HomeMy WebLinkAbout960245 RESOLUTION RE: APPROVE PROPOSAL FOR RECONNAISSANCE LEVEL FLOOD MITIGATION FOR WATTENBURG AND AUTHORIZE CHAIR TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Proposal for a Reconnaissance Level Flood Mitigation for Wattenburg between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Weld County Office of Emergency Management, and Kistner and Associates, with terms and conditions being as stated in said proposal, and WHEREAS, after review, the Board deems it advisable to approve said proposal, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Proposal for a Reconnaissance Level Flood Mitigation for Wattenburg between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Weld County Office of Emergency Management, and Kistner and Associates be, and hereby is, approved. BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to sign said proposal. The above and foregoing Resolution was, on motion duly made and seconded, adopted by the following vote on the 26th day of February, A.D., 1996. H..rrrWebster ,l 960245 fi : cM EM0006 KISTNER 8t ASSOCIATES Mitigation -Recovery Consultants Proposal for a Reconnaissance Level Flood Mitigation Plan for Wattenburg December 15, 1995 Scope of Work: Kistner and Associates (Consultant) will prepare a "Reconnaissance Level Flood Mitigation Plan for Wattenburg" (unincorporated Weld County) and the Weld County Office of Emergency Management (Client). The Plan will provide residents with a plan-of-action to reduce (mitigate) some of the flooding that has affected their homes and property in past years. The plan will identify: El historical flood information; EL structures at risk, including depth of flooding, through a flood hazard mitigation survey; H reasonable mitigation measures that residents can use to reduce future damage to their homes and property; a flood warning system that residents can use to receive a warning and then prepare for possible flooding; H who to call in an emergency for assistance;and Ed recommendations and agencies (county, state, federal, and private) where Wattenburg residents might obtain additional assistance. Tasks in Project: Task 1 Consultant will obtain flood and community information from several sources such as: (1)Colorado Office of Emergency Management, (2) Colorado Water Conservation Board, (3) Federal Emergency Management Agency (FEMA) National Flood Insurance Program, (4) Omaha District US Army Corps of Engineers, (5) Natural Resources Conservation Service (formerly SCS), (6) Colorado Geological Survey, (7) Weld County Historical Society, and (8) Local newspaper accounts local and Denver Post. 9 hours @$35 $ 315 Task 2 Consultant will interview residents of Wattenburg to obtain flooding information. So far, four residents have signed up for interviews. These interviews will be conducted at the residents convenience (evening and Saturday if necessary). 8 hours @$35 280 Task 3 Consultant will identify and obtain maps of the Wattenburg area such as topographic maps with from two to ten ft. contour interval elevations. Sources of this information: (1)Weld County Planning Department, (2) Weld County Engineering Department, (3) highway Department for elevations on nearby roads. 4 hours @$35 140 750 South Kline Way, Lakewood, Colorado 80226 -Office(303) 985-1837-FAX 985-1186-rkist750aoLcorn 2 960245 Mr.Ed Herring December 15,1995 Flood Mitigation Plan for Wattenburg • Task 4 Consultant will conduct a "Survey for Flood Hazard Mitigation" of all structures in Wattenburg. This will include (1) Building Location by map site, (2) Building Description (length, width, square ft. slab on grade, basement, elevated, and type of construction), (3) Floodplain information (where building is located in reference to floodplain), (4) Elevation of ground near building, elevation of lowest floor, and elevation of 10O-year flood at property. This will identify structure at risk from flooding and what mitigation measures may be accomplished at each structure. 8 hours @$35 280 Task 5 Consultant, along with mitigation team, will conduct a "Flood Mitigation Workshop"for residents of Wattenburg. Workshop will be designed to answer questions on floodproofing of structures, flood warning system - information, and will provide a Weld County Booklet on Flood Mitigation. 8 hours @$35 280 Task 6 Consultant, assisted by mitigation team, will research information on the best economical flood warning system for Wattenburg residents. The National Weather Service will assist in training volunteers on how to read "Staff Gauges" in nearby flood channels. 4 hours @ $35 140 Task 7 Consultant, assisted by mitigation team, will prepare a "Reconnaissance Level Flood Mitigation Plan for Wattenburg." This plan will contain recommendations for Weld County, Wattenburg residents, and others to mitigate flood problems in the unincorporated Town of Wattenburg.
