1) Abatement is requested to make property value consistent
with surrounding parcels.
2) The described properties have had no economic use since
1987. Since 1987, the properties have fallen into disrepair,
disuse and have been the target of vandals and trespassers.
Although recent assessments have properly lowered the assessed
valuation, more is needed to turn the value around and make these
properties the source of revenue generation to their highest and
best use. The properties do have commercial potential provided
that substantial capital investment is made. Your Applicant has
commenced a course of action to obtain investment provided that a
short-term abatement is granted.
Your Applicant requests abatement of 80% of all past due
property taxes, and further requests abatement of all 1994 and 1995
property taxes in order that these potential commercial properties
may be returned to the tax rolls at their full commercial value in
1996 and be a source of income for their owner and a maximum
improvement as a source of revenue for Weld County.

1467-31-0-05-019 (1st), and 1467-31-0-00-021 (2nd).
I have recommended denial of the abatement requested because applicant has failed to
provide any evidence that the values currently on the record are incorrect. The somewhat
polemical statement attached to the application falls short of evidentiary standards required in
appraisal practice. In addition, applicant appealed the value of the second parcel in 1993; it is,
therefore, not eligible for an abatement in 1993.
