This project falls primarily under the purview of the Weld County Use by Special Review Standards. Our requirements are as follows: 1. WCR 25.5: WCR 25.5 is designated on the Transportation Plan Map as a local gravel road and is maintained by Weld County. 2. Access: Access to the facility is gained from WCR 25.5 at two locations. The approaches are asphalt to concrete gutter drainage pans. There is adequate asphalt parking areas for employees and visitors. The rear storage area consists of six to eight inches of road base. I have no conflict with the design or access points. 3. Storm Water Drainage: The retention pond area needs to be reshaped and the overflow corrugated metal pipe installed at the proper elevation to catch and release at a historical flow to the borrow pit ditch of WCR 25.5. I would highly recommend that grass seeding or slope protection be incorporated to prevent soil erosion. 4. Site Circulation: Site circulation to the rear of the property can be negotiated from either access point. The rear storage yard consists of six to eight inches of adequate road base to support heavy loads. The site is graded to drain to the retention pond area. Health Department • COLORADO CASE No.: USR-1216 NAME: Messinger, Lance Environmental Protection Services has reviewed this proposal for a Mineral Resource Development Facility. The following conditions are recommended to be part of any approval: 1) All liquid and solid wastes(as defined in the Solid Wastes Disposal Sites and Facilities Act,30-20- 101, C.R.S. as amended) shall be stored and removed for final disposal in a manner that protects against surface and groundwater contamination. 2) No permanent disposal of wastes shall he permitted at this site. 3) Waste materials shall he handled, stored, and disposed in a manner that controls fugitive dust, blowing debris, and other potential nuisance conditions. 4) Fugitive dust shall be controlled on this site. 5) The maximum permissible noise level shall not exceed the residential limit of 55 db(A) as measured according to 25-12-102, Colorado Revised Statutes. 6) Adequate toilet facilities shall be provided for the employees. 7) The facility shall utilize the existing well. 8) The facility shall utilize a septic system (SP-9800292) for disposal of sewage. There shall be no washing of vehicles or tools that will result in a discharge to the on-site septic system. 9) Prior to recording the plat, the applicant shall submit a waste handling plan to the Environmental Protection Services Division of the Weld County Health Department. The plan shall include at a minimum, the following: 1) A list of wastes which are expected to be generated on site(this should include expected volumes and types of waste generated). 2) A list of the type and volume of chemicals expected to be stored on site. 3) The waste handler and facility where the waste will be disposed (including the facility name, address, and phone number). sm/0222 Weld County Planning Dept, MAR 1 6 1999 EXHIBIT RECEIVED , tt MEMORANDUM TO: Julie Chester C DATE: February 16, 1999 FROM: Sheble McConnell glue, Health Department • COLORADO SUBJECT: Messinger, Lance CASE: USR - 1216 Environmental Protection Services has reviewed this Site Specific Development Plan and Use be Special Review Permit for a Mineral Resource Development facility including Oil and Gas Support and Service (Storage and Repair of downhole oil field tools). However, after reviewing the provided information, it appears that additional information is necessary in order for our Department to complete our review. The Site Plan indicates there is a concrete wash bay. However, no additional information is provided concerning the bay. As a result, we are requesting that the applicant provide the following additional information: 1) What equipment and tools will be washed? Will any chemicals or detergents be added to the wash water? Are analysis available of the wash water? If so, please provide them. 2) Where will the waste wash water be stored? How will it be treated and/or disposed? 3) Will any solids be generated as the result of the washing process? If so, where will they be stored and disposed? 4) What controls are in place to prevent a release or impact to the environment? Depending upon the response to the above questions, we may request additional information concerning the specific processes, including that detailed plans of the bay be provided. You may want to request these plans up front, if they are available.
