Effective January 1, 1997., the change would identify the hours of operation as follows : The general hours of operation for the NWSL are: October 1st through March 31st: Monday through Friday ---- 6 : 00 a.m. until 4 : 00 p.m. Saturday ---- 8:00 a.m. until 3 : 00 p.m. April 1st through September 30th: Monday through Friday ---- 6 : 00 a.m. until 4:30 p.m. Saturday ---- 8 : 00 a.m. until 4:30 p.m. The facility will generally be closed on Sundays and major holidays . Facility hours `may be extended before, during, and after a holiday to accommodate hauling companies modified schedules. Actual facility hours may also vary depending on seasonal weather conditions and other operational variables. The entrance gate is attended at all times when the facility is open to receiving solid waste. These new general hours have been developed after talking to several commercial haulers and reviewing the most common times used by non-commercial customers, taking into account the closure of the Central Weld Sanitary Landfill, and the anticipated activity of this area. With this change, we will continue to provide this enhanced service in a well managed and environmentally sound manner in order to better serve the current and future needs of our customers and community. Greeley, CO 80631 NO V.1u 1996 SUBJECT: NORTH WELD SANITARY LANDFILL USR-895 DEVLOPMENT STANDARDS & ,,C1111 r1 Dear Ms. Dunn: NWSL has recently completed construction of the Phase 1 Module 3 clay liner and leachate collection system and submitted the Construction Quality Assurance (CQA) Report to the Colorado Department of Public Health and Environment (CDPHE) and Weld County Health Department(WCHD) on November 8, 1996. Although the technical specifications for Module 3 were substantially the same as those previously approved by CDPHE and WCHD for the construction of Modules 1 and 2, we have obtained approvals from CDPHE and WCHD for specific modifications to the design of the protective/drainage layer above the clay liner for Module 3. These letters of approval from the CDPHE and WCHD dated July 10, 1996 and July 18, 1996, respectively, are enclosed for your information. The previous liner design for Modules 1 and 2 consisted of a 12 inch sand drainage layer which overlies a 3 foot thick compacted cohesive soil base liner with a maximum permeability of 1x10-7 centimeters per second (cm/sec).. The purpose for the drainage layer is to promote flow of landfill liquids to leachate collection sumps and to protect the underlying clay liner. A 12 inch thick protective layer of unspecified soil was placed above the liner on the side slopes of each of the modules to protect the underlying clay liner. These layers were initially proposed by Waste Management and accepted by Weld County as a minor change in 1991 to enhance the original approved criteria during the construction of Module 1. The revised design, as approved by the CDPHE and WCHD, employs a 6-inch drainage layer and a 6-inch protective layer. Based on the four years of experience that the site has gained in working with the previous design, we were able to demonstrate that the 6-inch layers combined with our operating practices, would continue to provide the desired performance characteristics of these layers (i.e. to • promote flow of landfill liquids and to protect the liner). In accordance with Section 34 of the approved Certificate of Designation Development Standards for the North Weld Sanitary Landfill, Waste Management Disposal Services of Colorado Inc., hereby files the following minor change with the Weld County Department of Planning Services: • Modify the thickness of the sand drainage layer overlying the clay liner and the protective layer placed on the side slopes from 12 inches to 6 inches at NWSL. These documents were received with your letter of February 27, 1996. As noted in your letter, the design and construction of Phase 1 Module 3 does not differ greatly from that of earlier Modules, with the exception of the reduction in thickness of the protective soil and leachate drainage layers. In addition, you have requested a waiver from the requirement of the Solid Waste Regulations that leachate he transported through the leachate collection and removal system within twelve (12) months (Section 3.2.5 (D)(1)). Based on the information provided and current accepted practice at similar facilities, the Division hereby approves the reduction in thickness of the protective soil and leachate collection layers from 12 inches each to 6 inches each. As we discussed over the telephone on July 9, 1996, there is some concern with providing adequate protection from the elements for liner-in areas that will not be covered with waste in the near future. Specifically, we were concerned with the north liner slope, which under current operational practices, may not be completely covered with waste for some time. As agreed to in our conversation, NWSL staff will use a filling sequence that will provide waste cover over the entire liner as soon as possible. We agree with this approach. As a condition to this approval, we further request that any liner areas that are not covered with waste, and that may have been damaged due to erosion, freeze-thaw cycles, or desiccation, he tested for permeability prior to waste placement. Mr. Bill Hedberg Mr. Alan Scheere July 10, 1996 • Page 2 With regard to the request for a waiver from