HomeMy WebLinkAbout971215.tiffRESOLUTION RE: ACTION OF BOARD OF COUNTY COMMISSIONERS CONCERNING SITE APPLICATION OF TOWN OF AULT AND AUTHORIZE CHAIR TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has received a site application from the Town of Ault, c/o Ketterling, Butherus and Norton Engineers, 820 8th Street, Greeley, Colorado 80631, concerning minor improvements to its wastewater treatment plant located on the following described parcel of land, to -wit: NW% SW% of Section 13, Township 7 North, Range 66 West of the 6th P.M., Weld County, Colorado WHEREAS, site application world not normally be required for the minor improvements to improve operations and aid treatment efficiency; however, records on file at the Colorado Department of Public Health and Environment indicate a site application was never conducted for this facility, and WHEREAS, the regulations for site applications for improvements to a wastewater treatment plant require review of the site application by the Board of County Commissioners, and further, that various local and state agencies be given the opportunity to review and comment on said revised site application, and WHEREAS, the site application from the Town of Ault was submitted to the Board of County Commissioners of Weld County for review and comment, a copy of said application being attached hereto and incorporated herein by reference, and WHEREAS, after study and review, the Board finds that it is in the best interest of Weld County to recommend approval of said application for the following reasons: 1. The improvements will enrich operations and aid treatment efficiency. 2. The North Front Range Water Quality Planning Association has preliminarily reviewed the site application, has no conflict with it, and has scheduled it to be considered by the 208 Water Committee on June 19, 1997. 3. In making this determination, the Division requires each applicant for a site approval for a domestic wastewater treatment works to supply an engineering report describing the project anc showing the applicant's capabilities to manage and operate the faility over the life of the project to determine the potential adverse impacts on water quality. The report shall be considered the culmination of the planning process and as a minimum shall address the following: Service area definition including existing population and population -projections, flow/loading projections, and relationship to other water and wastewater treatment plants in the area. Proposed effluent limitations as developed in coordination with the Planning and Standards Section of the Division. (Allow minimum four weeks processing time.) Analysis of existing facilities including performance of those facilities. Analysis of treatment alternatives considered. Flood plain and natural hazard analysis. Detailed description of selected alternatives including legal description of the site, treatment system description, design capacities, and operational staffing needs. Legal arrangements showing control of site for the project life. Institutional arrangements such as contract and/or covenant terms for all users which will be finalized to accomplished acceptable waste treatment. Management capabilities for controlling the wastewater throughout and treatment within the capacity limitations of the proposed treatment works, i.e., user contracts, operating agreements, pretreatment requirements. Financial system which has been developed to provide for necessary capital and continued operation, maintenance, and replacement through the life of the project. As a result of these proposed improvements, the Colorado Department of Health is requesting that the town submit an application for site approval. Butherus, PE 971215 INTRODUCTION The Town of Ault, Colorado is planning minor improvements to its wastewater treatment plant to correct operational problems and aid treatment efficiency. Since the town has never applied for site approval, the Colorado Department of Health has requested that they submit a site application permit. This report will provide information necessary to fulfill the engineering report criteria necessary for the site application. Each item required, as described in Section 2.2.4.(3)(c) of the Procedural Regulations For Site Applications For Domestic Treatment Works will be addressed in this report. Section 2.2.4.(3)(c)(i) The service area boundary for the town is shown on Exhibit 1 included with this report. The current population of Ault is approximately 1,260 people. A population projection by KLH Engineering Group in a 1995 report projected a population of 1,371 people in the year 2015. A copy of the graph indicating this projection is included with this report and is labeled Exhibit 2. Current flows to the plant average 93,000 gallon per day. This equates to 74 gallons per capita per day. The plant capacity is estimated at 148,250 gallons per day. Current BOD5 loading averaged 175 lbs/day in 1996 and projected loadings are 279 lbs/day at design capacity. The Ault treatment plant is located approximately 1/2 mile south of Highway 14 on Weld County Road 35. The Town's of Pierce (located approximately four miles north of Ault) and Eaton (located approximated four miles south of Ault) both have their own treatment plants. These are the closest treatment facilities to Ault. Section 2.2.4.