For years I've been understanding to driving through slippery
and gooey and black used diesel oil spread on Road 21 at Road 2.
I've "felt" for the dust George Marcus has seen (wonder why one would
build so close to a dirt road) and his desire to keep the dust down.
My cars and trucks have been "coated" with this oil....yes, I've
cussed at him and even metally threatened all sorts of retaliations,
yet....I did nothing!
Now...this spraying of calcium chloride and the months of
enduring trucks and cars on the wrong side of the road as they try
to avoid the "terrible" condition of this stretch of road....the
"don't touch this section of road" by your maintenance people, has
reached "THE LIMIT"!!
How is it that you can grant a special interest to one person
at the expense....exposure of everyone else? What charter allows
the County to assign "ownership" of County property for private and
personal benefit?
Who is responsible and liable for accidents and damage caused
by this assignment? Is it George Marcus....the County, or even'
perhaps the person individually who grants these types of conversion?
I'm tired of subjecting me...,..,....my family and friends to
this totally unacceptable road condition and want it changed today!!
The ill -logic of the whole deal is...simply spray the entire
road system and then we can get rid of all the graders...the equipment
and the personell...."WOW" wouldn't that be a savings?
Bottom line....Ban ALL spraying of anytyp
Maintain ALL roads as you' a b -en en rusted` o do!
Pls. Scott Shr eber and y Krause have b:Nn job
on the sections they're allowed to work!

RE: ROADS....SOUTH WELD
Dear Commissioner Webster,
First I have to commend yoursupervisor of roads: in this area
.I believe his name is Dale. After. several calls to his' office
the blade operator is'keeping our roads. smooth and level, and we
are even starting to. see a "crown" in' the center...rain, when it
comes won't settle in the middle anymore!.
This is where T ask for your help! At the far South end of
road 21, just as it begin's.from road 2; there is. 5-60(r of,road
that has been. sprayed with calcium by I assume, the adjacent land
owners.
This' lastbit of road. is not maintained by the county...the blade
operator. stops right where the calcium begins. Dale told'me it's
the responsiblil'ity of whomever laid' the calcium to maintain' that
portion.
4 months now and. it's, only been bladed once.
many....the washboard terrible! Cars and trucks
trying to miss them...you'come around the corner
ton truck facing you "head-on"!
Cars "walk".sideways....everyone and thingin
to the tune of the road, and then....when it does
the water and is' like snot on a doorknob!
The pot holes are

only to find a 40

rain, it holds
This is: a rediculas situation that no -ones should have ever had
tospend time....energy or concern about....we all,have.better things
to do HOW DO WE STOP THIS NOW AND THE COUNTY RE -GAIN CONTROL
OF WHAT THEY ARE THERE TO DO ANYWAY?
Appreciate your immediate, help in' this' matter as: it does pose
a danger to all!

P.S. whyis: it that close to this samestrip' of, road, th "irrigation
water is' allowed to run -..across county..road 21? This happens
in three places every time the field is: irrigated!

Narrative:
Scott Schreiber, Motorgrader Supervisor for Public Works, talked to Mr.
Johnson regarding the letter. Scott explained the County's Dust Control
Policy, and he understands the system better.
A culvert will be installed on WCR 21 later this fall, and Scott told
Mr. Johnson this.

Enclosed for your information is a copy of Section 15.0: Fugitive Dust Control Policy which is
a part of Ordinance No. 180 that was adopted in August, 1995, by the Weld County
Commissioners.
Dust control chemicals are extremely expensive to apply. As Scott Schreiber explained to you
on the phone, the County personnel do make every effort not to disturb a section of road that has
been sprayed:
The Public Works Department strives to keep the County's roads in good shape. If you have

SECTION 15.0: FUGITIVE DUST CONTROL POLICY
It shall be the policy of the Board of Weld County Commissioners to address fugitive dust on
Weld County roads as follows:
15.1 PRIVATE APPLICATION
Weld County has no objection to individuals applying dust control chemicals to county
roads at their own expense providing they agree to the following conditions:
15.1.1 Chemicals that are used for dust control may not contain any hazardous
substances as defined in Colorado Revised Statutes, Section 29.22.101.
Individuals are advised that petroleum projects, whether commercially processed
or not, may contain hazardous substances.
15.1.2 Petroleum products that contain naphtha or other combustible material may not be
used.
15.1.3 Dust control chemicals must be applied in such a manner that will not
contaminate any waters of the State. Therefore, any materials that may wash from
the roadbed will not be suitable.
15.1.4 Weld County will make every effort not to disturb the section of road that has
been treated with dust control chemicals.
IT WILL BE THE COUNTY'S
DECISION AT WHAT POINT
THE ROADWAY MUST BE
GRADED TO RESTORE A
REASONABLE TRAVEL
SURFACE. WELD COUNTY
WILL NOT BE RESPONSIBLE
FOR REAPPLYING DUST
CONTROL CHEMICALS.
15.1.5 All dust control agents used on county roads shall be approved for use by the
Weld County Health Department and the Department of Public Works. Currently,
the materials listed in Appendix "D" are approved for use.
The County reserves the right to add or delete materials from the approved
list at any time without prior notice. The application of any substance to a
county road for purposes of dust control, not specifically identified in the
approved list of materials, shall be approved for use in writing from the
Weld County Health Department and Public Works Department prior to
its application.
15.2 GRADING
Weld County will grade the roadbed prior to the application of dust control chemicals at
no cost to the individual.
APPENDIX"D"
DUST CONTROLS
The following dust control agents are approved for use by the Weld County Health Department
and the Department of Public Works:
1. Portable water or natural ground water
2. Magnesium chloride
3. Calcium chloride
