The area will be machine leveled and all drainage into a proposed lagoon which will be 2 or 3 acres. Will start with 1500 head. Will be custom feeding. It is about l-- to the nearest house. DISCUSSION: Mr. Alley stated the property cannot be bought subject to a zone change. Their option exedres Nov 15th. Mr. Watson stated they could give him no assurance that the County Ccmmissioners would approve the recommendation of the Planning Commission. Mr. Bowles stated there are platted subdivisions across the highway and quite a bit of activity in the area. These people may find this very object- tionable. Er. Alley stated from having met with Trafton Bean and several of the Planning Commission members they were under the im- pression that the area east of the highway should be zoned commercial. Mr. Alley stated the plant itself wouldn't take over 1 or 2 acres and would be east of the tracks. Mr. Bowles stated he thought Mr. Stead - man's operations in Denver were pretty ratty and couldn't think they would be any better here. M.r. Watson stated he thought the fact that he didn't perform the first time is going to go against him. Mr. Alley stated Mr. Steadman was getting the money from Careda the last time was why it didn't work out. Mr. Bartels suggested maybe zoning con- ditionally enough area for the plant then when the plant is completed, rezone the rest to stockpile the cars. Mr. Alley stated when the plant is in operation, there won't be as many stock piled cars, They would need enough for several days run on hand. MLr. Bowles stated the uncrushed cars are no more of a detriment than the bales that aren't loaded and the piles of glass, upholstery, tires and wheels. If the market weren't right, it would be kept that much longer. If we knew it was someone that would to in and plant trees and keep the place up we might go along, but when you know he has littered up half of north Denver with a very objectionable junk yard, you can't feel too kindly toward granting the zoning. We know from experience that he didn't take care of his first zoning and there is no reason to think he will make a show niece operation here, Mr. Telep stated the Board could give them no kind of assurance at thi: time. It would still have to go before the County Commissioners for a public hearing. They would just have to take their chances. Ron Hogan proceeded to present the plans for the area in question that is being heard for a zone change. Mr. Hogan gave figures relating to the trend for mobile homes as low income housing due to the high interest rates and the difficulty in being able to qualify for loans to build conventional homes. The property is present zoned Estates. Mr. Hogan asked how much Estates zoning is actually needed for the $40,000 to $60,000 homes. Mr. Hogan presented a map showing the proposed use of the area. A report on the water table and soil profiles of the area was presented to the Planning Commission showing there are some water problems and an unstable 'condition in the soil. The area is -served by city water and the Highland Hills Sanitation District. Felt this would be a commun- ity development. Mr. Hogan stated he felt the "C" is needed in this area. Mr. Hogan presented slides of mobile have parks and apart- ment areas showing what can be done. John Watson stated at this time he would refrain from any remarks and abstain from voting. Mr. Fix asked if anyone would like to make comments.
