Executive Summary
It is very easy to lose sight of the forest through the trees during the daily execution of
environmental programs. At the local level it is particularly important, however, to keep close
contact with that long vision because that is where relevant program delivery is most crucial.
There are certainly no time or resources to waste in addressing the environmental issues we face
locally. There are nineteen programs occupying twenty staff people in the Environmental
Protection Services Division of the Weld County Health Department. The goals, objectives and
strategies in this plan were identified through numerous discussions with citizens representing
diverse interests and concerns in Weld County. In addition to input from private citizens, the
Division staff identified environmental issues and concerns with effective delivery of current
programs. This document takes all that input and outlines the functions of the Division,
identifies the long term objectives to guide the Division into the Twenty-first Century and
establishes specific strategies with immediate and short-term actions.
This document is organized into twelve areas of function. Each section begins with a broad goal
that outlines a general purpose of the Division. These twelve areas include protection and
preservation of air and water quality. Consumer protection is addressed with attention given to
disease prevention. In addition, environmental planning and future impacts from land use
practices are addressed. Finally, building capacity in local communities to address
environmental concerns is outlined.
Each of the twelve goals is followed by objectives. These are objectives that are expected to be
monitored on a regular basis. This will provide a mechanism whereby program effectiveness can
be evaluated. Also, the measurement of these objectives will provide a basis for making policy
and setting program direction. The objectives establish desired outcomes for the Year 2000 and
will mark our progress along the way. The Strategic Program Plan also provides for on going
evaluation of its goals, objectives and strategies. It is essential to collaborate with the
community on a regular basis to assure that Division programs are relevant and effective in
meeting their needs.
Finally, the Strategic Program Plan, establishes specific program activities that the Division will
complete to achieve the goals and objectives. They prescribe specific time frames or frequencies
and the responsible programs and staff. They are activities in which the Division will be
engaged during the next one to three years. With the inclusion of these practical actions, the
Strategic Program Plan provides the community, as well as Division staff, with a clear vision of
how our daily activities affect the health of the environment and the residents of Weld County.

The mission of the Weld County Health Department is to preserve, promote and protect a healthy
life and safe environment for the residents of Weld County.
Your health department is working every day to provide you with the services which prevent
disease, promote health and protect the environment in which we live. We believe that, in most
instances, you are the person best suited to make the decisions which effect the health of your
family and your community. Your health department is committed to working with you to assure
that you have the information and resources to make those decisions. Together we are working

Goals, Objectives, and Strategies
Goal One: The Division will minimize the risk and rate of transmission of foodborne
illnesses in Weld County.
Objectives:
1. By the year 2000 infections caused by Salmonella species will be reduced to no more
than 15 cases per 100,000 population.
2. By the year 2000, infections caused by Campylobacter will be reduced to no more than
50 cases per 100,000 population.
3. By the year 2000, infections caused by hepatitis A will be reduced to no more than 25
cases per 100,000 population.
4. By the year 2000, infections caused by Escherichia colt will be reduced to no more than
one case.
5. The percentage of food service establishments that employ WeldStar-trained personnel
will be greater than 25 percent.
6. The percentage of food service establishments which have implemented a Division-
approved Heard Analysis and Critical Control Point(HACCP) Program will be greater
than 25 percent.
7. The percentage of food service inspections wherein critical violations are observed will
be less than 20 percent.

which homeowners/occupants have tested for radon concentrations and that have either
been found to pose minimal risk or have modified the dwelling unit to reduce the risk to
health.
4. The percentage of odor-related air quality complaints will be less than 5 percent of total
complaints by Year 2000.

by Year 2000.
6. The percentage of chlorinated fluorocarbon (CFC) sources with critical violations will be
less than 5 percent by Year 2000.
