Dear Mr. and Mrs. Sauter,
As promised in our conversation last week concerning the possibility of a noncompliance issue on the Eaton
Grove Nursery site(USR-675)5 I had the opportunity to visit the site on January 15, 1999. During this site visit
I did observe the construction of two green houses. I also went into the washing machine building
constructed in 1996 under permit number BC-9600223. The washing machine building was expanded in 1998
with permit # BC-9800055. In order to expand the washing machine building, two of the then present
greenhouses, delimited as greenhouses 13& 14 on the mylar, had to be moved. It is these two greenhouses
which have recently been reconstructed on the site with the appropriate building permits.
After conducting my own field inspection, I do concur with the final analysis as stated in Mr. Ballstadt's
December 13, 1998 letter. Based on the information on the recorded plat, (book #1073 and reception
#02014129, recorded 6-20-98), two buildings are delineated and identified as buildings 13 &14. . It is the
opinion of the Department of Planning Services, that the relocation of these buildings does not cause a
substantial change to the USR.
I understand your concern for furture develovelpment on this site without a modification to the USR Permit.
As stated in Mr. Ballstadt's letter, the Department Of Planning Services has indicated to the property owner
that any future development activity on the site will constitute a substantial change to USR-675. Finally, the
Department of Planning Services, would like to stress that it is imperative that neighbors get along in order
to preserve a harmonious county. We recommend that Eaton Nursery take advantage of all opportunities
to lessen the impacts of USR-675 on the surrounding property owners.
The Department of Planning Services would like to make ourselves available to discuss possible solutions
