We would like to offer the following. Weld County staff and commissioners have considered the realignment and paving of Weld County Road 27.5 for at least five years. During this time, residents in the area have had the opportunity to discuss the idea with county officials. Regarding meetings on the Weld County Road 27.5 project, it has been discussed in work sessions regarding the development of both the 1995 and 1996 road work plans. These work sessions were listed on our agendas and were open to the public. This segment of Weld County Road 27.5 was considered as part of an alternative for the Western Greeley Arterial Roadway route. While the study was being conducted, the City of Greeley had five public work shops on the western corridor starting December 7, 1994, through 1995. The sign up sheet for the February 1, 1995, public work shop on this very subject shows you were present. Contrary to your statement that the commissioners distance themselves from the study, one or more commissioners were present at each meeting. Weld County Commissioners and the Greeley City Council heard three presentations on the study in joint public meetings. In addition, the County Engineer held a neighborhood meeting on the realignment and paving of Weld County Road 27.5 on December 12, 1995. Based upon the City of Greeley Resolution 83, 1995, this segment of Weld County Road 27.5 is part of the adopted Western Greeley Arterial Roadway. Copies of the resolution and the adopted Alternative C-i map are attached. David Hayes Page 2 January 4, 1996 Weld County has not adopted the City of Greeley resolution or the Western Greeley Arterial Roadway. However, the commissioners will strongly consider them in future transportation and land use planning. Much of the route for the roadway falls into the City of Greeley future growth boundaries. The period for construction of the two-mile section of Weld County Road 27.5 will be in the 1996 construction season. Details regarding the time frame for the construction of the remaining portions of the corridor are long range. We will be working with the state and the City of Greeley to plan for and complete those portions. We trust the above information answers your questions. As you are hopefully aware,the sentiment toward the project was unanimously negative. Now I have received correspondence from Mr. Scheltinga dated December 20, 1995,that the project has been directed to proceed by the commissioners and this two mile project is part of a five mile connection planned between US HWY 34 and SH 60. This two mile paving project has at NO TIME been portrayed as part of a link between 34 and 85 by the County and WE THE PEOPLE would like some answers before this five mile connector is snuck by our front doors mile by mile. The County did a fine job of distancing themselves from the City of Greeley's Western Arterial Corridor Study which did designate a corridor from West Greeley to US HWY 85. The City represented their study as only a study and any actual project(s)would be`sometime in the future' and 'not in our lifetime.' Now from where I sit, it appears the County is planning to complete a two mile section of a five mile corridor this year. • What are your intentions north and south of this two mile section? • Are you adopting the City of Greeley's resolution on a corridor route between 34 and 85 or taking a different route? • What is the time frame for further construction of this corridor? • Why didn't the County hold public meetings prior to planning this project? WHEREAS, OVER THE PAST FEW YEARS, THERE HAS BEEN INCREASED DEVELOPMENT IN THE WESTERN AREA OF GREELEY, AND WHEREAS, THERE IS A GROWING NUMBER OF VEHICLES, CURRENTLY ESTIMATED AT 3500/DAY, EXPECTED TO GROW TO 6500/DAY BY 2000, USING COUNTY ROADS AND S.H. 60 AS A SHORT CUT FROM US 34 BYPASS TO US 85, AND WHEREAS, THE CITY OF GREELEY HAS RECOGNIZED THE NEED FOR A WESTERN GREELEY ARTERIAL CONNECTION AND TO PLAN FOR FUTURE GROWTH AND TRAFFIC DEMANDS, AND WHEREAS, THE CITY OF GREELEY COMMISSIONED A STUDY IN 1994 TO MI INVESTIGATE THE FEASIBILITY OF SEVERAL ALTERNATIVE CORRIDORS IN WHICH AN ARTERIAL ROADWAY COULD BE CONSTRUCTED, AND WHEREAS, THE CITY OF GREELEY HAS CONDUCTED SEVERAL PUBLIC WORKSHOPS TO GATHER PUBLIC INPUT AND MET WITH THE WELD COUNTY COMMISSIONERS AND THE COLORADO DEPARTMENT OF TRANSPORTATION, AND WHEREAS, THE WESTERN GREELEY ARTERIAL CORRIDOR STUDY HAS BEEN COMPLETED AND A RECOMMENDED CORRIDOR HAS BEEN IDENTIFIED, AND ri WHEREAS, INTERGOVERNMENTAL AGREEMENTS BETWEEN THE CITY OF GREELEY, �f WELD COUNTY, AND THE COLORADO DEPARTMENT OF TRANSPORTATION NEED TO BE PREPARED, AND WHEREAS, THE DESIGNATION OF AN ARTERIAL ROADWAY CORRIDOR AND THE RESERVATION OF THE REQUIRED RIGHT-OF-WAY IS ESSENTIAL TO THE CONTINUED DEVELOPMENT OF GREELEY AND RESULTANT FUTURE TRAFFIC DEMANDS. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GREELEY, COLORADO: 1 . The Western Greeley Arterial Roadway route is determined to be from south to north, utilizing S.H. 60 from the intersection of S.H. 85 north to CR 271, continuing north on CR 27? to CR 54 , and continuing northwest along a new alignment connecting to S.H. 34 Bypass at 83rd Avenue. 2 . 83rd Avenue will be the City's long-range planned major arterial route passing through the City connecting with CR 27 north of Greeley which in turn connects to S.H. 392 . I i 1 3 . 71st Avenue is included in the City's long-range comprehensive plan as a minor arterial roadway between US 34 Bypass on the south and "C" Street on the north, and it will not connect to the Western Arterial Roadway between County road 54 and US 34 Bypass. 4 . The City staff is directed to proceed with discussions with CDOT, Weld County staff, and others to prepare plans and a time table for completion and to develop recommendations for intergovernmental agreements to accomplish right-of-way acquisition and construction of this route and report progress on such efforts on a regular basis. 5. The City staff is directed to continue efforts to keep residents and property owners of the areas affected by this route informed and to solicit public input as detailed plans are formulated. 6. The City staff is directed to seek inclusion of the Western Greeley Arterial Roadway Route in the North Front Range MPO Transportation Improvement Program and the 20-year Regional Transportation Plan.
