Dear Commissioner Hall,
As you know, Congress passed the Cable Act in 1992. The regulations
allow cable operators to review rates on a quarterly basis and, if warranted,
adjust the rates for increases in external cost pass throughs. These pass
throughs include such items as costs associated with adding new programming
services and increases in the costs of bringing subscribers channels currently
carried.
In my letter to you dated November 14, I stated we were able to hold any
review and adjustment of rates until April 1995. The purpose of this letter is to
inform you, therefore, of the adjustments that will be made April.
The adjustments are made based on increased programming costs and
costs associated with adding new programming, for example, the new Fx
Affiliate network. We will be adjusting rates in these areas - Basic service and
Expanded Basic service, and also to our alacarte premium service rate.
Customers in the Greeley area will be notified of the adjustments in their
March bills, a copy of the customer notice is enclosed. The rate for Basic
Service and Expanded Basic Service will change as follows:

$21.51 per month (not including franchise fees or taxes) . With this adjustment ,
in April 1995 the same customer now enjoys increased programming on Basic
Service and Expanded Basic Service for $21.44, 70 less than last year.
The adjustment to be made to an alacarte premium service, which is not
a regulated service, will affect customers that choose to subscribe to only one
premium service (premium service is defined as HBO, Cinemax, Showtime,
Disney). The rate for alacarte premium service will increase from $8.95 to $9.95
per month which is still the lowest in Colorado and as of today will affect 2,396
subscribers. Premium channels are also available in packages that are
attractive to our customers with more movie choices and possible monthly
savings.
It is my pleasure to announce to you that SEGA will be offered through
TCI Cablevision beginning March 1st 1995. SEGA which promises to be a
popular option for our subscribers will be available for a fee of $25.00 for the
adaptor and $14.95 per month (not including taxes and fees) for SEGA games.

CHANGE IN CABLE TV RATES:
The 1992 Cable Act and the Federal Communications Commission created
the regulations under which cable companies establish rates for certain
services. On March 30, 1994 the FCC released additional rules and
regulations ordering changes to existing regulated cable service rates.
In our ongoing compliance with the 1992 Cable Act, we will be
implementing the required adjustments to the following regulated and
unregulated service rates to become effective on all bills sent out from
April 1, 1995.

All other rates previously disclosed on the Products and Services Price List remain
unchanged. These rates are exclusive of local franchise fees and taxes.
In accordance with the FCC rules and regulations, a subscriber has the right to file a
complaint with the FCC regarding any rate or service change on the expanded basic
tier within 45 days from the time the change(s) appears on the customer bill. If you