the requirements of Section 3.2.5 (D)(1), the Division is currently requiring all new facilities to comply with the leachate transport time standard. In the case of Module 1 at NWSL, the leachate collection and recovery system had previously been approved under past regulatory requirements, and the LCRS is substantially complete. Specifically, LCRS under Modules 1 and 2 of Phase 1 is already in place and functioning. We feel that there would he marginal environmental gain in requiring that the Phase 1 LCRS he redesigned or enhanced at this stage of development. Because of these unique circumstances, the Division hereby approves the requested waiver from the requirements of Section 3.2.5 (D)(1). It should he noted, however, that future Phases at the facility will be required to meet this demonstration, and this should he taken into consideration during development of these new Plusses. As you are aware, the Division is required to bill for. its review of technical submittals, pursuant to CRS 30-20-109 (2) (b). We are enclosing ,a copy of the brief project outline we used in our recent meeting, along with a conceptual plan for the possible layout of the hauling division operation on the buffer property north of the North Weld Sanitary Landfill (NWSL) . The NWSL is located on rigacres approved for operation as a Solid Waste DisposalSite and Facility, pursuant to Use by Special Review uS3+ s'9' In addition, the County Commissioners have granted a Certificate of Designation pursuant to 30-20-112 Colorado Revised Statutes, as amended. Waste Management also owns 320 acres (buffer property) contiguous to the north and east of the permitted property. A large soil stockpile is permitted on the buffer property 300 feet wide, adjacent to the north side of the NWSL. Our landscaping berm along south and south-east portions of the landfill also extends onto the buffer property. The remainder of this property has been maintained in agricultural production in the same manner as prior to Waste Management's acquisition of the property. This consolidation would replace the current Ft. Collins and Greeley bases of operation. These activities collectively include: administration and customer service, vehicle maintenance, solid waste hauling and container storage, Port-0-let delivery and limited storage, paint booth operations, and vehicle parking (commercial, employee, and customer) . The concept includes locating WMNC onto approximately 35 acres of the buffer property located north of the existing stockpiles, to be accessed from Weld County Road (WCR) 25. For initial planning purposes, a 10, 0O0 square foot truck maintenance shop, consisting of approximately 6 bays, along with another 6,000 square foot container maintenance shop would be placed furthest from WCR 25. Closest to the road would be an 8,000 square foot administrative office. The area behind these shops would be utilized for the other activities such as truck parking and temporary container storage. This lay-out will effectively screen the more sensitive operations from area residents to minimize any potential impact. In addition, the shops and the office will be separated to alleviate problems that arise when these facilities are combined. The facilities are anticipated to accommodate 70-75 employees and 25-30 hauling vehicles. This project will also address: landscaping, facility lay-out, fueling station, wash bay, utilities (electrical, water, sewer, and telephone) , physical property constraints such as easements, required permits, and possible neighbor concerns. In accordance with Section 34 of the approved Certificate of Designation Development Standards for the North Weld Sanitary Landfill, Waste Management Disposal Services of Colorado, Inc. (formerly known as Waste Services Corporation) hereby files the following minor changes with the Weld County Department of Planning Services in regard to Standard No. 11 b. and c. : Development Standard No. 11 b. : As Originally Approved: ■ The working face shall be enclosed on three sides with a minimum 15-foot screen while accepting waste. A five- foot fence shall enclose the cell containing the working face. A six-foot fence shall be placed along the property lines of the 170-acre parcel. As Filed With Minor Change: ■ The 'facility shall place portable wind screens in the vicinity of the working face to assist in the management of wind-blown debris. A minimum five foot fence shall. enclose the module containing the working face. Area fencing is also to be used around the property to assist in the management of windblown debris. A minimum six foot fence shall surround the 170-acre parcel. The working face shall be reduced to a size that eliminates trash escaping from the screen. As Filed With Minor Change: ■ During windy periods not defined as high winds according to State Health Regulations, the size of the working face shall be reduced to minimize windblown debris from escaping the portable windscreens and temporary fencing protection around and within the active module. All reasonable protection will be taken to retain any windblown debris within the active module. We are committed to operating the North Weld Sanitary Landfill to minimize nuisance conditions such as windblown debris, consistent with our Weld County Development Standards, the Colorado Solid Waste Regulations, and our desire to maintain good neighbor relations.
