Dear Todd:
Thank you for taking the time to review the Special Use Permit Application on the Twin
Mounds 5.0 MG Water Tank project. We have included 20 copies and the original of the
completed application and required attachments per your requirements. Following is the
information required by the Use by Special Review Questionnaire.
1. Little Thompson Water District (the District) is proposing the construction of a
5.0 million-gallon ground level, steel, water storage tank to be located adjacent to
the existing 2.0 million-gallon water storage tank on the Twin Mound site. The
proposed tank measures 185 feet in diameter and 32 feet tall (same height as
existing tank). At the time that the original tank was approved, the plan also
showed a future 2.0 million-gallon tank just to the south. Because of increased
demand, the District now requires a 5.0 million-gallon tank on the site.
It is possible that in the future a part of the site may house a multi-use tower. The
relative elevation of the site makes it good tower site and in light of the fact that a
tank is already on the sight allowing a tower would be a consolidation of uses.
The District is also requesting approval for this use at this time.
2 & 3. In reviewing the County's Comprehensive Plan, it is clear the proposed tank will
conform to the plan and, in many areas, be a benefit to the area. The access to the
tank from an established county road does not create any additional infrastructure
to be maintained by the County. Additional police protection, at a cost to the
County taxpayers, would not be necessary, as the tank would not attract activities
associated with crime.
The tank does not, in any way, interfere with air or water quality or create an
impact on noise pollution. By not constructing a fence around the property, the
site also remains largely as is and does not deter the migration of wildlife. In
many ways, the construction of the tank benefits the County and, in no way,
deters from the goals set by the Comprehensive Plan. It, therefore, remains
consistent with the Comprehensive Plan.

4. The proposed tank site is currently under agricultural use (as are the surrounding
properties) for several miles in all directions.
5. As the proposed tank will be for potable water storage, there will be no
employees, patrons, members, or buyers to speak of. This use will not generate
daily trips by customers to purchase products.
Periodic maintenance of the facility will be the only generator or employee trips
to the site. Hours of operation will primarily facilitate visits during the day.
However, this would not rule out a weekend or evening trip should this be
required.
The water source will come from the District. The District will be constructing a
twenty-four inch water transmission line from county Road 60.
Vehicular traffic to and from the tank would be limited to service pickups
weighing approximately 3,500 lbs. and an occasional larger, single-axle truck for
service work on the tank. Service pickups may average two to three trips per
week on a busy week. The existing access road will be relocated to the east to
accommodate the new tank.
There will be no sewage facilities provided on the site, as there will be no
permanent employees assigned to this facility.
A fire hydrant will be placed at the base of the tank for the purpose of draining the
tank and providing fire protection. In the event a leak occurs, any runoff would
be collected by the borrow ditch alongside the access road.
There will be no waste, stockpiling, or storage areas associated with the tank site.
6. The District will landscape the site following construction of the tank. Disturbed
areas will be seeded with native grasses. A proposed planting plan is shown on
the plan map. The trees will be evergreens and grouped in such a way as to break
up the landscape and soften the visual impact of the tank. During construction,
standard erosion and sediment control measures will be used. These may include
the use of hay bales and silt fences.
7. The tank is proposed to be in service for many years. In the foreseeable future,
the tank will remain in service to the District. Therefore, a reclamation plan is
not applicable given the predicted longevity of the required use of the tank.
8. The tank site will not require any development of the property to speak of and will
leave the site in the same condition after construction. Therefore, no stormwater
retention facilities will be proposed. With the construction of the tank, the natural

imperviousness of the drainage basin will not be changed significantly and,
therefore, will not generate any noticeable difference in runoff.
9. The proposed construction schedule allows 3 months to construct the tank and 2
months to paint the tank. Given a starting time of August 1998 and some
wintertime construction limitations the tank should be completed by spring 1998.
The seeding will be done at the end of construction and the trees will be planted
shortly thereafter.
10. There will be no debris, trash, or other wastes associated with the proposed use.
The contractor will be required to dispose of any trash associated with the
construction activity prior to final acceptance.
The following information is also provided:
The site was selected primarily because of its elevation to provide adequate water
pressure in the area.
As previously stated, the construction of a tank will not attract any activities which would
jeopardize the safety and welfare of the inhabitants of the neighborhood or the County.
The quality of construction will also insure against any catastrophic disaster associated
with the collapse of the structure or any flooding in the event the tank ruptures.
The site is not located within a floodplain, geologic hazard, or the Weld County Airport
Overlay District nor is it subject to the Weld County Section Fifty.
Water supply is not a problem as studies have been done by our office to insure adequate
water supply is available to fill and properly operate the tank.
We have enclosed a copy of the soils investigation performed by a registered professional
engineer. The soils investigation and analysis were necessary for the design of the
concrete foundation for the tank.
