70% of pertussis (whooping cough) deaths occur in children under one year of age. There were more pertussis cases reported in the United States during 1993 than at any time since 1967. ORGANIZATION GOALS (cont.): In addition, 90% of Weld County two -year -olds will be fully immunized against Hepatiti s B by 1998. (Hepatitis B immun- izations have only recently been routinely recommended for children under two.) These goals are consisterft with the national goals for immunization coverage recommended by the Centers for Disease Control and Prevention (CDC). PRESENT SOURCE OF INCOME (cont.): funds from the Colorado Department of Public Health and Environment (CDPHE). The CDPHE also provided Immunization Program Incentive Funds in December, 1994. Newspaper, television, and radio public service announcements listing upcoming children's immunization clinics and explaining the importance of fully immunizing children by age two. B. Billboards advertising the importance of fully immunizing children by age two. Weld County Kiwanis Clubs and Root Outdoor Advertising have worked together to donate the billboard advertising. C. "Clip and Save" advertisements in the Greeley Tribune. These bimonthly advertisements list the recommended immunization schedule and upcoming immunization clinics. The Greele•r Tribune has donated these advertisements. D. Weld County school districts list upcoming immun- ization clinics in school newsletters to parents. F. The Weld County Centennial Rotary Club and McDonald's of Weld and Larimer counties designed and donated trayliners with an immunization mestage to parents. These trayliners were used during weekends in April and May in 1994. G. The Weld County Rotary Clubs have paid for newpaper advertisements to publicize immunization clinics in Windsor, Fort Lupton, Johnstown, and Milliken. H. These two-sided, bilingual, brightly colored flyers advertise immunization messages and clinics scheduled for January, February, and March. Immunization Program Incentive Funds were used to purchase these flyers. I. During January, Rotary and Kiwanis will distribute 200 display boards businesses throughout Weld County. have pads of sheets of paper advertising immunization messages and clinics scheduled for January, February, and March. Parents will be able to tear off information sheets from the pads. These display boards will be at fitness clubs, daycare centers, etc. Immunization Program Incentive Funds were used to purchase these display boards. J. Immunization Program Incentive Funds were used to purchase a street banner advertising the immun— ization message. The street banner will hang (i.e., during "National Infant Immunization Week in April) above heavily traveled streets in Weld County. K. Immunization Program Incentive Funds were used to purchase a portable, "marquee —type" sign. The sign will be used to advertise immunization messages and upcoming clinics. The firers and display board pads will list clinics and provide immunization messages. It's important that the immunization message and upcoming clinics continue to be advertised to Weld County parents throughtout the year, because many parents continue to lack information about the importance of timely immunizations for children under two. During 1991, a survey was conducted by the Gallup Organization, Inc. for the American Academy of Pediatrics. The purpose of the survey was to determine the extent to which adults responsible for the care of younger children are aware of the need for immunization against childhood diseases. The survey found that the median age at which parents believe all Hib immunizations should be completed is three, but 30% could not answer the question. (The Hib series should be completed by age two.) The servey also found that 479 of adults don't know how many times a child should be immunized against measles. (A child should be immunized twice against measles.) Continued education of Weld County parents is necessary to meet IAP organizational goals. The system tracks children receiving immunizations at the offices of Weld County pediatricians, family physicians, Sunrise Community Health Center, Salud Family Health Center, and the Weld County Health Department. Each health care provider participating in the tracking system receives a monthly feed back report. The reports list children up-to-date in immunizations, 30 days late in immunizations, etc. Parents can then be reminded by mail and/or phone to have their children immunized. Many health care providers have neither the staff nor the funding to provide this service. The Standards for Pediatric Immunization Practices recommends that health care providers operate an immunization tracking system which includes reminders to parents when immunizations are due. (The St^.nd?.rrc for Pediatric Immunization Practices lists standards for pediatric immunization practices and is endorsed by the American Academy of Pediatrics Advisory Committee on Immunization Practices and the American Academy of Family Physicians.) Parents are often confused about which immunizations are due and at what age. They are often willing to have their children immunized, but need to be reminded when immunizations are due. Greeley Area Foundation funding is requested for postage and printing necessary to send reminders to all Weld County parents whose children (under two years) are due for immunizations. Children need to visit a health care provider a minimum of four times to be fully immunized by age two. There are 2200 children born in Weld County each year, and four post card reminders (one before each set of immunizations is due) will be mailed for each child.
