Environmental Protection Services has reviewed this proposal; the following
conditions are recommended to be part of any approval:
1. All liquid and solid wastes shall be stored and removed for final disposal
in a manner that protects against surface and groundwater contamination.
2. No permanent disposal of wastes shall be permitted at this site.
3. Waste materials shall be handled, stored, and disposed in a manner that
controls fugitive dust, blowing debris, and other potential nuisance
conditions.
4. Fugitive dust shall be controlled on this site.
5. The maximum permissible noise level shall not exceed the commercial limit
of 60 db(A), as measured according to 25-12-102, Colorado Revised
Statutes.
6. The Division requires that this facility utilize the City of Greeley
municipal sewage treatment system.

I have reviewed the application and the drawings and have one comment on the access. This will
be a shared access between Lots A & B on to "F" Street. I would like the applicant to place some
radiuses on the access abutting "F" Street and a culvert, if required. I have also reviewed the storm
water drainage plan and have no conflict with the way the applicant is handling the drainage.

Subject: City Recommendation for USR-1073 - T & T Concrete
Dear Ms. Dunn:
The Greeley Planning Commission reviewed this case at its January 24, 1995 meeting.
I have enclosed a copy of the Planning Commission minutes which discuss this issue.
The proposed use was found to comply with the Greeley Comprehensive Plan if the
proposed outside storage areas are screened from view on all four sides during all
seasons by utilizing a combination of landscaping, berms, and fencing. The assumption
was made landscaping means vegetation.
Planning Commission and staff appreciate the opportunity to review proposals such as
these. By incorporating our concerns, harmonious development in areas near the city is
able to occur.

PLANNING COMMISSION PROCEEDINGS
JANUARY 24, 1995
I. CALL TO ORDER
The meeting was called to order by Chair Allen at 1:35 p.m. Present were
Commissioners Allen, Ewald, Valencia, and Wones. Commissioners de Besche and
Holiman were absent. Commissioner Lockhart arrived at 1:50 p.m.
Chair Allen announced that because of a conflict of interest, Commissioner Valencia
would abstain from hearing Agenda Item No. III. Because of Mr. Valencia's
abstention, there would not be a quorum to hear that item. It was therefore decided
to postpone the item until later in the meeting in the hopes that a quorum could be
secured.
II. APPROVAL OF MINUTES OF JANUARY 10, 1995
Commissioner Ewald moved, seconded by Commissioner Wones, to accept the
minutes of the January 10, 1995, meeting. The motion carried 4-0 (de Besche,
Holiman, and Lockhart absent).
III. CONSENT: SUBDIVISION PLAT VACATING AND DEDICATING
UTILITY AND ACCESS EASEMENTS
Commissioner Ewald moved, seconded by Commissioner Valencia, to find that the
proposed vacation does not provide necessary access to any private property and that
it is consistent with good planning and to recommend approval of the subdivision plat
as proposed. The motion carried 4-0 (de Besche, Holiman, and Lockhart absent).
IV. CONSENT: WELD COUNTY REFERRAL FOR A SPECIAL
REVIEW PERMIT TO ALLOW A CONCRETE BUSINESS
Commissioner Ewald moved, seconded by Commissioner Valencia, to find that the
proposed use complies with the Greeley Comprehensive Plan and to recommend
approval with the condition that the outside storage on the site be screened from view
on all four sides during all seasons by utilizing a combination of landscaping, berms,
and fencing. The motion carried 4-0 (de Bessche, Holiman, and Lockhart absent).
V. PUBLIC HEARING TO CONSIDER A USE BY SPECIAL REVIEW
TO ALLOW A CHURCH IN AN R-1 (SINGLE-FAMILY
RESIDENTIAL) ZONE
Greg Thompson, Planner II, advised that this item is a request by the Greeley Church
of Christ for a use by special review to allow a church in an R-1 zone which is
located north of 20th Street and east of 42nd Avenue. As background on the item,
Mr. Thompson advised that a 300 -member church was approved on the western

Subject: T & T Concrete Screening Plan
Dear Ms. Dunn:
Thank you for submitting the proposed screening plan for the T & T Concrete site.
Typically, City planning staff does not review screening plans for county proposals.
However, by incorporating elements of our code into your recommendations, county land
uses near the city will be more compatible with the city requirements.
The City Forestry Department has concerns with several species as proposed for this
site. They indicated Bolleana Poplar is illegal within the city limits, and Lombardy
Poplar and Russian Olive are both strongly discouraged, especially near water sources
such as the nearby gravel mine lake, since both varieties are highly invasive.
Additionally, the Lombardy and Russian Olive have a short lifespan. Other species
noted, such as Adlers, Cardinal Dogwood and Buffaloberry, seem to be acceptable to
the Forestry Department. Other varieties of trees, which would still meet the screening
intent should be incorporated into the proposal.
You may wish to incorporate the Greeley Zoning Code requirements for tree and shrub
sizes into the proposed screening plan. Shade trees should be at least a two inch caliper,
measured one foot above grade level, evergreen trees should be six feet in height,
measured from grade, and evergreen and deciduous shrubs and hedges need to be five
gallon size. During this review, these elements should be considered.
The city entrusts the implementation of the central goal of screening this property on a
year 'round basis to the county. With other species selected for this site, the goal
appears achievable. If any clarification is needed, please contact me at 350-9786.

Subject: T & T Concrete - Landscaping Plan
Dear Gloria:
Thank you for submitting the proposed landscaping plan for the T & T Concrete site,
located on F Street, just east of 35th Avenue. Planning Staff, as well as the City
Forester, reviewed the proposed plan, and have some suggestions.
The proposed landscaping plan calls for 94, five # Buffalo Berry, which would be
planted approximately 15 feet on center. This would give a fairly decent screen 5-7
years from the time they are planted. The City of Greeley Zoning Code looks for
adequate screening at an expected 2 year maturation. This would indicate the submitted
plan needs to be enhanced.
Several possible solutions to enhance the submitted plan were discussed:
1. Triple the number of Buffalo Berry, to provide a decent screen in 2 years
2. Add five # Pinons or Junipers, interspersed with Buffalo Berry, 8-10 feet
tall at maturation, and provide year-round screening and species diversity.
3. Provide a mix of species which would facilitate year-round screening,
enhance the site's exterior, and provide screening at two-year maturation.
Thanks for the chance to review the landscaping plan. We hope the suggestions offered
will be useful in developing a landscaping plan which will benefit all parties involved.

Thanks for sending me a copy, of the letter from Tim Arguello, dated May
16, 1995, which updates the submitted landscaping plan. This plan is
essentially what Mr. Arguello and I discussed; however, several issues
need to be clarified, including:
