NORTHFIELD ANNEXATION IMPACT REPORT INTRODUCTION This Annexation Impact Report, which has been prepared pursuant to Section 31-12-108.5 of the Colorado Revised Statutes, is based on the Annexation Petition and General Development Plan submitted by the applicant. It is being reviewed and evaluated by the Erie Staff, Planning Commission and Board of Trustees and in conjunction with a general update of the Erie Comprehensive Plan. The Board of Trustees public hearing regarding this annexation is scheduled for October 26, 1999. PROJECT DESCRIPTION The property proposed for annexation consists of the Northfield Annexations 1 through 6 and is located as shown on the enclosed maps and described as follows: Parcel A: Within the East V2 of Section 33, Northwest of the intersection of State Highway 52 and Weld County Road 7. Parcel B: Section 4, Southwest of the intersection of State Highway 52 and Weld County Road 7. Parcel C: Within the Westerly 3/4 of Section 19, East of the intersection of County Line Road and Leon A. Wurl Parkway. Parcel D: The Southeast quarter of Section 8, Northwest of the intersection of Weld County Roads 5 and 10. The annexation is contiguous to the Town as shown on the enclosed annexation maps and described as follows: Parcels A and B: Contained within the Northfield Annexation No. 6, made possible by Northfield Annexations 3, 4 and 5 — Flag Pole Annexations of Weld County Roads 7 and 12 running north and west from their common intersection. Parcel E: Contained within the Northfield Annexation No. 2, made possible through the Reider Annexation's inclusion of Weld County Roads 7 and 12. Parcels C,D,G&H: Contained within the Northfield Annexation No. 1, made possible by way of contiguity with existing Erie town limits, south and east of Old Town. Through the series of annexations, it satisfies the 1/6 contiguity with the Town boundaries required by statute. The land proposed to be annexed is owned by Union Pacific Land Resources Corporation. The Northfield Annexation consists of approximately 2,700 acres of agricultural land spread over seven parcels as follows: Parcel A: 186.93 acres Parcel B: 615.60 acres Parcel C: 355.94 acres Parcel D: 154.06 acres Parcel E: 597.41 acres Parcel G: 627.17 acres Parcel H: 159.26 acres Northfield is predominantly a residential community incorporating a public golf course immediately east of Historic Erie, a proposed Erie Community Center immediately south of Historic Erie, schools, parks, open space, neighborhood commercial areas and a corporate center proposed in Sectior. 10 along I-25. The project will offer an extended variety of home styles and pricing (from multi-family through estate residential) utilizing a number of homebuilders. The projected build-out for Northfield is expected to take 15 to 20 years. The marketability of the site is further enhanced by the easy access to I-25 (using existing interchanges at both Weld County Road 8 and State Highway 52) and the North Denver area, including the new Denver International Airport. The land is currently zoned Agricultural by Weld County. In conjunction with the proposed annexation, the applicant has requested Planned Development (PD) zoning in general conformance with the General Development Plan presented herein. Adjacent land uses include agricultural, acreage homesites and ranchettes, the Town of Erie, Coal Creek. the Austin Industrial Park, the NOAA Atmospheric Research Center and 1-25. 3 Lad L Summary — . Gas: KN Energy Telephone: U.S. West Communications Water: The Town of Erie through current and future improvements Sanitary Sewer: The Town of Erie through current and future improvements Fire: Mountain View Fire Protection District. Police: Town of Erie Street Maint: Maintenance of roadways within the annexation will be provided by the Town after construction to Town specifications and acceptance by the Board of Trustees. Financing infrastructure construction and the provision of municipal services will be addressed in an Annexation Agreement between the applicant and the Town of Erie. The annexation agreement is not available at this time. Town of Erie development regulations require that the developer be responsible for the construction of all necessary utilities and streets both on site within the property and off-site extensions to the property. SPECIAL DISTIRCTS The area to be annexed is included within the following special districts: St. Vrain Valley School District, RE-IJ Mountain View Fire Protection District Northern Colorado Water Conservancy District and Subdistrict Tri-Area Ambulance District Weld County Library District SCHOOL DISTRICT IMPACT Based on St. Vrain School District student generation factors and design standards, Northfield will require approximately two & two thirds (2-2/3) elementary schools, 81% of one middle school and approximately 54% of one high school. The Town of Erie has entered into an IGA with the School District requiring builders to make payment to the District at the time of building permit issuance to fund school site acquisition; however, these funds are not available for construction of the schools. The Town is investigating means of assisting the School.
