HomeMy WebLinkAbout972724.tiffRESOLUTION RE: APPROVE MEMORANDUM OF AGREEMENT WITH THE FORT COLLINS ECONOMIC DEVELOPMENT COUNCIL AND AUTHORIZE CHAIR TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Memorandum of Agreement between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Human Services, and the Fort Collins Economic Development Council, with terms and conditions being as stated in said agreement, and WHEREAS, after review, the Board deems it advisable to approve said agreement, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Memorandum of Agreement between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Human Services, and the Fort Collins Economic Development Council be, and hereby is, approved. BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to sign said agreement. S97 223:24 9702215213 FORT COLLINS EDC PAGE 02 MEMORANDUM OF AGREEMENT Northern Colorado Labor Market Study AGENCIES INVOLVE& • The Labor Market Study is conducted for the joint use of the following agencies; Economic Development Association of Longmont; Ft. Collins Economic Development Council; Greeley/Weld EDAP, Inc.; Loveland Economic Development Council; Boulder County Workforce Development; Larimer County Workforce Development; and Weld County Workforce Development. • Ft. Collins Economic Development Council will act as the agent and administrator for all involved agencies. STUDY GOAL Quantify and analyze the tagional labor market so opportunities can be identified to help existing companies and communities harness the work force for their long-term employment and growth strategies. STUDY 0WECTIVES Develop a regional overview providing companies and communities a better understanding of the region's labor market dynamics. Assess corporate work force needs and perceptions about the region's ability to meet long-term growth and employment plans. • Analyze the role that students and recent graduates (from Northern Colorado higher education institutions) play in the region's work force, and develop potential strategies for maximizing this resource. • Quantify and assess the impact of commuters from north Metro Denver. Develop potential strategies for maximizing this possible resource. • Assess critical issues affecting the regional work force. including cost of living, housing, transportation, retail job competition, and welfare reform. CRITICAL ASSESSMENTS TO BE MADE • Regional Overview • Corporate Antimissile • University/Educational Institution Assessment • Assessment of External Issues Impacting Recruitability/Retention • Assessment of the Trends Impacting the Work Force InterMountain Partners will prepare a Final Report, including: area profile; employer concerns; issues, opportunities and solutions. InterMountain Partners will make a PowerPoint presentation for use in communicating with target audiences. 97 ./25/1997 23:24 9702215219 FORT COLLINS EDC PAGE 03 • InterMountain Partners will prepare en Executive Summary and Media Kit. • InterMountain Partners will execute Focus Groups, with both Employers and Educators. • Ft. Collins Economic Development Council, on behalf of all involved agencies, will provide relevant data bases which the agencies currently own. Ft. Collins Economic Development Council, on behalf of all involved agencies, will provide a qualified list of 100 human resource directors or managers to be surveyed. • Ft. Collins Economic Development Council, on behalf of ell involved agencies. will provide appropriate facilities to boss focus groups. =FBA= • By December I, 1997, InterMountain Penner will commence the study. • By January 5, 1998, Ft Collins Economic Development Council will deliver a qualified list of 100 human resource directors or managers to be surveyed. COMPENSATION InterMountain Partners will receive a total fee of S17,000 plus out-of-pocket expenses not to exceed 5800. Ft. Collins Economic Development Council, is responsible for compensating InterMountain Partners the total fee of S17,000 plus any out-of-pocket expenses not to exceed $800. Ft. Collins Economic Development Council shall disburse $17,000 evenly over three fixed periods: one payment prior to December 1. 1997; a second payment by February I, 1998, and a third payment upon delivery of the final report. Baxter, Chairman To Board of County Commissioners Date December 12, 1997 Subject: Memorandum of Agreement with the Fort Collins Economic Development Council Enclosed for Board approval is a Memorandum of Agreement with the Fort Collins Economic Development Council for the implementation of a Northern Colorado Labor Market Study. The partners for this study will include: the Economic Development Association of Longmont, the Fort Collins Economic Development Council; the Greeley/Weld EDAP, Inc., the Loveland Economic Development Council; the Boulder County Workforce Development, the Larimer County Workforce Development, and the Weld County Workforce Development. The Weld County Division of Human Services will reimburse the Fort Collins Economic Development Council $2,000.00 for its share of this study.
