Dear Mr. Hinson:
Citizens in southern Weld County have been severely impacted by air traffic noise
from Denver International Airport since it opened one year ago. Lawrence Parrent of
Denver TRACON announced that DIA would be sending the noisiest planes to the
north to alleviate problems for areas south of the airport. This action will further
intensify our problem.

We wrote a letter of protest to Mr. Parrent on March 13, 1996. Mr. Parrent replied
in a letter dated March 29, 1996, that these actions are a result of the efforts to
contain aircraft within the Final Environmental Impact Statement (FIES) 65 LDN
contour to eliminate violations of their Intergovernmental Agreement (IGA) with the
City and County of Denver and Adams County. Unfortunately, Weld County was
never included in developing the FIES. Mr. Parrent, however, does indicate in the
same letter that the FAA will ". . . explore avenues to mitigate aircraft noise in
communities surrounding the DR and Denver area."
The Weld County Commissioners are encouraged by Mr. Parrent's commitment to
solve problems outside the FIES and IGA areas. The Elbert County Board of
Commissioners recommended in a letter to you dated March 26, 1996, that you raise
the altitude ceiling for DIA from 12,000 to 17,000 feet.

We agree that this would provide an added noise buffer that would benefit all
adjacent communities and counties. Therefore, we join the Commissioners of Elbert
County in this recommendation.

the Denver Approach Area the could help alleviate noise

Ref: Denver Terminal Area Flight Control Area
Dear Sir:
The Elbert County Board of Commissioners respectfully request that the Federal Aviation Agency(FAA)
take immediate action to increase the airspace within which The Denver Terminal Area (Denver Approach
Control) must operate. It is our understanding that the area still operates with a ceiling of approximately
12,000 feet mean sea level(M.S.L.)and this is the same ceiling as all of the other terminal areas within the
United States. Denver,at an elavtion above 5,000 feet m.s.L,with mountains to the West,obviously has only
about half as much airspace to work with,within the same radius,as other major airports. This forces
terminal traffic control to keep departures and arrivals at lower above terrain altitudes. We believe this has
an extremely detrimental effect upon Elbert County and the other affected Counties residents.
If the FAA would make better use of the altitude above,the atmosphere below would improve significantly.
We can assure you that failure on the FAA's part to do everything within its power to mitigate the noise
problems around Denver International Airport(DIA)will insure that the counties citizens and their
governments will not let the matter die.
The ceiling for the terminal area should be raised to no less than 17,000 m.s.L Please do whatever else is
necessary to give the terminal area the ability to mitigate the noise problem.

At a regular meeting of the Board of County Commissioners for
Elbert County, State of Colorado, held at the Courthouse in
Kiowa on Wednesday, the 6th day of March A.D. 1996, there
were present :

When the following proceedings , among others were had and
done, to wit:
RESOLUTION 96-26
DIA FLIGHT PATTERNS
WHEREAS, Denver International Airport was planned and
constructed without adequate environmental and air traffic
control planning; and
WHEREAS , Counties and Groups of Citizens (CAANES) have
negotiated changes to air traffic controls system in Denver;
and
WHEREAS, further changes are needed to the air traffic
control system to alleviate noise problems in Elbert County
and other counties .
BE IT THEREFORE RESOLVED, the Board of Elbert County
Commissioners commend the involved Counties, CAANES and the
FAA for the improvements to date and recommend that the
altitude ceiling of the Denver Approach Control be raised to
17, 000 feet MSL.
Upon a motion duly made and seconded, the foregoing
resolution was adopted by the ollowing vote:
