RE: APPROVE CONFIRMATION OF INTENT NOT TO APPLY AS FISCAL AGENCY FOR
PROMOTING SAFE AND STABLE FAMILIES PROGRAM AND AUTHORIZE CHAIR
TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Confirmation of Intent to Apply as the
Fiscal Agency for Promoting the Safe and Stable Families Program from the County of Weld,
State of Colorado, by and through the Board of County Commissioners of Weld County, on
behalf of the Department of Social Services, to the Colorado Division of Child Welfare Services,
with terms and conditions being as stated in said confirmation, and
WHEREAS, after review, the Board deems it advisable to confirm its intent not to apply,
a copy of said form being attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, ex-officio Board of Social Services, that the Confirmation of Intent Not
to Apply as the Fiscal Agency for Promoting the Safe and Stable Families Program from the
County of Weld, State of Colorado, by and through the Board of County Commissioners of
Weld County, on behalf of the Department of Social Services, to the Colorado Division of Child
Welfare Services be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said form.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 26th day of May, A.D., 1999.

RE: Intent to Apply as Fiscal Agency for Promoting Safe and
Stable Families Program
The Families, Youth, and Children (FYC) Commission recommends that the Weld
County Department of Social Services not apply to be the fiscal agency for the Promoting
Safe and Stable Families Program for FFY 1999—2000 (October 1, 1999 through
September 30, 2000. This recommendation is based on both historical and future funding
for the Promoting Safe and Stable Families Program. The Weld County Department of
Social Services concurs with this recommendation and requests that the Board approve
the recommendation not to apply.
The attached is the form that requires Commissioner Hall's signature and documents the
decision not to apply.
Also, attached is a discussion paper concerning the Promoting Safe and Stable Families
Program that was developed for the Families, Youth, and Children (FYC) Commission.
This discussion paper was developed to assist the FYC Commission is making its
decision to recommend whether Weld County should apply or not to apply to be the
fiscal agent for the program.

WELFARE SERVICES, 1575 SHERMAN STREET, GROUND FLOOR, DENVER,
COLORADO 80203, FAX, (303) 866-4629 BY 4:30 PM, TUESDAY, JUNE 1, 1999.
FAILURE OF AN AREA TO COMPLY WITH THIS REQUIREMENT COULD RESULT IN FORFEITURE OF THE
OPPORTUNITY TO APPLY FOR THESE FUNDS

On , 1999 the Promoting Safe and Stable Families (PSSFP) Community
Advisory Council for the above named targeted area decided that
should be the fiscal agency for the local PSSFP project.
As a full, participating member of the local Community Advisory Council for the above named
targeted area, we have agreed to be the designated fiscal agency to receive and distribute.
PSSFP funds for the said targeted area; and will be responsible for the coordination of the
local project in line with Appendix B of this RFA.
