Environmental Protection Services has reviewed this proposal;the following condtions arc
recommended to be part of any approval:
1) All liquid and solid wastes shall be stored and removed for final disposal in a manner
that protects against surface and groundwater contamination.
2) No permanent disposal of wastes shall be permitted at this site.
3) Waste materials shall be handled,stored,and disposed in a manner that controls
fugitive dust,blowing debris, and other potential nuisance condtions.
4) Fugitive dust shall be controlled on this site.
5) The maximum permissible noise level shall not exceed the industrial limit of 80 dB(A)
as measured according to 25-12-102,Colorado Revised Statutes.
6) The NPDES Permit shall be modified from the Water Quality Control Division of the
Colorado Department of Health for any additional discharge into State Waterways.
7) The applicant shall remove,handle,and stockpile overburden,soil,sand and gravel
from the facility area in a manner that will prevent nuisance conditions.
8) The applicant shall submit any necessary air permit modifications or Air Pollution
Emissions Notices to the Air Pollution Control Division,Colorado Department of
Public Health and Environment. The site shall operate in accordance with all
applicable rules and regulations of the Air Pollution Control Division.
9) The.operator shall review the current dust abatement program and submit an updated
plan for approval to both the W. C.Planning Department and the W.C.Health

10). An individual sewage disposal system shall be installed according to the Weld County
I.S.D.S.Regulations for any structure constructed on the site in which people will be ..,
working;congregating,bathing,etc. Portable toilets may be utilized on sites which are .
temporary locations of the crusher,etc.for up to six months at each location. ,

11) A suitable supply of drinking water shall be provided for the employees.
12) The operation shall comply with all applicable rules and regulations of the
Colorado Division of Minerals and Geology.
13) The operation shall comply with the Mine Safety and Health Act(MSHA).

The Weld County Public Works Department has reviewed this proposal; the following requirements are
recommended to be a part of any approval:

COMMENTS:
I contacted Tom Furman, with Western Mobile, regarding the new alignment at the intersection of WCR 5.5 and
State Highway 119. The vicinity map and accompanying sheets will be revised to reflect this change.
WCR 5.5 is designated on the 1-25 Mixed Use Development Comprehensive Plan Map, 2.2, Structural
Transportation Network, as a two-lane Collector road requiring 80 feet of right-of-way, All setbacks should be from
this measurement.
Western Mobile has an existing Road Improvements Agreement with Weld County Public Works for all the pits in
the Del Camino/Rinn area. The proposed mining operation application will combine three existing Use by Special
Review permits into one as the use and applicant are the same.
REQUIREMENTS:
/ All plats will be adjusted to reflect the new alignment of WCR 5.5.
The Hamm Pit (USR-809) borders WCR 5.5. If the applicant chooses to access onto the County road, the Road
Improvements Agreement needs to be in place prior to any heavy hauling.
The proposed location of the USR falls within the Mixed Use Development area. Any change in the existing
operation would reflect an additional right-of-way dedication for county roads and possible upgrade paving to meet
the proper MUD standards.
Any new accesses to the county or state system should be identified and proper permits or documentation be in
place prior to recording the plat.

Dear Ms. Lockman:
I have reviewed the submitted material pertaining to the Special Use Permit for Western Mobile,
Inc. (USR-1199), located west of Weld County Road 7 and north and south of State Highway
119. The proposed sand and gravel operation is within the boundaries of the Mountain View
Fire Protection District and receives service from the District. The Fire District has no
objections to the project if the requirements of the District can be met.
The Fire District has adopted the 1994 Edition of the Uniform Fire Code and the activities of the
gravel operation will be covered by this Code. The principal applications of the Code to a sand
and gravel operation will be for tank installations for flammable or combustible liquids, fueling
operations, vehicle repair, welding, and any use of hazardous materials. Tanks installed for
flammable or combustible liquid storage or dispensing, either temporary or permanent, need to
be installed in accordance with the requirements of the Code and plans for the installation must
be reviewed and approved by the Fire District prior to installation.

CASE NUMBER: USR-1199
This is a request of review for 2 gravel pit sites along Hwy 119 and
west of WCR 7 . The first parcel is called the "Adam" parcel and is 23
acres located 1/2 mile north of Hwy 119 along WCR 7 . The second
parcel is the "Heaton" parcel and is 75 acres located along Boulder
Creek and south of Hwy. 119 . They propose to mine the gravel and
transport it to existing processing facilities in the area. The
surrounding property is already in the process of being mined.
The soils in the area are Bankard sandy loam and Aquolls and Aquepts,
flooded. The soils would not be considered prime farmland. These are
soils that are normally mined in this area.
They plan to do reclamation after the mining is completed. There will
be at least 1 new pond on each parcel . They plan to stockpile topsoil
for reclamation purposes . They have not submitted with this
application a plan for complete reclamation. They do not show what
there final planting plan will be .
We can see no problem with the gravel mining of the area, but we would
like to see the final reclamation plan to insure proper planting and
/J/(m//aintenance of the sites for the long-term.

RE: CASE NUMBER USR-1199 Site Specific Development Plan and Use by Special
Review
Dear Sheri,
Thank you for sending the Western Mobile application to the City for our review and
comments. The applicant proposes to add 98 acres to its Hamm Pit sand and gravel mining
operation located on either side of State Hwy. 119 at St.Vrain Creek. The proposed
expansion consists of two additional parcels: the Adam parcel which is 23 acres and located
north of the existing Hamm pit and east of the St. Vrain Creek;and the Heaton parcel which
is 75 acres and located south of State Highway 119 and east of the existing Boulder Creek
Estates pit.
Several of the City's comments pertain to our shared interest in preserving the natural
features of the St. Vrain and Boulder Creek. Because the riparian area along the Boulder
Creek and Saint Vrain Rivet contain sensitive plant and animal species,please consider
performing field surveys for Ute Ladies'-tresses Orchid and Preble's Meadow Jumping
Mouse. The City also recommends increasing mining setbacks from the riparian areas and
relocating the future conveyor away from Boulder Creek. Specifically,please consider
increasing the setback from the Saint Vrain River on the Adam parcel. Rather than
measuring the setback from the creek,we suggest the setback be measured from the riparian
area and be evaluated with respect to habitat studies for Ute Ladies'-tresses Orchid and
Preble's Meadow Jumping Mouse.
In regard to public improvements,the City is interested in providing adequate trail and road
access. The City of Longmont and Weld County have plans for a regional greenway and trail
along St. Vrain Creek. The reclamation plans submitted with this application, however,do
not indicate public access trails along the creek. If Weld County has the ability to request the

reservation an/or dedication of right-of-way for these trails as part of this review process, we
encourage you to consider it as part of your deliberations on this application. The City also
suggests that the County use this opportunity to request the reservation and/or dedication of
additional right-of-way to accommodate the future widening of Hwy. 119.
Because of our shared interest in maintaining an adequate water resource system, the City is
interested in reviewing a current agreement for augmentation,which we assume will be
included as part of the application prior to approval. We suggest the existing pond on the
Heaton parcel be augmented as a condition of permitting the remaining parcel. In regard to
the Adam parcel,plans show a currently;sealed pond and we would appreciate a copy of the
documentation stating that the liner has been tested.
