HomeMy WebLinkAbout970541.tiffRESOLUTION RE: APPROVE COMMUNITY DEVELOPMENT BLOCK GRANTS PROGRAM APPLICATION TO DEPARTMENT OF LOCAL AFFAIRS AND AUTHORIZE CHAIR TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Community Development Block Grants Program Application from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the community of Wattenburg, to the State of Colorado, Department of Local Affairs, with terms and conditions being as stated in said application, and WHEREAS, after review, the Board deems it advisable to approve said application, a copy of which is attached hereto and incorporated herein by reference. Warden The following business was transacted: I hereby certify that pursuant to a notice dated March 10, 1997, and duly published March 13, 1997, in the South Weld Sun, a public hearing was conducted to consider a Community Development Block Grant (CDBG) Application for installation of a disinfection water system for the Community of Wattenburg. Donald Warden, Director of Finance and Administration, made this a matter of record and explained the request is for $25,000 for the installation of said system and 100 percent of the funds would benefit low and moderate income persons. Mr. Warden also noted the Board of County Commissioners is the applicant, on behalf of the homeowners association in Wattenburg, and explained the application was submitted under the Energy Impact Program, at which time he was told to request it under the CDBG Program. No public testimony was offered concerning this matter. Commissioner Hall moved to approve the CDBG Application for installation of a disinfection water system for the community of Wattenburg, based on the recommendations of the Director of Finance and Administration, and authorize the Chair to sign. The state has mandated that a new disinfectionroom be built. The community does not have the necessary funds to complete the project. 2. How were the cost estimates arrived at? Have preliminary architectural/engineering studies been completed? What additional design work must still be completed? Use the "Physical Improvements Cost Estimate Worksheet" attached at the end of this section, for projects involving structures other than single-family housing.) Cost for building are from construction estimates from three vendors. Costs for the equipment estimates come from various vendors that supply the required equipment. CDBG funds are intended to provide decent housing, suitable living environments and economic opportunities, principally for low and moderate income persons through rehabilitation and preservation, economic/job development and public facility improvements. It is estimated that over $10,917,000 will be available statewide for the "Small Cities" CDBG program. Approximately one-third of the appropriation will be available for economic development projects. The application being considered would request $25,000 for the installation of a disinfection water system for the community of Wattenburg. It is estimated that approximately 100% of the funds would benefit low and moderate income persons. Permanent involuntary displacement of neighborhood persons or businesses is not anticipated. Should it later become necessary to consider such displacement, alternatives will be examined to minimize the displacement. If no feasible alternatives exist, required/reasonable benefits will be provided to those displaced to mitigate adverse effects and hardships. Any low and moderate income housing which is demolished or converted will be replaced.
