RE: SITE SPECIFIC DEVELOPMENT PLAN AND SPECIAL REVIEW PERMIT #1137 FOR A
PRIVATE AIRSTRIP IN THE A (AGRICULTURAL) ZONE DISTRICT - PIERRE BEAUGH
A public hearing was conducted on January 15, 1997, at 10:00 a.m., with the following present:

Commissioner W. H. Webster

Planning Department representative, Chris Goranson
The following business was transacted:
I hereby certify that pursuant to a notice dated December 18, 1996, and duly published January 2,
1997, in the South Weld Sun, a public hearing was conducted to consider the request of Pierre
Beaugh for a Site Specific Development Plan and Special Review Permit for a private airstrip in the
A (Agricultural) Zone District. Lee Morrison, Assistant County Attorney, made this a matter of
record. Chris Goranson, Planning Department representative, presented a brief summary of the
proposal indicating this airstrip is for the applicant's personal use only. He noted one letter of
objection from a surrounding property owner was received and the fire protection district had
concerns; however, the applicant has met with both and addressed the issues. Mr. Goranson
entered the favorable recommendation of the Planning Commission into the record as written.
Pierre Beaugh, applicant, was present and confirmed he has met with the fire district and
addressed all concerns; the runway will not interfere with the gas companies; and the FAA (Federal
Aviation Administration) form has been filed for 60 days. He clarified the FAA may take 90 days
for approval and he cannot use the runway prior to such approval. Responding to questions from
the Board, Mr. Beaugh stated the powerlines will not interfere with take -off and landing and
discussed the surrounding property owners and other nearby airstrips, with which he anticipates
no problems. He agreed with all Conditions of Approval and Development Standards. Mr.
Goranson noted Conditions of Approval #1, #3, and #4 address all referral concerns and confirmed
staff will not record the plat until all Conditions of Approval are met. Commissioner Kirkmeyer
noted the Planning Commission's minutes reflect a four -to -three vote on this matter; however, the
resolution reflects passage was unanimous. Mr. Goranson clarified the minutes are correct and
a corrected resolution will be submitted, Exhibit B. No public testimony was offered concerning this
matter. Commissioner Kirkmeyer moved to approve the request of Pierre Beaugh for a Site
Specific Development Plan and Special Review Permit for a private airstrip in the A (Agricultural)
Zone District, based on the recommendations of the Planning staff and the Planning Commission,
with the Conditions of Approval and Development Standards as entered into the record, including
the additional language regarding "Prior to recording the plat " The motion was seconded by
Commissioner Webster, and it carried unanimously.
