TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Community Development Block
Grants Program Application from the County of Weld, State of Colorado, by and through the
Board of County Commissioners of Weld County, on behalf of the community of Wattenburg, to
the State of Colorado, Department of Local Affairs, with terms and conditions being as stated in
said application, and
WHEREAS, after review, the Board deems it advisable to approve said application, a
copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Community Development Block Grants Program Application
from the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the community of Wattenburg, to the State of
Colorado, Department of Local Affairs, be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said application.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 24th day of March, A.D., 1997.

The following business was transacted:
I hereby certify that pursuant to a notice dated March 10, 1997, and duly published March 13, 1997,
in the South Weld Sun, a public hearing was conducted to consider a Community Development
Block Grant (CDBG) Application for installation of a disinfection water system for the Community
of Wattenburg. Donald Warden, Director of Finance and Administration, made this a matter of
record and explained the request is for $25,000 for the installation of said system and 100 percent
of the funds would benefit low and moderate income persons. Mr. Warden also noted the Board
of County Commissioners is the applicant, on behalf of the homeowners association in Wattenburg,
and explained the application was submitted under the Energy Impact Program, at which time he
was told to request it under the CDBG Program. No public testimony was offered concerning this
matter. Commissioner Hall moved to approve the CDBG Application for installation of a
disinfection water system for the community of Wattenburg, based on the recommendations of the
Director of Finance and Administration, and authorize the Chair to sign. The motion was seconded
by Commissioner Kirkmeyer, and it carried unanimously.

The project consists of the construction of a disinfection room and acquisition
of disinfection equipment for a portable water supply for the community of
Wattenburg.
The disinfection system is badly needed to safeguard the health of the entire
community. The State Health Department has determined that the current system
is inadequate and not in compliance with current codes and regulations. The
State Health Deparment had mandated that a new disinfection room and equipment be
installed. Community association does not have funds to do the project.

1. Why is the project needed? What are the specific goals of the project?
The disinfection room is inadequate and out of code. The state has mandated that
a new disinfectionroom be built. The community does not have the necessary funds
to complete the project.

What additional design work must still be completed? Use the "Physical Improvements Cost Estimate
Worksheet" attached at the end of this section, for projects involving structures other than single-family
housing.)
Cost for building are from construction estimates from three vendors. Costs for
the equipment estimates come from various vendors that supply the required
equipment.

No labor is anticipated with equipment and pre—fab building.

Operator of the water plant will supervise the project and installation of the
equipment. Estimated value $2,000.

The non-profit homeowners association is comprised of low-income families
without personal or district resources to complete this project locally.

Census data including Wattenburg indicates 100% area wide benefit is low to moderate
income households.

The entire community of Wattenburg uses the water system. As a result all residents
of the community benefit and are low to moderate income households. Therefore,
no local selection process was necessary.

PUBLIC NOTICE AND NOTICE OF PUBLIC HEARING

The County of Weld plans to submit a Community Development Block Grant (CDBG)
application to the State of Colorado, Office of Business Development. CDBG funds are
intended to provide decent housing, suitable living environments and economic opportunities,
principally for low and moderate income persons through rehabilitation and preservation,
economic/job development and public facility improvements. It is estimated that over
$10,917,000 will be available statewide for the "Small Cities" CDBG program. Approximately
one-third of the appropriation will be available for economic development projects.
The application being considered would request $25,000 for the installation of a
disinfection water system for the community of Wattenburg. It is estimated that approximately
100% of the funds would benefit low and moderate income persons. Permanent involuntary
displacement of neighborhood persons or businesses is not anticipated. Should it later become
necessary to consider such displacement, alternatives will be examined to minimize the
displacement. If no feasible alternatives exist, required/reasonable benefits will be provided to
those displaced to mitigate adverse effects and hardships. Any low and moderate income
housing which is demolished or converted will be replaced.
A public hearing will be held at 9:00 a.m. on Monday, March 24, 1997, in the First Floor
Hearing Room, Weld County Centennial Complex, 915 10th Street, Greeley, Colorado, to
obtain citizen views and to respond to proposals and questions related to:
• the proposed CDBG application for installation of a disinfection water
system for the community of Wattenburg.
• Community development and housing needs, including the needs of low
and moderate income persons, as well as other needs in the community
that might be addressed through the CDBG program.
• The performance of the County of Weld in carrying out its community
development responsibilities.
Written comments are also welcome and must be received by March 24, 1997, at 9:00
a.m. in the Clerk to the Board's Office, 915 10th Street, Greeley, Colorado. Oral and written
comments will be considered in deciding whether to submit an application for the proposed
project. Written summary information will be available in the Clerk to the Board's Office, Room
317, 915 10th Street, Greeley, Colorado, on March 10, 1997, until March 24, 1997, at which
time a CDBG application shall be submitted to the state. Information on the application and
request for financial assistance will be available for public review at 915 10th Street, Room 317,
Greeley, Colorado, after March 24, 1997.
Information and records regarding Weld County's proposed and past use of CDBG
funds are available in Room 317, 915 10th Street, Greeley, Colorado, during regular office
