RE: ACTION OF BOARD CONCERNING WAIVER OF TEN-DAY WAITING PERIOD FOR
CONSIDERATION AND INVESTIGATION OF THE ROOF REPLACEMENT (SOUTH
COUNTY SUBSTATION) - BUILDINGS AND GROUNDS DEPARTMENT
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, pursuant to Article XIV, Section 14-9 of the Weld County Home Rule Charter,
the ten-day waiting period for consideration and investigation of bids submitted must be waived by
resolution of the Board for emergency purposes, and
WHEREAS, the Department of Purchasing has requested waiver of the ten-day waiting
period for the bid for the Roof Replacement (South County Substation) for the Buildings and
Grounds Department, Bid Request No. 500095-95, due to water damage from the leaking roof, and
WHEREAS, the Board of County Commissioners deems it advisable to waive the ten-day
waiting period for said bid.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the ten-day waiting period for the bid for the for the Roof Replacement
(South County Substation) for the Buildings and Grounds Department, Bid Request No. 500095-95,
be, and hereby is, waived.
BE IT FURTHER RESOLVED by the Board that the low bid from Front Range Roofing
Systems, Inc., in the amount of $12,382.00, for the roof replacement at the South County
Substation listed on Bid Request No. 500095-95, be, and hereby is, approved.
The above and foregoing Resolution was, on motion duly made and seconded, adopted by
the following vote on the 1st day of March, A.D., 1995.

Roof at South County Complex
Subject:
BID REQUEST NO. 500095-95
The roof at the South County Complex has been leaking badly since October
1994. We have patched it several times. but this has not solved the problems
we have with the roof nor prevented it from the leaking. Also, because of
water damage the ceiling tile is now falling apart and pieces are falling on
the employees and their work area. It is my recommendation the Board of
County Commissioners consider replacement of the roof at the South County
Complex an emergency situation and initiate steps to accelerate the bidding
process.
