RE: APPROVE WELD COUNTY EMS PLAN ADDENDUM
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Weld County EMS Plan Addendum by the
County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld
County, on behalf of the Weld County EMS Council, to be submitted to the Colorado Department of
Public Health and Environment, Emergency Medical Services Division, with terms and conditions
being as stated in said addendum, and
WHEREAS, after review, the Board deems it advisable to approve said addendum, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Weld County EMS Plan Addendum by the County of Weld, State of
Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Weld
County EMS Council, to be submitted to the Colorado Department of Public Health and Environment,
Emergency Medical Services Division, be, and hereby is, approved.
The above and foregoing Resolution was, on motion duly made and seconded, adopted by
the following vote on the 7th day of February, A.D., 1996.

2.3.B IDENTIFY ANY AREAS NEEDING IMPROVEMENT-TREATMENT
Identify the changes of improvements you plan to make within your current treatment
system. If none, please state "NONE:" and move on to the next component.
9. Complete review and revision of Weld County Disaster Plan.
10. Place disaster response units with Mass Casualty Equipment in strategic
locations to enhance supplemental equipment response, and reduce time duration
of equipment arrival.
11. Encourage and assist Weld County EMS providing agencies to increase
first response capabilities with Automatic External Defibrillators(If not already
in existence)and medical/trauma equipment and training for first response to
routine, Mass Casualty, and special rescue scenarios.
12. Review emergency response policies and adopt plans to improve safety to
public and emergency crews.
13. Review and revise Weld County Ordinance 77C(Ambulance Licensure), and
promote adoption as 77D as presented to Weld County Commissioners.
14. Develop plans to train all currently licensed ambulance agencies to meet revised
certification requirements of Weld County Ordinance 77D(Ambulance
Licensure).

Objective A9
Weld County Office of Emergency Management and Weld County EMS
Council to revise Weld County Disaster plan and assist municipalities within
Weld County in revising local disaster plans to coincide with the County Disaster
Plan.

Place disaster response units in strategic locations to reduce response time of
supplemental equipment.
Objective A10
Weld County Office of Emergency Management and Weld County EMS
Council will conduct research for:
1. locations to place disaster response equipment to handle large
numbers of victims in various locations within Weld County.
2. types and number of equipment, and means of transportation
to deliver disaster equipment.
3. funding for equipment through grants, donations, etc..

Weld County EMS Council to survey each agencies capabilities, promote mutual
aid of special needs, and assist with developing plans to increase capabilities in:
1. special training, ie.-trauma care, medical care, patient packaging
and extrication.
2. response of disaster equipment and equipment retrieval.
3. providing or retrieving special equipment or services for unique
rescues.
Review emergency response policies and adopt plans to improve safety to public and
emergency crews.
Objective Al2
Weld County EMS Council to invite agencies to review emergency response
plans with council, and assist in developing policies to reduce risk of injury to
emergency personnel and the public.
Review and revise Weld County Ordinance 77C(Ambulance Licensure), and promote
adoptions as 77D as presented to Weld County Commissioners.
Objective A13
Weld County EMS Council "77C Committee" to present revisions of Ordinance
77C in the form of Ordinance 77D to the Weld County Commissioners for adoption and
implementation by December 1996.

certification requirements of Weld County Ordinance 77D(Ambulance Licensure).

Each licensed ambulance agency to review department policy on training
standards and implement improvements to reflect certifications as stated

1. EMT-Basic with CPR, Basic Trauma Life Support
2. EMT-Intermediate with, CPR, Basic Trauma Life Support
ACLS, and PALS.

Weld County
Board of County Commissioners
The Weld County EMS Council is requesting the Board of County
Commissioners approve and adopt the attached addendum to the Weld County EMS Plan
to be presented to the State of Colorado Department of Public Health and Environment,
Emergency Medical Services Division.
The Weld County EMS Council has determined the need to add the following
"Treatment Goals"to the 1996 plan to coincide with projects that were identified and
started after submitting the original plan. This addendum will assist Evans Fire
Department Frederick Area Fire Protection District, Platteville Fire Department, Tri-Area
Ambulance Service, and Weld County EMS Council in seeking funds from the Colorado
EMS Grant Program.
Goals#9 and#10 with related Objectives A9 and A10 item 1, 2 and 3 will
identify related plans for the Weld County EMS Council, Weld County Office of
Emergency Management and Platteville Fire Department to apply for grant funds to apply
toward the placement of Disaster Response Units to serve Weld County.
Goal#11 with related Objective All item 1, 2 and 3 will assist Evans Fire
Department with applications for grant funds to purchase First Response Medical Kits for
fire apparatus, Platteville Fire Department with applications for grant funds to purchase a
multipurpose First Response Unit that has also been offered to Weld County as a disaster
response capable unit and Frederick Area Fire Protection District with applications for
grant funds to purchase special extrication equipment and an Automatic External
Defibrillator.
Goal#12 with related Objective Al2 identifies a project already in progress at the
request of the Weld County Board of County Commissioners, and will assist Evans Fire
Department in applications for grant funds to purchase an Opticom Light Activating
System.
Goal#13 and #14 with related Objectives A13 and A14 items 1, 2 and 3 identifies
a project that is near commutation by the Weld County EMS Council Ordinance 77C
Committee and the Weld County Health Department, and will assist Tri Area Ambulance
is applications for grant funds to provide for special training programs.
This request for the Weld County EMS Plan Addendum is presented to meet the
needs of several agencies within the County and for Weld County itself to provide for an
aggressive EMS System in future planning.