(3)(c)(ii) The Town of Ault is operating its plant under a groundwater discharge permit. The permit contains compliance limits at two down gradient on -site wells (050B and 050C). The compliance limitations according the discharge permit at these wells are as follows: BOD5, mg/1 TSS, mg/I Total Coliform, no/100 ml pH, s.u. Nitrate plus Nitrite, mg/I as N Chloride, mg/I Sulfate, mg/1 30/45 Report 1 6.5-8.5 10 250 250 971215 Section 2.2.4.(3)(c)(iii) Treatment of wastewater from the Town of Ault is accomplished with rapid infiltration land application preceded by a primary treatment lagoon. This is most likely not what the designer had in mind, but is how the plant has operated since it was upgraded in the early 1970's. The existing plant layout is shown on Exhibit 3. Our review of test results indicates that the plant, as currently operating, is doing an adequate job of treating the waste stream. As mentioned earlier the town has two on -site compliance wills down gradient of the infiltration basin. The town also has an on -site up gradient will (050A). Nitrate (N) plus Nitrite (N) levels in the down gradient wells have been consistently below the up gradient well. To further substantiate this information the town has been monitoring one off -site up gradient well (Hoffner) and two off -site down gradient wells (Miller & Dickens) on a quarterly basis for nearly two years. These off -site wells have been consistently higher in nitrate levels than the compliance wells. Exhibit 4 included with this report shows the location of the off -site wells. The town has been able to consistently meet all other compliance limits other than the allowable 10 mg/1 of nitrates. Section 2.2.4.(3)(c)(iv) This is an existing plant and only minor modifications are proposed at this time, so no other treatment alternatives have been analyzed. Section 2.2.4.(3)(c)(v) The plant does not lie within a floodplain and no natural hazard analysis has been completed. Section 2.2.4.(3)(c)(vi) As mentioned previously the town is only planning minor modifications to the existing plant. The headworks to the plant are being re -built in order to remove the grit chamber, imhoff tank, and sludge storage tank. The grit chamber does not function properly, the imhoff tank is undersized and in disrepair and the sludge storage tank has not been used in years. In re- constructing the headworks the piping will be lowered to reduce an existing backwater problem in the main trunk line to the plant. The only other modifications to the plant will be to split the infiltration basin to allow flows to be alternated and provide drying and aeration periods. It is believed this will add longevity to the infiltration basin and possibly increase the permeability of the basin. The proposed improvements are shown in plan view on Exhibit 5. Upon completion of the proposed modifications, flow will enter the plant at a junction box. Slide gates at this box will allow the operator to send flows through a bar screen, a 3 -inch Parshall flume and then into the primary treatment lagoon. An emergency bypass line will be constructed from the junction box in case the flume needs to be worked on or some other problem occurs with the main channel and piping. The primary treatment lagoon has a capacity of 4.53 million gallons. This provides a detention time of approximately 50 days at current flow. This facultative lagoon does not contain any aeration devices. Effluent from the primary treatment lagoon will flow into one of two rapid infiltration cells. A diversion box constructed with the proposed improvements will allow the operator to alternate flow between two infiltration cells. At this time it is anticipated that the cells will be operated one month on and one month off. This should provide better treatment capabilities through the soil profile and possibly increase the capacity of the plant. At this time the capacity of the plant is estimated at 148,250 gallons per day. The town currently has two part time operators on staff. An operator checks the plant once a day and the town maintenance staff cleans the bar screen a couple times a day. The plant is located in the Northwest Quarter (NW 1/4) of the Southwest Quarter (SW 1/4) of Section 13, Township 7 North, Range 66 West. Section 2.2.4.(3)(c)(viii) The Town of Ault is responsible for the collection and treatment of wastewater at their treatment plant. Section 2.2.4.(3)(c)(ix) The town controls substances that should not be discharged into the sewer system and any requirements for pretreatment are covered in the towns sanitary sewer ordinance. Control of plant capacity in conjunction with new development is handled by the Board of Trustees in conjunction with town staff. Section 2.2.4.(3)(c)(x) The town has a system in place through ordinance to collect fees from users in order to cover the costs associated with the operation and maintenance of the system.
