Weld County Departments of Public Works, Planning, Health, and Attorney's Office have reviewed the submitted
materials for the Knutson Annexation. Access for this parcel appears to be from I-76 Frontage Road, and access
approvals would come from the State Department of Transportation. The other adjacent road to this parcel is Weld
County Road 6 which is not maintained by the County at this time.
Due to the proposed nature of the site, the Environmental Protection Division of the Weld County Health Department
recommends completion of a noise impact study. A noise level of 55dB should be maintained at the property line, at
all times, to avoid nuisances to adjacent properties. Additionally, if the proposed facility is within 400 feet of a
municipal /public sewage treatment system, the facility will be required to hook up to the municipal system pursuant
to Weld County I.S.D.S. Regulations. However, in the event the use of this parcel is intended for individual on -site
septic systems, further information is required in order to evaluate the proposal.
After review of the materials several questions pertaining to the adequacy of the water supply have been raised. The
proposed use of a domestic well for the water supply appears inadequate. Also, the applicant may need to obtain an
air quality permit if a sufficient amount of land area is disturbed by development for fugitive dust.
At the January 25, 1995, Board of County Commissioners Hearing a petition of 245 names was presented in
opposition to this annexation. The signatures represent citizens from theTowns of Hudson, Lochbuie and the
surrounding area. Generally, the property owners have expressed concerns over incompatible uses, quality of use,
health related issues and a reduction in residential and agricultural uses in this area. However, without viewing a
completed annexation agreement it is difficult to specifically comment on these issues. I have attached a copy of this
