The Public Works Department is aware of the problems with this road and is planning action to improve conditions on this segment of roadway. A traffic count was taken recently which shows average daily traffic of approximately 137 vehicles. The Department plans to rework this roadway starting in early October. They intend to add a cohesive binder to the subgrade and regravel the road with crushed rock. We believe this procedure will improve the condition of the roadway for the traveling public. The conditions and maintenance of this county road are dangerous and compromising to our health and well being. Weld County Road 68 extending from the pavement to WCR 83 has several unacceptable ambient factors. There are numerous areas where very large pot or sink holes exist. These large holes can and have caused auto and tire damage. The sides of the road are notably soft and do not adequately support the weight of some vehicles. This is extremely dangerous when encountering on-coining traffic--most notably, semi tractor rigs transporting agricultural products. For obvious reasons,these trucks stay away from the sides forcing the smaller vehicles onto the soft and unstable roadside. This is extremely dangerous. Additionally, a long stretch of road exists where two types of road base have been used. One road base is solid while the other is soft. The soft has been graded down which gives the effect of riding a roller coaster. There are also several areas of the road that appear to have little, if any, road base. It is possible that this is due to excessive depth while grade. However, these areas have filled with very fine dirt so that controlling small cars can be extremely difficult. The "grabbing-the-wheel" effect occurs causing the vehicle to swerve or tilt. We realize that dirt roads inherently have some problems. However,comparing the condition of WCR 68 to other county roads is incongruous. The road conditions identified above are hazardous at lawful speeds. Obviously, the problems are compounded at higher speeds. Additionally, the severity of the problems is exacerbated when driving smaller vehicles. As Weld County citizens,we respectfully request corrective action. We believe the unacceptable conditions can be remedied through corrective construction and appropriate maintenance. We invite you to contact any of us to further investigate these claims. He stated that they are not dumping along the roadway, but that they are using that route to access sites on the south and north sides of WCR 74. He stated that the road is usually rough and full of potholes, however the road grader had worked the road in the last several days, and the road was in better condition now. He was also concerned that the truck drivers were driving at excessive speeds, and there were odors from the land application process. I inspected the sites and found that land application was taking place today. I met one truck at the entrance to the site, so I could not evaluate the speed of the truck. Odors are exempt from regulation for this particular activity. WCR 74 was in better condition than I have seen on previous occasions, with no potholes observed, and relatively few washboard areas. I called Liquid Waste Management regarding the complaint. They are not applying anywhere along WCR 68. They are applying waste from the Lone Tree Creek Wastewater Treatment Plant to the previously mentioned sites only, and to no other sites. The land application of this material is exempt from permit requirements. Hello
