BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO

The Board of County Commissioners of Weld County, Colorado, met in regular
session in full conformity with the laws of the State of Colorado at the regular
place of meeting in the Weld County Centennial Center, Greeley, Colorado,
March 22, 1999, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following
members were present, constituting a quorum of the members thereof:
Commissioner Dale K. Hall, Chair
Commissioner Barbara J. Kirkmeyer, Pro-Tem
Commissioner George E. Baxter
Commissioner M. J. Geile
Commissioner Glenn Vaad
Also present:
County Attorney, Bruce T. Barker
Acting Clerk to the Board, Esther E. Gesick
Director of Finance and Administration, Donald D. Warden
MINUTES: Commissioner Geile moved to approve the minutes of the Board of County
Commissioners meeting of March 17, 1999, as printed. Commissioner Vaad
seconded the motion, and it carried unanimously.
CERTIFICATION
OF HEARINGS: Commissioner Baxter moved to approve the Certification of Hearings conducted
on March 17, 1999, as follows: 1)Action of the Board concerning USR#1208,
Henry and Carol Karre. Commissioner Geile seconded the motion, which
carried unanimously.
ADDITIONS TO
AGENDA: There were no additions to the agenda.
CONSENT AGENDA: Commissioner Kirkmeyer moved to approve the consent agenda as printed.
Commissioner Geile seconded the motion, and it carried unanimously.
PUBLIC INPUT: There was no public input.

WARRANTS: Donald Warden, Director of Finance and Administration,presented the following
warrants for approval by the Board:
All Funds $358,595.88
Commissioner Kirkmeyer moved to approve the warrants as presented by Mr.
Warden. Commissioner Baxter seconded the motion, which carried
unanimously.
BUSINESS:
NEW: CONSIDER TEMPORARY ROAD CLOSURE OF VARIOUS WELD COUNTY
ROADS -392 BETWEEN WELD COUNTY ROAD 84 AND STATE HIGHWAY
14; 14 BETWEEN WELD COUNTY ROAD 17 AND STATE HIGHWAY 52; 50
BETWEEN WELD COUNTY ROAD 13 AND 17: Commissioner Kirkmeyer
moved to approve said closures. Seconded by Commissioner Baxter, the
motion carried unanimously.
CONSIDER INSTALLATION OF TRAFFIC CONTROL DEVICES ON VARIOUS
WELD COUNTY ROADS - WELD COUNTY ROAD 8 AT WELD COUNTY
ROADS 49, 61 AND 67; AND WELD COUNTY ROAD 10 AT WELD COUNTY
ROAD 55: Frank Hempen,Jr., Director of Public Works,explained Public Works
is in the process of reviewing an inventory of low-volume, sight restrictive
intersections and placing necessary controls to make them safer. In response
to Commissioner Geile, Mr. Hempen explained an accident report can trigger
the placement of traffic signs; however, staff is trying to control intersections
prior to an accident. Responding to Commissioner Vaad, Mr. Hempen stated
he is not aware of any time restrictions in the Federal Manual on Uniform Traffic
Control Devices. In response to Commissioner Baxter, Mr. Hempen explained
the process for installing new signs and the techniques used to make the
traveling public aware of changes. Commissioner Kirkmeyer moved to approve
installation of traffic control devices of said roads. Seconded by Commissioner
Vaad, the motion carried unanimously.
CONSIDER RESOLUTION RE: RESCIND RESOLUTION #990304, DATED
FEBRUARY 17, 1999, FOR AMENDMENT ONE TO INMATE TELEPHONE
SERVICE AGREEMENT: Mr. Warden explained the agreement was submitted
by both the Sheriffs Office and Telephone Services creating a duplicate
resolution. Commissioner Kirkmeyer moved to approve said resolution
rescinding resolution#990304. Seconded by Commissioner Baxter, the motion
carried unanimously.
RESOLUTIONS AND
ORDINANCES: The resolutions were presented and signed as listed on the consent agenda.
No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to
and respectfully submitted by the Acting Clerk to the Board.
