Hodges - Current Planner Weld County Planning Department Weld County Administrative Offices 1400 N. 17th Avenue Greeley, CO 80631 Dear Todd: We have reviewed the Melvin and Janice Callen Site Specific Development Plan and Special Use Permit and offer the following comments: RIGHT-OF-WAY The plans indicate a 60 foot right-of-way for SH 257. It is unclear if this is a measurement from the centerline of the highway. Projected traffic on State Highway (SH) 257 indicates the need for a 150 foot total right-of-way (ROW), 75 feet each side of the highway centerline. Additional width to meet the projected need should be protected by reservation, or preferably dedication, as permitted by County regulations. ACCESS The narrative states that no new accesses are proposed. The accesses along the highway are to continue their existing uses. No new accesses would be allowed. The Public Works Department is trying to minimize the access points on to County Roads. The applicant is indicating there are five existing accesses to the property. On the plan map provided in the application, it indicates two accesses from State Highway 257, which are service roads to well heads. On WCR 54, the map indicates the main access driveway to the residence and a service road to a well head. The access information sheet indicates three accesses from WCR 54. Your project -has been reviewed in accordance with Section 404 of the Clean Water Act under which the U.S. Army Corps of -Engineers regulates the excavation -and discharge of dredged and fill material into waters of the United States including wetlands. Reference is made to an April 11, 1995 wetlands determination conducted by Mr. TerryMeKee of this office. During Mr. McKee's site visit, it was found that no wetlands exist at this site. This letter is to inform you that the proposed activity, assigned number 199580239, will not require a Department of -the Army (DA)Permit. Althougha DA Permit will not be required for the project, this does not -eliminate -the requirement that other applicable federal, state, and local permits be obtained as required. Welborn Special Counsel Hugh V Schaefer The -purpose of this letter is to provide you with a response for Union Pacific Resources Company ("UPRC") and UnionYacific Land Resources Corporation ("UPLRC") with respect to the above -referenced application. As we discussed in our recent telephone conversation, UPRC and UPLRC own the mineral interests under the property that is the subject of the application for a site specific development plan and special review -permit ("Property"). I understand from my review of the notice for the application and the vicinity map that you telefaxed to me and from my _conversation with you, that the application is for the purpose of siting a private airstrip on approximately 102 acres with approximately 10.3 acres of the total acreage being dedicated to the airstrip itself. I understand also that the application will not in any wayaffect the current agricultural zoning or preclude other uses permitted in -the agricultural zone. Based on that understanding, neither UPRC nor UPLRC have any objection to the application with respect to the mineral interests that they own under the Property. We note that our records reflect that there are at least two oil and gas wells in which UPRC owns an interest that areeurrently located in -the NE4 and SE4 of Section 27.
